General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  •  Excellent physical condition
  •  Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  •  Experience in the field of security sector governance and reform and politico-military affairs in relevant national and international agencies
  •  Experience with developing, implementing and evaluating Policy, Projects and Activities related to the Security Sector
  •  Experience in negotiations and liaison with governmental and military authorities
  •  Ability to compile and analyse information of a political-military nature

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following: Education: Second-level university degree in international relations, political science, security studies, public policy, public administration or another related discipline. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.

Experience: A minimum of six (6) years of relevant professional-level experience, including at least three (3) in a management role, preferably working in international organizations and/or a multinational setting

Mission Specific Requirements

Additionally, this particular post has specific requirements: Mandatory:

  •  Second-level university degree in international relations, political science, security studies, public policy, public administration or another related discipline. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  •  A minimum of six (6) years of relevant professional-level experience, including at least three (3) in a management role, preferably working in international organizations and/or a multinational setting;
  •  Experience conducting negotiations, advocacy and/or liaison with governmental, military and/or law enforcement authorities;
  •  Robust experience in programme and project management, including in planning, implementation, monitoring, evaluation, and reporting, and with a track record of ensuring sustainability, impact and resource efficiency;
  •  Demonstrated understanding of the political and security situation in BiH, the General Framework Agreement on Peace in BiH, as well as governmental, military, and security structures and stakeholders;
  •  Proven ability to analyze, draft and review documents of politico-military- and security-related nature, including reports, letters, speeches and briefing notes/packages;
  •  Knowledge of key documents and areas of engagement in the politico-military dimension (e.g., arms control, counter-terrorism, cybersecurity, border management; police development, parliamentary oversight, etc.);
  •  Knowledge of gender and youth mainstreaming approaches in the field of security;
  •  Computer and digital proficiency, including in utilizing Internet resources and Microsoft applications;
  •  Professional fluency in English with excellent oral and written communication skills;

Desirable:

  •  Knowledge of Bosnian/Croatian/Serbian
  •  Knowledge of diplomatic protocol

Tasks and Responsibilities

The Department for Security Co-operation (DSC) implements the Security Co-operation (SC) Programme, including three Unified Budget (UB) projects: Arms Control, Anti-Terrorism, and Security Governance. The Arms Control project includes engagement to advance (1) management of weapons and ammunition, (2) civil-military co-operation, as well as (3) BiH compliance with arms control and politico-military commitments. The Anti-Terrorism project entails support to the rehabilitation and reintegration of foreign terrorist fighters (FTF) and their families, assistance to counter the financing of terrorism and terrorist travel, and work to prevent violent extremism and radicalization conductive to terrorism. The Security Governance project addresses (1) compliance with and reporting on politico-military and security commitments, (2) security sector governance and reform (incl. integrity building, gender equality, and youth participation), (3) parliamentary and democratic oversight, (4) border security and management, (5) cyber security, and (6) protection and rescue.

The Department also implements extra-budgetary projects on: (1) control of small arms and light weapons (SALW), (2) prevention and countering of violent extremism and radicalization that leads to terrorism (P/C VERLT), and (3) advancement of intelligence-led policing (ILP).

The DSC Programme Co-ordinator is the (1) focal point for programme and project reporting, (2) a primary instance for review of documents, and a (3) policy analyst for all activities carried out by the Department. He/she is responsible for co-ordination and finalization of all project proposals, reports, and monitoring and evaluation products – ensuring the Department’s administrative adherence to the OSCE Project Cycle Management method. He/she deputises for the Head of Security Co-operation and routinely participates and assists in the management of the Department as required. He/she is also responsible for ensuring effective internal and external communication of the Department.

Under the direct supervision of the Head of Security Co-operation and the overall authority of the Deputy Head of Mission, the successful candidate will be tasked with the following duties: 1. Reviewing, editing and finalizing the Department’s products/outputs, including programme and project documents, reports, letters, speeches, briefing packages and presentations to ensure effective communication/messaging, accuracy, respect of protocol and appropriate grammar and language;

2. Co-ordinating and supporting the development, cost-effective execution and review of the Department’s programme strategy and projects, including advising on ways to increase sustainability and impact;

3. Deputizing for the Head of Security Co-operation, as required, and supporting programme growth and development as necessary, including strategic and organizational improvements;

4. Ensuring efficient and timely information sharing, co-ordination and communication within the Department as well as with other Mission programmes/units to implement a comprehensive approach to Mission support;

5. Ensuring due visibility, recognition and buy-in for the Department’s aims, activities and results by (1) liaising and consulting with relevant BiH, regional, and international partners/counterparts and stakeholders, (2) supporting the formulation of effective messaging and strategic communication, as well as related capacity building of staff, (3) delivering presentations to internal and external audiences, and (4) representing the OSCE/Mission/Department at events and/or activities;

6. Conducting research and analysis and providing timely advice to the Head of Security Co-operation on policy matters within the Department’s purview, including by: (1) drafting associated background and working papers, briefs and reports, (2) participating in related discussions, and (3) delivering briefings.
