Organizational framework The main objective of FAO country offices, headed by an FAO Representative, is to help governments develop policies, programs and projects to achieve food security and reduce hunger and malnutrition, help develop the agricultural, fisheries and forestry sectors, and to use its environmental and natural resources in a sustainable way.

On June 26 the Council of the Global Environment Facility ( GEF, ) approved the Project Information Form and Project Preparation Grant for project design “ Strengthening inter-agency coordination for mainstreaming biodiversity conservation in national, regional and local public policies ”, to be co-executed by the Ministry of the Environment ( MMA ) and the National Forest Corporation ( CONAF ), with FAO as the implementing agency.

National specialists represent an important source of expertise for FAO and make their specialized contributions worldwide to achieve the strategic objectives of the Organization. In order for FAO to attract and employ the best possible experts in the wide range of technical areas of its mandate, a competitive selection process has been introduced. The objective of this process is to create a group of candidates that can be used when their experience is required, guaranteeing a transparent and rigorous selection process.

This vacancy announcement relates to the hiring requirement of a Project Design Coordinating professional, who will be in charge of coordinating a team of professionals and leading the design process of the Project Document ( PRODUCT ) of the project “ Strengthening inter-institutional coordination for mainstreaming conservation of biodiversity in national, regional and local public policies ”.

Hierarchical dependence

Under the general supervision of the FAO Representative in Chile and the direct supervision of the Project Leader Technical Officer. In close and frequent relationship and consultation with the Ministry of the Environment and CONAF.

Field of specialization The/the Professional Project Design Coordinator aims to lead the work team and the actions to be carried out and identify and make available the necessary inputs for the correct design of the project and its presentation to the GEF, in close articulation and coordination with the International Consultant.

Tasks and Responsibilities

  •  Lead, coordinate and supervise environmental specialists, social and legal for the correct performance of its functions and the elaboration of the products and supplies that are required to be incorporated into the project design, under the guidelines of/the International Consultant and also considering the guidelines of the Ministry of the Environment
  •  Design and implement methodologies and activities that ensure compliance in time and form with all the requirements of the FAO-GEF Project Document ( ProDoc ) based on the provisions of the Form Project Informative ( PIF, approved by the GEF, in accordance with the guidelines of the International Consultant and in consultation with the executing institutions and other strategic government partners at the national, regional and local levels.
  •  Provide general guidance to the PPG team regarding GEF requirements for project planning and monitoring
  •  Review the actor engagement plan provided in the PIF and propose how key partners will participate in project implementation
  •  Prepare the detailed GEF and Co-financing budget in line with FAO indications
  •  Describe the institutional arrangements for project implementation
  •  Prepare the knowledge management plan
  •  Define the recommended indicators for monitoring and evaluating projects; and prepare the M&E plan and budget
  •  Develop a report on the logical framework that includes activities, products, results and indicators for each component, resulting from validation workshops in the three pilot areas and including the incorporation of inputs from the actors involved
  •  Prepare the analysis of socio-environmental risks, including climate risk analysis, based on the inputs provided by the environmental and social specialists, and in accordance with the FAO Environmental and Social Risk Management Guidelines ( http://www.fao.org/3/a-i4413e.pdf).
  •  Design and implement a robust methodology that allows reviewing and adjusting the base indicators ( Core Indicators ) presented to the GEF.
  •  Supervise the Gender Analysis by the social specialist with the GEF Guidelines and in accordance with the FAO Gender Action Plan.
  •  Supervise the design and implementation of participatory and Prior Free and Informed Consent activities ( CPLI ) by the social specialist.
  •  Prepare the Endoso request by the CEO of the GEF.
  •  Manage and prepare the document establishing the implementation arrangements agreed with the government counterparts and other project partners.
  •  Prepare and manage co-financing letters from project partners and new collaborators that may arise in support of the project.
  •  Ensure the incorporation of GEF Tracking Tools ( METT ).
  •  Design, Plan, budget and coordinate field work activities, workshops and any other activity that requires it in consultation with the executing institutions and other strategic government partners at the national, regional and local levels.
  •  Respond to requests for information and adjustments by the International Consultant and the executing institutions

THE CANDIDATES WILL BE EVALUATED IN ARRANGING TO FOLLOWING CRITERIA:

Minimum requirements

  •  Master’s degree in relevant areas of natural sciences, preferably in sustainable management of natural resources. University degree in forestry, agronomy, biology, ecology, natural resources, environmental or related.
  •  Minimum 7 years of demonstrable experience in the management, evaluation or preparation of environmental projects. Experience in public-private agreements is considered an asset
  •  Excellent command of Spanish ( level C ) and at least intermediate level of English ( level B ).
  •  Have Chilean nationality and residence in Chile.

Technical / functional skills

  •  Demonstrable experience in formulation and / or coordination of GEF projects.
  •  Experience in formulation and design of biodiversity conservation projects.
  •  Coordination experience with public and private stakeholders, in pursuit of results and within certain deadlines.
  •  Experience in monitoring and evaluating projects.
  •  Experience in executing projects in the field.
  •  Knowledge and experience in working with socio-environmental safeguards.
  •  Desirable level of advanced English ( level C ).
  •  Availability for frequent meetings with project executors and stakeholders.
  •  Immediate and permanent availability to travel within the country for different periods of time.
