ALIMA in Niger

Since july 2009, ALIMA works in collaboration with the Nigerian medical’ONG BEFEN (Well Being of Women and Child’ in Niger) to manage a programme to manage malnutrition and malaria in the district of Mirriah (800 000 inhabitants) – in the region of Zinder in the’est of Niger.

ALIMA/BEFEN expanded its activities in the District of Dakoro in the northern part of the Maradi region in 2012, with the aim of contributing to the reduction of mortality and morbidity among children under 5 years of age. This project includes a component of paediatric care and management of severe acute malnutrition, outpatient (CRENAS), and in hospital (CRENI) as well as a mobile clinic for maternal and primary health care in the sanitary desert areas north of the district. This support to the DS of Dakoro, has seen an extension of the number of CRENAS supported over the years, and in 2013, ALIMA/BEFEN started the PB-mother strategy in the 2 DS (Dakoro and Mirriah), where 10,000 women were trained.

In 2014, the project supported 25,400 children with Severe Acute Malnutrition, including 500 cases with complications and hospitalized in CRENI and 37,300 cases of malaria.

In 2017, ALIMA/BEFEN moved to the’ scaling of the PB-mother strategy in the Maradi health region.

In 2020, the CRENI-school in Dakoro was started, as part of capacity building of MOH health workers in the management of severe acute malnutrition with complications.

By being part of a progressive disengagement logic within the framework of financing of nutritional activities in the stabilized areas of which the DS of Dakoro is part, our activities were reduced in 2021, as a result of the decrease in humanitarian funding, by our main donor ECHO, we disengaged from CRENAS, and our activity remained focused on the CRENI of’HD Dakoro.

As part of the research for development funding, we were able to obtain the fund for the resumption of nutritional activities in this health district of Dakoro, as well as for 2022, ALIMA/BEFEN will support 20 CSI (CRENAS), out of the existing 30, and the CRENI/Pediatrics of the’HD of Dakoro.

On the security front, the situation in the Maradi region remains volatile in the southern border strip with Nigeria, specifically in the departments of Guidan Roumdji and Madarounfa. These 2 departments face cross-border crime, with night incursions, followed by theft of cattle, and other property, kidnappings (with ransom demand), or even assassinations. From January to September 2021, these 2 departments of the Maradi region recorded 196 incidents (87% of which were criminal in nature). In the fourth quarter, there was a decline in incidents, following deployment

d’an important security device along the border strip with Nigeria by the SDF with patrols and joint operations with Nigerian forces.

In other parts of the region, Dakoro, Aguie, the situation remains relatively calm. However, some cases of low-level crime are occasionally recorded.

Level 3: In the course of his duties, the incumbent of the position will be required to visit the programs and be in contact with children and/or vulnerable adults. Therefore, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the’ impossibility of providing a criminal record or a certificate of good life and morals is noted, a declaration on the’honneur will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

  • IlElle reports to the head of mission or to the head of mission based on· in coordination.
  • HeIt supervises the’ team of framework of the project (for example the Medical Referent or Referent·, the Administration Manager, or, the Logistics Manager and the Nursing Manager) as well as the national teams in collaboration with its technical references at the project level.
  • It collaborates with the coordination (medical, logistical and financial and human resources) and with the partners.

MAIN MISSION

Under the supervision of the Head of Mission, you are responsible for the implementation of the country operational strategy in its’ intervention area, in connection with the three-year strategic plan and the mandate of’ALIMA.

More specifically, you are responsible for the implementation of the project and contribute to the results set for the project according to the evolution of the humanitarian situation and needs in the area of’ intervention and on the basis of the pre-set medical-operational objectives in collaboration with coordination, in accordance with humanitarian principles and the mandate of ALIMA.

EXPERIENCES AND COMPETENCES

Experiences

  • You have successful experience within a medical ONGI in project management and supervision of a multicultural team. You demonstrate a great negotiating ability and are able to develop and maintain an effective network. You know how to evolve in degraded security contexts and/or’ emergency (management of epidemics).
  • In-depth knowledge of humanitarian donors is an asset. You are comfortable with computer tools (word, excel and internet). You encourage team work, you are oriented towards problem solving and you communicate easily.

LANGUAGES

  • Good command of French (read, written, spoken) essential
  • Mastery of’a local language is an asset

CONDITIONS

Duration and type of contract : CDD of French law of 6 months renewable.

Taking of post : ASAP

Salary : According to salary grid ALIMA + valuation of’experience + Perdiem

  • The travel costs between the country of’ origin of the’expatriate and the place of mission
  • The costs of’accommodation
  • Medical coverage from the first day of the contract to one month after the departure date of the country of mission for the’employee and its assigns
