In France and abroad, Médecins du Monde carries out 59 programmes in some thirty countries, through our advocacy and field work. We are committed to caring for the most vulnerable populations, bearing witness to barriers to access to healthcare, denouncing infringements of dignity and human rights and achieving sustainable improvements in health policies for all.

Médecins du Monde is in the process of registering a new organization in Kenya “Médecins du Monde in Kenya”. The successive episodes of drought and floodings over the last few years drastically undermined living conditions and access to healthcare, particularly for the most vulnerable population groups facing the direct repercussions of global warming. This, along with the deterioration of the regional context in the Horn of Africa, are the reasons behind MdM’s return to Kenya.

MdM’s strategy is to strengthen the resilience of local actors, by:

· Supporting the health authorities to strengthen access to Primary Health Care and Sexual and reproductive health

· Partnering with local NGOs, for engaging the community on activities related to health (with a focus on Gender Based Violence, Female Genital Mutilation, Mental Health and Psychosocial Support …)

· Mobilizing local actors on the elaboration of an emergency preparedness plan for the county

Médecins Du Monde is looking for A PROGRAMME MANAGER IN MARSABIT

Main responsibilities of the position

The aim of the position is to manage, plan the implementation, evaluate and adapt the programme in Marsabit, in accordance with its logical framework and guidelines, in order to maximise MdM impact and address of the needs in country

The Programme Manager will have to:

  • Plan and lead the implementation of the programme making sure the different components are consistent and in link with population needs, translating the intervention strategy into activities, making sure resources are used wisely (logistics, finance, HR), monitoring the budget and contributing to the development and adjustment if necessary of the intervention strategy and budget
  • Plan and lead the monitoring of medical activities in link with the needs of the focused areas of intervention, setting up corrective measures in case of need
  • Establish and monitor programme dashboards
  • Supervise the collection and quality of data, and compile, analyse and monitor indicators
  • Advise, arbitrate, and support measures to be taken in the event of difficulties, malfunctions and incidents
  • Contribute to the formulation of reports (donor reports, activity reports, assessments…)
  • Manage the medical stock and logistics chain for medical purchase
  • Promote and ensure technical cooperation and coordination with operational partners
  • Organise monitoring meetings and discussion workshops
  • Ensure internal and external representation (County Health Authorities, partners…)
  • Recruit, train and manage the Programme team
  • Participate in the design of the medical country strategy according to the context and needs analysis in collaboration with the Field Coordinator and the Medical Coordinator
  • Make proposals for new interventions, and prepare and conduct assessments in line with MdM strategy of intervention. Participate in new projects’ conception and proposals
  • Participate to the monitoring of the epidemiological and security contexts
  • Conduct Rapid Health Assessments when necessary in collaboration with the Programme Manager and the Field Coordinator
  • Contribute to MdM medical expertise

PROFILE REQUIRED

  • Education: Medical or paramedical profile is an asset, 3 to 4 years of higher education
  • Professional experience: 3 years’ experience in in humanitarian health project management. Experiences in public health and managing health welfare in communities.
  • Desirable experience in outbreak management and emergency response.
  • Previous field experience with a humanitarian organization
  • Previous experience in a managerial position

  • Plan and quantify health activities, and monitor a budget

  • Understand the methodologies for evaluating and capitalising on projects, define and analyse indicators
  • Draft projects proposals and reports
  • Discuss, present arguments, adapt the communication and negotiate with multiple stakeholders
  • Assess practices and propose redirections / support to teams
  • Soft/Personal:
  • Capable to strategize and provide strong leadership to the team, work cooperatively with colleagues at all levels
  • Ability to work in an international structure with colleagues from different cultures and backgrounds. Know how to approach a cultural and social context. Identify and understand a society’s norms, customs and practices
  • Strong decision-making and problem-solving skills.
  • Sound teamwork and managerial experience
  • Languages: English and Swahili
  • Computer skills:
  • Highly computer literate with capability in email, MS Office, including Excel

CONDITIONS OF EMPLOYMENT

  • Type of contract: Fixed Term Contract governed by Kenyan Law. Until the organization is registered, the contract will be carried by an HR agency.
  • Duration (if fixed-term contract): until the end of the year, renewable

  • Manager level, based on the organization salary scale and depending on the candidate’s experience
  • Housing Allowance of 15% of the basic salary
