Context:

Under the overall supervision of the Regional Crisis Coordinator and direct supervision of the Head of Programme for Gaza Response, the Project Manager (BHA) has the overall responsibility to manage and supervise the project team implementing and monitoring project activities and coordinating with relevant thematic officers, implementing partners and donor counterparts.

Core Functions / Responsibilities:

  1. Supervise and coordinate the implementation of project activities, backstopping the financial aspects and providing logistical, administrative and technical support in accordance with IOM’s and donor’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
  2. Monitor project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
  3. Contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
  4. Participate in the development of monitoring, evaluation, and reporting tools. Contribute to information management including preparing awareness raising and visibility materials, press releases, website updates and other relevant information-sharing materials.
  5. Identify potential areas for project development and substantively contribute to the development of new projects.
  6. Participate in the development of methodologies, contingency plans, and standard operations procedures through a consultative process with other relevant parties in the office.
  7. Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
  8. Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders.
  9. Organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors as required.
  10. Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums.
  11. Supervise, train, and guide project staff.
  12. Undertake duty travel as required related to project implementation and monitoring.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in Programme Management, implementation and evaluation. Knowledge and Previous management of projects in occupied Palestinian Territories (oPT) is a huge asset.
  • Demonstrated supervisory and staff management experience.
  • Experience establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors.
  • Previous work experience in a rapid transition or post-conflict area.
  • Experience in project management, implementation, and reporting, including financial and budgetary aspects.

Skills

  • Familiarity with inter-agency programme regulations of the UN and other donors.
  • In depth knowledge of the broad range of humanitarian related subject areas dealt with by the Organization.
  • Sound judgment, ability to analyze information and make decisions rapidly to resolve operational problems.
  • Efficiency, flexibility, high level of professionalism and ability to adhere to strict deadlines.
  • Demonstrated leadership, management, and coordination ability.
  • Sound communication and interpersonal skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and backgrounds.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
