Expertise France is a public agency for implementing international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and the economy and finance, with whom we have a contract of objectives and means.
Interministerial agency for international technical cooperation , we are the operator of all ministries. In 2021, the agency joins the AFD group (Agence Française de Développement) which provides us with financial and operational solutions.
The objective of Expertise France is to fight against global inequalities: our projects are mainly oriented towards the protection of global public goods and the response to the global challenges that all societies in the North and South must face.
Situation/position : Operations department – Sustainable Development department (55 employees) – Biodiversity center
The sustainable development department is made up of 4 thematic divisions: agriculture – urban development & circular economy – energy – biodiversity.
The biodiversity center develops operations in the following areas: ecological restoration, sustainable management of natural resources, protected areas, integration of biodiversity into sectoral policies, environmental diplomacy. The division has around twenty employees based in Paris and project teams in the countries where cooperation operations are implemented.
Under the supervision of the division manager, and in functional link with a unit coordinator, the project manager ensures the operational implementation of all phases of the project cycle. He/She works on a daily basis with all the technical, financial and managerial stakeholders involved in the projects, relying on the resources and services made available to him/her.
The project manager works closely with the project teams he/she follows, to achieve the expected results in compliance with Expertise France procedures.
Your main missions?
Project development
• Participates in the identification of opportunities to develop the activity within the scope of the division or department and contributes to the definition of orientations in this area (proposal of new opportunities, country or multi-country prospecting).
• Manages or contributes to the development of the content of the technical and financial offer according to the agency’s standards and procedures and by mobilizing internal and external skills and in particular: ensures the analysis of the context and demand, identifies activities , proposes a contractual arrangement and an operating procedure, identifies the risks and mitigation measures, develops the technical and financial offer.
• Prepares the elements required in the Agency’s development comitology and implements the monitoring of instruction and negotiation mandates.
• Leads negotiations, prepares and monitors contractualization with lessors.
Project management
On a general level
• Organizes the recruitment and integration of the project team and facilitates the launch of the project
• Supports project managers in planning, steering, contractual management, evaluation, capitalization in compliance with donor rules and commitments
• Promotes the mobilization of resources when this is not ensured by the project team (partners, experts, service providers, etc.)
• Reviews the quality of internal and external deliverables relating to the general management of the project (project reviews, monthly reporting, lessor reporting, etc.)
• Ensures the proper closure of the project according to agency standards
• Facilitates interaction with headquarters services
• Provides direct support for the implementation of projects in the event of of difficulty
• Participates in the Agency’s internal projects
On the technical level
• Promotes sectoral innovations in the setting up and implementation of projects
• Ensures the quality of project deliverables (terms of reference, technical reports, studies, etc.)
• Participates in the identification and animation of projects a pool of technical experts and institutional partnerships
• Ensures sectoral monitoring of the department’s area of intervention
• Regularly and consolidated dissemination of information through sectoral meetings
Your profile ?
• Higher education diploma at master’s level (or equivalent) in environment, development economics or other related fields.
• Minimum experience of at least 8 years in setting up management of international cooperation and/or technical assistance projects.
• Good knowledge of cooperation mechanisms and public development assistance as well as financing mechanisms and management of EU contracts.
• Good knowledge of some of the issues and stakeholders in biodiversity and related themes.
• Appetite for public policy dialogues, ability to represent at high institutional levels.
• Significant field experience desired in Latin America and/or Africa.
• Good command (written and oral) of Spanish and/or English.
• Ability to adapt and appetite to resolve complex situations.
• Availability for international missions.

Type of contract: 6-month fixed-term contract
The position is based in Paris at 40 Bd de Port-Royal, 75005 Paris.
The remuneration for this position consists of an annual package including the following benefits:
- A 13th month paid monthly and effective upon taking up the position.
- A variable portion of 3% of the annual gross salary.
- More than 45 days of annual leave, with the possibility of monetizing up to 10 days of RTT per year.
- A share of profit-sharing, calculated based on the results of the year.
- An allowance of 9 euros per day for meals (Swile Card).
- 50% coverage of public transport costs.
- A mobility bonus of 400 euros per year if you prefer to travel by bike.
- Completely free mutual health insurance, covered by the agency.
- The possibility of teleworking 2 days per week, with compensation of €20 per month, equivalent to €240 net more per year.
- An annual vacation bonus of 450 euros.
