Project manager economic and financial governance – Lusophone H/F At Expertise France


Expertise France is a public agency implementation of international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and economy and finance, with which we have a contract of objectives and means.

Interministerial agency for international technical cooperation, We are the operator of all ministries. In 2021, the agency joined the AFD group (French Development Agency) which provides us with financial and operational solutions.

The objective of Expertise France is to fight against global inequalities : our projects are primarily focused on protecting global public goods and responding to the global challenges facing all societies in both the North and the South.

Our strength is to bring together the best French and European know-how in order to offer tailor-made solutions through a wide field of expertise that includes :

  • Democratic, economic and financial governance.
  • Security, maintenance of peace and stability.
  • Climate, agriculture and sustainable development.
  • Health and human development.

Within the GOUV department, the TGR division develops and implements technical cooperation projects around three main axes :

  • The public expenditure chain : budgetary management ; public accounting ; management of public investments ; debt management ; public procurement ; diagnosis of public finance management systems ; integration of environmental, social or gender dimensions in public finance management ;
  • Transparency and control of public action (Parliament, Court of Auditors, citizen control, independent administrative authorities) ; internal control (general inspections, internal control and audit, etc.) ; evaluation of public policies ; governance of public enterprises ; governance of extractive industries ;
  • Economic statistics and analysis, including planning/prospective.

The cluster is composed of eighteen employees in Paris.

To date, the portfolio of the cluster is composed of 30 projects in progress’ representing an outstanding amount of 75m. EUR, and 10 projects in development representing an envelope of 30m. EUR.

DESCRIPTION OF THE MISSION

Identifying opportunities

  • Participates in monitoring activities in the areas of intervention (in particular through the feedback obtained in the environment of ongoing projects)
  • Participates in the promotion and prospecting activities with the project managers, donors and beneficiaries

Design of preliminary drafts and drafting of offers

  • Participates in the’analysis of calls for projects, specifications or terms of reference
  • Identifies the necessary resources (partners, experts, service providers, etc.)
  • Develops the technical and financial offer of the project (context, methodology, implementation modalities, technical components, human resources, governance, budget)
  • Develops the’analysis of the project from the point of view of the’economic and financial balance

Conducting phase : implementation of qualitative and quantitative objectives of’a project or program in compliance with the constraints set

  • Participates daily in the conduct of projects : technical coordination of projects ; support for the implementation of actions ; animation of the project team (monitoring of field experts, etc, organisation of meetings, production of reports, quality control of reports, etc.) ; relations with service providers
  • Contributes to operational piloting in connection with the’ team positioned on the ground
  • Ensures the financial follow-up of the project in connection with the project’assistant(e)
  • Supervises logistical support (travel and missions, costs, various means of operation, etc.) in connection with the project’assistant(e)
  • Pilots the technical and financial reporting of projects to donors according to the procedures in force
  • Ensures visibility and communication activities on the project
  • Ensures the proper circulation of’information
  • Maintains good collaborative relationships with the embassies of the countries concerned, local authorities and international partners

Capitalization process

  • Participates in the valorization of feedback and the dissemination of good practices (drafting of sheets, sharing of experience as a trainer or referent, etc.)
  • Participates in the work aimed at the functional and technical improvement of the’service offer of’Expertise France

For all these missions, the/the project manager works in close collaboration with

  • Project assistants based in Paris, within the GOUV department
  • Project teams deployed in the field (project leader/coordinator, project assistant, long-term experts, etc.) depending on the nature and scope of the project
  • The support functions of’Expertise France based in Paris (financial, legal services, etc.) and in the field (mutualised support cells’)

PROFILE WISHES

  • HOLDER of a master’s degree in economics/statistics, development economics, public finance or equivalent
  • Minimum of 5 years experience in project management, including technical cooperation at’international, and in one of the fields related to public finance management,’economics, or statistics
  • Professional mastery of English’ and Portuguese (additional mastery of the’spanish is an asset)
  • Appetence for the search for new opportunities, the design and assembly of projects
  • Rigor, control of deadlines, reactivity and ability to’organize tasks under temporal constraint
  • Openness of’, sense of relational and teamwork
  • Availability for travel abroad, especially in Africa and Latin America

The remuneration for this position consists of an annual package including the following benefits :

  • A 13th month monthly and effective from the taking of post.
  • A variable share of 3% of gross annual salary
  • More than 45 days of annual leave, with the possibility to monetize up to 10 days of RTT per year.
  • A share of interest, calculated according to the results of the year.
  • A stipend of 9 euros per day for meals (Swile Card).
  • 50% of public transport costs.
  • A mobility bonus of 400 euros per year if you prefer to travel by bike.
  • A fully free health insurance, supported by the agency.
  • The possibility of tele-working 2 days a week.
  • An annual holiday bonus of 450 euros.
