In addition, the extension of development cooperation contracts is subordinated to several conditions including: the availability of funds and the continuing need for the functions performed, in addition to satisfactory performance and conduct.

Introduction

The right to freedom of association and the effective recognition of the right to collective bargaining have been recognized as fundamental rights by the international community through the International Labor Organization ( ILO). These rights and freedoms are based on the ILO Constitution and are essential in the promotion and realization of social justice. The most visible application of respect for freedom of association and collective bargaining takes place in the national workplace when it is guaranteed to employers ‘and workers’ organizations and to all workers and employers a climate conducive to the exercise of these fundamental rights.

Mexico has ratified the Freedom of Association and Protection of the Right to Organize Convention, 1948 ( No. 87 ) and the Convention on the Right to Organize and Collective Bargaining, 1949 ( no. 98 ). Likewise, Mexico approved in 2017 and 2019, the Constitutional reform and the reform of the Federal Labor Law, respectively, laying the foundations for a new labor justice system in the country and establishing processes to guarantee the principles of freedom of association and collective bargaining aimed at ensuring the representativeness of trade union organizations, certainty in the conclusion of collective labor contracts and union democracy guaranteeing the personal, free, secret and direct vote of the workers.

Mexico is a signatory party to the Treaty between Mexico, the United States and Canada ( T-MEC ), trade agreement that includes labor provisions such as the obligation to respect in law and in practice the rights and principles contained in the ILO Declaration on the principles and rights Fundamental at work, adopted in 1998 and amended in 2022, with an emphasis on the rights to freedom of association and collective bargaining.

Hierarchical lines

The Project / Program Assistant will report to ( the ) Principal Technical Advisor on the project and to the Director of the ILO Office for Mexico and Cuba

Main roles and responsibilities

  •  Support ( the ) Senior Technical Advisor in planning and preparing budget estimates and expense projections by analyzing and monitoring the resource situation versus planned activities.
  •  Maintain a perspective of the financial situation of the project to ensure that timely financial and administrative support is provided in general and specific areas. Prepare and modify budget codes and budget data in both proposals, budget review and adjustment. Calculate and collect cost estimates and participate in budget analysis and projections, as required by the Principal Technical Advisor.
  •  Coordinate with the Office’s finance and administrative units to manage the approval of expenditures in accordance with ILO guidelines, the cooperation agreement and administrative guidelines and procedures for cooperation agreements of the United States Department of Labor ( USDOL ).
  •  Carry out operations for the authorization of expenses and payments. Prepare inputs, reports and collect information for the best use of resources and the preparation of the program and budget for the effective implementation of the work plan.
  •  Process contracts for financial approval and payment. Ensure the accuracy and suitability of the types of contracts used in each activity, and ensure that all necessary supporting documents are attached. Prepare and process transactions in IRIS ( ERP based on ORACLE ) including Contracts, Travel Requests, Purchase Orders, Purchase Requests and External Payment Authorizations.
  •  Support the Principal Technical Advisor in maintaining the project’s financial transaction systems, in accordance with ILO financial rules and regulations. Prepare administrative and financial information material for National Coordinators for reporting and meeting with donors. Keep abreast of the requirements of the progress report and its schedule, providing support to the Chief Technical Advisor and national officers for the preparation of the presentation.
  •  M maintain control of expenses and budget allocations, ensuring that the funds available for project execution are in support and coordination with the project Administrative Assistant.
  •  Prepare and process transactions in IRIS including Contracts, Travel Requests, Purchase Orders, Purchase Requests and manage with the Finance Unit External Payment authorizations. All of the above in accordance with ILO guidelines, cooperation agreement, and administrative guidelines and procedures for cooperation agreements of the United States Department of Labor ( USDOL ).
  •  Provide information to project implementation partners on ILO administrative and financial procedures. Inform ( the ) Senior Technical Advisor of the project about potential difficulties that may arise from the administrative and financial management capacity in the implementation of the project to address the problem in a timely manner.
  •  Provide support to the project team for the development of observation missions in different locations in the country.
  •  Perform other functions assigned by ( the ) Principal Technical Advisor of the project and / or the Director of the office.

Education

Complete secondary education.

Experience

Minimum five years of relevant work experience.

The advantage is: Experience in support of the execution of technical cooperation projects and effective work with government entities in charge of policy formulation and with development partners

Work experience in an agency of the United Nations System, a non-governmental organization, or international cooperation.

Work experience in accounting and / or finance and administration areas.

Knowledge of the program and budget and an understanding of a wide range of administrative and financial policies and procedures.

Have training and university degree, in recognized academic centers, in Business Administration, Finance, Public Accounting, or in related fields.

Languages and computer science

Minimum:

  •  Excellent knowledge of the Spanish language and knowledge of the English language spoken and written at the intermediate level

Valuable:

  •  Use of word processing software, spreadsheets and internet browsers, preferably in the Microsoft 365 environment
  •  Use of applications developed in ERP software ( Enterprise resource planning ) such as Oracle or SAP.
  •  Use of collaborative tools and for organizing virtual meetings.
