Context:

The Care and Maintenance (C&M) Assistant will function under the overarching supervision of the Head of Office (CAS) and the direct supervision of the Site Officer. In this capacity, the C&M Assistant will provide critical support to the Site Management Support (SMS) unit, as well as the Site Officer, in coordinating and monitoring the C&M of the SMS unit. This role encompasses a wide array of responsibilities including, but not limited to, monitoring renovations, and facility enhancements at the CAS level. Additionally, the C&M Assistant will manage the BPOC system, will assist to conduct comprehensive risk assessments, and the development of detailed building maintenance plans. These tasks are integral to ensuring the seamless operation and maintenance of site facilities, thereby supporting the broader objectives of the SMS unit.

Core Functions / Responsibilities:

1. Assist the Site Officer in coordinating and monitoring Care and Maintenance (C&M) activities at the site level.

2. Assist in the upkeep and repair of site infrastructure, including sanitation facilities, recreational facilities, and communal areas.

3. Collaborate with relevant stakeholders and humanitarian actors to coordinate maintenance activities and technical inspections.

4. Contribute to the development of necessary project documentation for SMS’s projects within the site, including detailed drawings and layouts, electrical schematics, Bills of Quantities (BOQs), Scopes of Work (SOW), and Bills of Materials (BOMs).

5. Assist the effective, execution, and management of SMS projects; contribute to keep a meticulous accounting for all technical and logistical aspects and alignment with project objectives.

6. Conduct regular inspections of site facilities, identify maintenance needs, and report on the status and progress of C&M activities.

7. Engage with site residents to understand their needs and concerns, ensuring that maintenance and service delivery effectively address these issues.

8. Assist in training and capacity-building activities for Building Persons of Contact (BPOCs) at the building level to support maintenance and care efforts.

9. Maintain accurate records of maintenance activities, service delivery, and other relevant data for reporting and analysis purposes.

10. Support rapid needs assessments, safety audits, surveys, Focus Group Discussions (FGDs), and other service monitoring-related activities at the CAS level.

11. Contribute to SMS overall information management, data analysis, and development of information products in coordination with the Site Officer.

12. Support community participation and communication efforts by conducting outreach, community engagement, and sensitization activities when needed.

13. Perform other duties as assigned by the Site Officer.

Required Qualifications and Experience

Education

· University degree in engineering (architect or civil) or equivalent from an accredited academic institution or institute with a minimum of three years of relevant working experience, or

· Completed high school degree with at least five years of relevant working experience.

· Professional relevant Experience in C&M within the Camp Coordination and Camp Management (CCCM) sector.

Experience

· Minimum two years of professional experience in C&M within the CCCM/ECRP sectors, and/or any other relevant experience related to C&M.

· Experience in supporting the preparation of necessary project documents such as drawings and layouts, electrical schematics, Bills of Quantities (BOQs), Scopes of Work (SOW), and Bills of Materials (BOMs).

· Analytical capacity, attention to detail, resourcefulness, initiative, and maturity of judgment.

· Familiarity with statistical software packages is desirable.

· Advanced communication and interpersonal skills with the ability to deal with work pressure and meet deadlines.

Skills

· Data entry, analysis, and manipulation skills in Excel and other Microsoft products. Experience in analytical tools like PowerBI will be an added advantage.

· Advanced experience with AutoCAD software.

· Capacity to manage sensitive and confidential matters with discretion and professionalism

· Ability to establish effective working relations with persons of different backgrounds

· Ability to cope with situations that may be psychologically or emotionally traumatic.

Languages

IOM’s official languages are English, French, and Spanish.

REQUIRED

For this position, fluency in English is required

DESIRABLE

Working knowledge of Arabic is desirable.
