Organizational framework

The Project “ Sustainable management and restoration of soils and biodiversity in the Guadalquivir basin ” GCP / BOL / 702 / GFF, presented by the Bolivian Ministry of Environment and Water, With the support of FAO, it was approved by the GEF in December 2021. On the other hand, on September 7, 2022, FAO received the Project Document “ Sustainable management and restoration of soils and biodiversity in the Guadalquivir basin ”, signed by the GEF Operational and Political Focal Point in Bolivia, Vice Minister of Planning and Coordination Carlos David Guachalla, of the Ministry of Development Planning.

The objective of the project is to develop and implement an inclusive territorial planning and governance strategy as a model for the conservation, restoration and sustainable management of soils, water and the strengthening of agri-food systems in order to contribute and achieve Neutrality in Land Degradation ( NDT ) in the Guadalquivir River Basin. The project will be implemented in a period of 42 months and has financed from the GEF amounting to USD 1,555,012. The Project will be implemented in the municipalities of Padcaya, Uriondo, San Lorenzo and Cercado, which are part of the Guadalquivir River basin.

It is worth mentioning that the Ministry of Environment and Water ( MMAYA ), through the Vice Ministry of Environment, Biodiversity, Climate Change and Forest Management and Development ( VMA ) and the Vice Ministry of Water Resources and Irrigation ( VRHR ), are the entities monitoring and coordination for the operational and technical management of the Project, to be implemented by the FAO as the GEF implementing agency and the MMayA / VMA as the executing entity.

The project requires hiring 1 GEF Guadalquivir Project Coordinator for the following work base:

The Coordinator will work under the supervision of the Assistant Representative ( Programs ), Climate Change and Indigenous Peoples Specialist, and the National Project Coordinator, and must perform their duties in person, according to office hours.

Tasks and responsibilities

  •  Direct the execution of the Project, as well as establish and implement the critical path for the achievement of the objectives and results in each of its components.
  •  Formulate proposals for agreements and carry out the corresponding follow-up on intergovernmental and inter-institutional agreements, contracts and other modalities of inter-institutional relations to guarantee the delivery of products or services in time, form and quality required.
  •  Manage communication channels and mechanisms with the project’s counterparts and its beneficiaries, guaranteeing the active participation, empowerment and appropriation of the Project.
  •  Participate in territorial consultative platforms in order to contribute to the strengthening of existing and emerging governance systems to guarantee the achievement of the objectives, results and products of the Project and its sustainability.
  •  Manage channels and mechanisms for technical coordination and financial concurrence with institutional actors and social and productive actors linked to the execution of the Project.
  •  Promote the dissemination, dissemination and communication of the theme of Land Degradation Neutrality, the scope of the Nationally Determined Contribution ( NDC ) 2021 – 2030, as part of an inclusive strategy of territorial planning and governance as a model for conservation, restoration and sustainable management of land, water, biodiversity and integrated production systems in the Guadalquivir Basin.
  •  Read the coordination of the Project’s technical team for the formulation of quarterly, semi-annual and annual programmatic, operational and financial planning.
  •  Read the coordination of the technical team for the formulation or adjustments of the Annual Operating Plan, Annual Procurement and Contracting Plan jointly in coordination with the established supervision instances.
  •  Prepare, review, systematize and submit quarterly, semi-annual and annual monitoring reports and manage the inclusion of the Project’s contributions to the FAO, GEF and Government Monitoring, Evaluation and Learning System.
  •  Support the management of co-financing reports with the counterparts of the executing and partner institutions.
  •  Coordinate and supervise SME & L, communication and knowledge management activities that include: i ) periodic M&E visits to project intervention sites, ii ) M&E of quarterly progress in compliance with output and outcome indicators, including monitoring according to the risk matrix, and the monitoring and follow-up of the implementation of the Social and Environmental Safeguards Plan, the Gender Plan and the Indigenous Peoples Plan, iii ) Communications Plan and Knowledge Management Plan for proper systematization and assertive dissemination of the information generated, vi ) provide technical and operational support to the staff of the institutions participating in the project; and v ) propose changes in project implementation strategies, if necessary.
  •  Prepare, carry out and act as the secretariat in the meetings of the Steering Committee ( CD ) and the Technical Committee ( TC ) of the Project.
  •  Support the organization and implementation of the mid-term review and the final evaluation in coordination with the established supervisory instances, in consultation with the CD, the FAO Evaluation Office, the LTO and the FAO-FAO Coordination Unit. GEF.
  •  Maintain frequent and proactive communication on the progress and results of the activities with the respective work teams and focal points of the national and sub-national entities that are beneficiaries of the Project.
  •  Periodically report, through the supervision mechanisms, the actions to the FAO Representative, and the LTO / LTC, which allow a fluid communication and coordination instances for the adequate implementation of the Project.
  •  Lead, supervise and technically guide the specialists hired under the Project and the field team, promoting the management, implementation and monitoring of activities according to the most appropriate methodologies for the maintenance of environmental functions, the conservation of biodiversity, carbon fixation and capture, organic matter in soils and others.
  •  Lead the inter-institutional working groups that will prepare the proposals for training processes, territorial management proposals and the respective action plans with a view to achieving Land Degradation Neutrality.
  •  Lead inter-ministerial and multi-stakeholder working groups that will select beneficiaries and prioritize technical assistance that will enable territorial planning and governance as a model for conservation, restoration and sustainable management of land, water, biodiversity and integrated systems of production in the Guadalquivir Basin.
  •  Be responsible for the use and custody of the assets delivered within the framework of the Project.
  •  Others that are assigned by the supervision instances.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with a degree ( national provision title ) in forestry, agronomic, hydrological or environmental engineering. Postgraduate degree and / or specialization in topics related to: Conservation, restoration and sustainable management of land, water, biodiversity, integrated sustainable production systems.
  •  Minimum work experience of 5 years in issues related to: Conservation, restoration and sustainable management of land, water, biodiversity, integrated sustainable production systems.
  •  Minimum specific experience of 3 years in management and coordination of projects and / or initiatives related to: Conservation, restoration and sustainable management of land, water, biodiversity, integrated sustainable production systems.
  •  Bolivian nationality
  •  Working knowledge of spoken and written Spanish

Technical / functional skills

  •  Having carried out work, research or participated in land management and recovery projects ( Soils, water resources and vegetation cover ), forest and biodiversity management with a focus on indigenous peoples and gender in a context of mitigation and adaptation to climate change.

  •  Mobility and motorcycle driving. Must prove driver’s license.
  •  Knowledge of national regulations and policies related to forests, water, soil and biodiversity, community territorial management, rights of indigenous peoples and nations.
  •  Knowledge of the design, preparation and approval of reports to be presented to the GEF.
  •  National and inter-municipal travel availability.
  •  Candidates must reside in Bolivia.
