About the TSF

Telecoms Without Borders (TSF), created in 1998, is the first NGO of technologies of the’urgence. We allow people affected by humanitarian crises to communicate, to regain a perspective of life.

In a world disrupted by climate change and many complex crises, TSF contributes to the resilience of communities in contexts of natural or man-made disasters, including, conflicts and migration crises. To meet these different types of crises and needs, we are implementing solutions for connectivity,’access to’information and digital inclusion for the benefit of refugees, migrants and displaced persons, and of and any person victim of’a punctual or prolonged emergency.

The project
Since 2003 TSF has a regional representative office for L’Latin America and the Caribbean. The objective of this project is part of a strategy of regional response and local capacities that allow to face situations of humanitarian crises. This project contributes to building community resilience through reliable and stable connectivity solutions in centres hosting displaced populations in Mexico, Central America and the Caribbean. During the emergency phase following a natural disaster, local actors and populations will be able to count on this reliable internet access that will allow them to give and receive priority information. This approach integrates a reflection on the problems of access to’energy.

In Central America and the Caribbean, TSF will work in partnership with national Red Cross societies, adding resilient internet access and electrical capacity to sites where displaced communities regularly receive medical/psychological support, food and information. This partnership with national Red Cross societies combines technical expertise with local knowledge and promotes project sustainability by building local capacity to maintain connectivity systems.

In Mexico, TSF works with a number of local civil society organizations that manage shelters for displaced populations. In the event of a disaster, they provide shelter to the local community and provide a range of humanitarian services such as food, clothing and sanitation. By adding internet capacity even during natural disasters, the centres will in turn be able to open internet services to the assisted population on a regular basis.

In both regions, TSF will explore the possibility of adding additional internet services related to connectivity, and related to the digital inclusion program.

Description of the mission
The volunteer is in charge of· to follow up the project in coordination with the regional manager LAC (Latin America and the Caribbean) and the IT department of TSF, in special contact with the regional reference, specifically :

  • Initial evaluation : Identify the specific needs of the areas covered by the project and the possible partners of’implementation. (Reference terms will be shared).
  • Project management: planning, monitoring, evaluation, preparation of’activities and financial reporting reports to the Lessor.
  • Participation in the preparation and conduct of training on each region (logistics, procurement, preparation and use of’ equipment, visibility, evaluations etc.)
  • Emergency’ deployments in response to possible natural disasters in Latin America and the Caribbean in support of project beneficiaries
  • Coordinate the operational strategy of the project with the stakeholders in a spirit of coordination and complementarity of the actors.

Place of the volunteer in the project·
The· volunteer is placed under the operational responsibility of the Regional Manager, based in Guadalajara, and works in close collaboration with the Information Technology Manager of the lower regional, and the’ project team at the headquarters of TSF.

The volunteer is in contact with the’ all the partners of the project.

Working framework

Workplace: TSF office in Guadalajara.
Travel to Latin America and the Caribbean.

Profile
Training & experience

  • Experience in humanitarian project management /development /social

Knowledge & know-how

  • Knowledge of ICT projects in the’humanitarian, development and social appreciated
  • Mastery of’anglais and’spanish
  • Presentation skills, good relationship
  • Desire and flexibility of travel at’international
  • Availability for emergency response in 24-48h
  • ’analysis and synthesis, writing and presentation of information
  • Very good mastery of the’computer tool (among others, Word, Excel, Powerpoint)
  • Taste for the field, autonomy, rigor and perseverance, capacity for’adaptation

Conditions

  • Status of International Solidarity Volunteer (law of 2005)
  • Contract term: 1 year
  • Net monthly allowance of EUR 1700
  • The housing costs are reimbursed up to 400 euros monthly.
  • Social coverage supported :
    • Caisse des Francais l’Eranger (health insurance, maternity insurance, disability insurance, occupational accidents, occupational diseases, old-age insurance);
    • Mutual MAY (complementary mutual health, pension and civil liability);
    • Mutuaide assistance (medical repatriation assistance, emergency medical expenses, repatriation death of a loved one…).
  • Support for round-trip travel costs between the place of residence and the’ assignment as well as for travel related to project activities.

Recruitment schedule

Preparation for the departure organized at the headquarters of the’organization before the beginning of the mission.
