Programme Officer for Ukraine At DanChurchAid


The DanChurchAid (DCA) and Norwegian Church Aid (NCA) Joint Country Programme in Ukraine (JCPUA) is looking for a Programme Officer (PO) to join the Donor Relations and Grants Management unit. Duty station for this position will be Kyiv with frequent travel to Mykolaiv and other locations, as and when required.

The PO will primarily serve as the focal point for all NORAD funded projects, support internal project coordination and external stakeholder relations, and foster a collaborative approach with all Norwegian entities linked to the JCPUA. The joint programme implements a portfolio of interventions across several thematic areas including humanitarian mine action. Specifically under our NORAD grants, sectors include WASH, infrastructure rehabilitation, and protection. This is an exciting opportunity for an ambitious professional that will help facilitate our NORAD-funded programme efforts in Ukraine.

This position will report directly to the Donor Relations and Strategy Manager.

Key responsibilities include:

  • Coordinate across internal JCPUA departments as well as project partners to ensure high-quality and timely project reporting, monitoring, and delivery.
  • Support programme development efforts, including concept note and proposal development/writing.
  • Represent the JCPUA to relevant donors and partners, and support coordination efforts across local authorities and Norwegian agencies operating in JCPUA target locations.
  • Arrange and chair periodic coordination meetings as and when required, including minute taking and dissemination among all relevant Norwegian (and other) stakeholders.
  • Engage in the strategic development of the Country Programme and provide inputs to the Donor Relations and Strategy Manager, Head of Programmes and the Country Director.
  • Any other duties as assigned.

Your profile

  • Diplomacy: ability to interface professionally with a wide range of external donors and partners, including government diplomats and other VIPs.
  • Teamwork: Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Planning and organisation: Ability to manage, organise, plan, and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.
  • Resilience: Ability to operate effectively and maintain calm in insecure environments with heightened threats to safety and security.
  • Professionalism: Sound knowledge of and exposure to administrative and programme management issues.

Your knowledge and skills

  • Understanding of the humanitarian coordination system is highly desired.
  • Understanding of NORAD as a donor and/or institutional donors generally, is highly desired.
  • Excellent report writing skills.
  • Fluency in English and Norwegian is required.
