Purpose of the position

The role of the Localization Project Manager for the WCA office is to support the development of positioning and manage projects, including, ICVA initiatives and approaches related to localisation in the region.

Summary of the position

The/The Localization Project Manager is responsible for supporting the strengthening of the positioning and strategy of’ICVA WCA on localization and managing projects, including, initiatives and approaches of’ICVA in connection with localisation in the region. His responsibilities include supporting the development of the localization strategy of d’ICVA WCA, the reflection, implementation and monitoring of specific localization projects, and, support and guidance from the national members of’ICVA and NGO forums, as well as support in the overall management of ICVA localization initiatives and approaches in the region. As a Localisation Project Manager, his role focuses in particular on the following points :

  • Support the development of the positioning, partnerships and localization strategy of d’ICVA WCA ;
  • To ensure the management and monitoring of the localisation projects of the ICVA WCA office ;
  • To provide support and support to national members and forums in the region ;
  • Organize, contribute to the development and implementation of specific initiatives of the WCA regional office on localization.

Main functions and responsibilities

  • Positioning, partnerships and strategy localization ICVA AOC
  • Support the development of’a positioning and/or strategy localization of’ICVA AOC ;
  • Provide support in the maintenance and/or development of the partnerships of’ICVA on localization, and, in particular by facilitating communication and coordination between the various actors involved in the projects and initiatives of localisation of the regional office ;
  • Contribute to the search for new partnership opportunities to support the objectives of the regional office’s localization component ;
  • Support a coherent integration between the projects and localisation initiatives of the ICVA AOC Regional Office ;
  • Contribute to ensuring coherence and good communication between ICVA activities/positionings/initiatives at the global level and in AOC.
  • Project management localization ICVA AOC
  • Support the management of projects localization of’ICVA AOC by ensuring budget monitoring, monitoring of indicators, reporting (lessor and internal), monitoring, etc, in connection with the procedures and guidelines of the donors and of’ICVA ;
  • Implement or coordinate the daily implementation of activities related to the projects localization of’ICVA ;
  • Contribute to the development of’tools, strategies, advocacy, or other for project management and implementation of’activities ;
  • Monitoring of ICVA consultants working directly on projects ;
  • Establish a fluid communication with the’ as a whole AOC team (staffs and consultants) and with the ICVA teams of the other regions and Geneva on the progress of projects and to discuss the relevance ;
  • Monitor, adapt activities according to evolutions, challenges, needs and expectations, offering lessons learned exercises, sharing best practices /experience, etc.
  • Contribute to identifying strategies to ensure the continuity, extension and improvement of activities and projects.
  • Support and direct support to ONGN members and ONGN forums
  • Carry out regular needs and expectations analyses with members and ONGN forum in the region ;
  • Contribute to the development and implementation of’a capacity-building component of ONGN members and forums in the region (e.g., governance support, coordination architecture, etc.) ;
  • Provide support in coaching, guidance and individual or group support to national members and forums in the region, including, through regular visits and an online follow-up program ;
  • Support the development of approaches or initiatives by NGO members and/or forums in the region (national strategies, events, workshops, etc.) ;
  • Work closely with ONGN members and forums in the region, in particular by ensuring their involvement and ownership in the initiatives of the Regional Office and ICVA at global level on localization ;
  • Facilitate exchanges between members and forums in the region ;
  • Capitalize on the initiatives and approaches of the ONGN members and forums in the region.
  • Organize, develop and implement the specific initiatives of the AOC Regional Office on localization.
  • Participation/facilitation/support for on-demand preparation of events/workshops/panels organised by different stakeholders (country, regional or global) ;
  • Contribute to the’ contribution expertise on the development or revision of strategies/approaches/initiatives localization at regional level (ex. members ICVA, SRF, etc.) ;
  • Support the management and development of the community of practices regional localization ;
  • Support the development of training modules/workshops/round tables and provide training/workshops/round tables on localization to different stakeholders and at all levels.

Requirements

Experience required

  • Minimum of 5 years of experience in the management of humanitarian projects, in the field of localization and capacity building ;
  • Proven experience in coordinating multi-country projects ;
  • Previous experience in supporting the governance of NGO forums or experience in a’ONG Forum ;
  • Experience in organizing and facilitating’ collaborative initiatives (example: communities of practice, Workshops, round tables).

Qualification & Education

  • University degree at Master level (or equivalent) in social sciences, project management, international development, or relevant field ;
  • Additional training in project management, monitoring and evaluation, or governance of NGOs is an asset.

Essential knowledge and skills

Technical Knowledge :

  • Expertise in the field of localisation and capacity building in the humanitarian sector ;
  • Strong project management skills, including planning, implementation, monitoring and evaluation (including budget monitoring) ; and ;
  • In-depth knowledge of the dynamics and humanitarian issues in West and Central’ Africa ;
  • Compulsory perfect command of the office pack (Word, Excel, PPT, Outlook)

Communication Skills :

  • Excellent written and oral communication skills in french and english ;
  • Ability to lead meetings, workshops and training sessions in a dynamic and inclusive manner.

Personal Qualities :

  • Ability to work independently and in a team ;
  • Initiative and ability to proactively resolve issues ;
  • Organizational sense and ability to manage multiple priorities simultaneously ;
  • Excellent interpersonal skills and ability to work in a multicultural environment.

Desirable knowledge and skills

  • Experience of working with local and national organisations in West and Central’ Africa ;
  • Knowledge of humanitarian financing mechanisms and international donors ;
  • Knowledge of’architecture for humanitarian coordination ;
  • Ability to develop and maintain professional networks and strategic partnerships ;
  • Familiarity with knowledge management tools and information sharing platforms ;
  • Advocacy experience.
