One Acre Fund – TUBURA is an agricultural ENGO working in different countries of the’East Africa to support farmers with small areas of land. We offer each of our members a set of services such as the delivery of agricultural inputs to credits and training with the aim of increasing harvests and incomes. Established in Burundi in 2012, we are a rapidly growing organization, which now has more than 1,000 employees at the country level.

With the 24B season, we serve more than 291,000 farmer households spread over 38 communes and 615 hills in the 8 provinces of our’action area namely Gitega, Mwaro, Muramvya, etc, Ngozi, Kayanza, Muyinga, Ruyigi and Karusi. With the 25A season starting in September 2024, we plan to serve more than 350,000 farmers in 800 hills including 100 hill co-operatives. Job description

The personnel operations manager is responsible for defining and leading the implementation of our long-term tactical personnel strategy and for putting systems in place, program-wide processes and tools that ensure effective and efficient operations while maintaining a positive staff experience.

Responsibilities

  • Tactical strategy for human operations
    • Develop a long-term tactical personnel strategy with key milestones and performance indicators to be achieved, in line with the overall strategies for the management of personnel and programmes.
    • Leading the planning of human resources departments and corporate operations in Burundi,
    • Support the head of the division in charge of personnel in the planning of the budget.
    • Ensure adequate allocation of resources and accountability for the effective use of resources.
    • Assist the head of staff division in ensuring effective budget management for the RCO and HR through timely forecasting, and, and put in place accountability mechanisms to support the implementation of projects within the budget.
    • Lead talent strategy and planning for the Corporate operations team and the Human Resources team .
    • Support the implementation of key objectives and outcomes and ensure that they remain aligned with division priorities.
    • Write and lead improvements to key outcomes objectives that improve staff well-being, consistent with HR policies and overall policies.
    • Ensure the availability of functional and regularly updated tools/ dashboards that provide timely access to people data.
    • Regularly analyze data and make recommendations to the head of staff division and program management to help improve policy and support decision making within the organization.
    • Lead the human resources and corporate operations departments and all their functions, if any.
    • Lead and provide strong and evidence-based approaches to performance management and progressive discipline, including, with particular attention to risk mitigation through a thorough knowledge of the labor law.
  • Staff experience and culture
    • Develop strong relationships with employees and manage complex events or issues that threaten to destabilize the team.
    • Support the availability of streamlined human resources and corporate operations services through automation and process improvement, and use data to inform other innovations/improvements.
    • Invest regularly in visits of’teams to understand their experience and the needs of staff ; use this information to lead initiatives that improve the culture of the organization.
    • Support the design of projects for staff that encourage them to live and celebrate our culture and values, through corporate operations and human resources initiatives.
    • Demonstrate apparent progress in equity and inclusion diversity initiatives launched by the global human resources team and help lead the strategy and implementation of activities related to diversity, equity and’inclusion in countries.
    • Improve and support performance management and train department heads in best management practices where appropriate.
  • Project management and execution
    • Ensure that corporate operations and human resources teams achieve a high level of excellence ; ensure that projects have strategies
    • clear, critical paths and metrics to measure success; hold the team consistently accountable for results.
    • Support the head of the division in charge of personnel in order to optimize the services and standards of both departments and within the team, encourage end-to-end ownership of projects, etc, systems, policies and problem solving.
    • Automate service delivery where possible, ensuring staff have a positive experience and time is optimized.
    • Highlight the main service level agreements (SLAs) per service and designate clear officials for each.
    • Ensure the availability of dashboards that track corporate operations and human resources data, including, and link key performance indicators to the goals of the department and the broader goals of the organization.
    • Be able to understand all the processes of each department in order to be able to intervene and support in performance management whenever necessary, with great attention to detail
  • Team management
    • Ensure that all division staff have an updated job description at all times and that they establish individual half-yearly objectives aligned with their priorities department and their program.
    • Monitor performance against targets through weekly checks and semi-annual performance evaluations, with concrete recommendations on how to improve areas of development.
    • Direct management of three or more subordinates.

Required conditions:

  • Have at least 3 years of professional experience preferably at the head of’a human resources team or similar role
  • Degree in law, social science or other related field
  • Strong skills in the planning and execution of a wide variety of projects in different teams.
  • Language: French , English and Kirundi both spoken and written are required
  • In-depth knowledge of computer science (e-mail, Internet, Microsoft Word, Excel and powerpoint)
  • Strong written and oral communication skills and ability to make dynamic presentations.
  • Managing relationships with staff and leaders at all levels.
  • Management of change : ability to carry out initiatives for change management and continuous improvement.
  • Entrepreneurship and innovation, able to spot opportunities and to rally everyone to the action.
  • Demonstrate self-awareness, empathy and a people-centered approach.
  • Very cooperative, be able to work independently and manage diverse priorities.
  • Good knowledge of Human Resources systems, budget support tools and management of disciplinary cases
