1. Description of Office/Unit/Project

UNDP’s partnership with the Global Fund (GF), in line with UNDP’s 2022-2025 HIV and Health Strategy : “Connecting the Dots”, makes an essential contribution to the UNDP 2022-2025 Strategic Plan, the 2030 Agenda for sustainable development and the commitment to leave no one behind. Upon request, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund (GF) to ensure management, implementation and oversight of Global Fund grants, while strengthening health institutions and systems simultaneously for national entities to assume the role of PR over time.

UNDP plays an important role in supporting health outcomes by helping countries address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations . This is done through UNDP’s core work aimed at reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive health governance and building health systems. resilient and sustainable health. UNDP also contributes, through its coordination and convening role, to bringing together multiple partners and resources at the national and local levels.

As a trusted long-term partner of the FM, UNDP’s value proposition is to provide an integrated set of development solutions to strengthen institutions responsible for delivering health services. Through its contributions as an Acting Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and development support capacity to countries has produced significant results in health and development.

The Global Fund has approved funding for the HIV response in Algeria and Tunisia. UNDP was selected as Principal Recipient (PR) to manage this regional project covering the two countries. To ensure strategic planning, programmatic and operational management and supervision of sub-grants awarded to FM sub-recipients (SR) with a view to achieving defined objectives and targets and ensuring effective program execution , a project management unit (PMU) was created.

Within the PMU, the Monitoring and Evaluation, Accountability and Learning Specialist will ensure the proper execution, monitoring and communication of data on activities and services for the Global Fund grant, as well as the systematic analysis of performance to inform planning and strengthen implementation. He/she will lead the identification of SR monitoring and evaluation needs and make appropriate recommendations. He/she will work under the supervision of the Principal Technical Advisor.

Under the supervision of the Principal Technical Advisor (CTP), and ensuring the supervision of the Monitoring and Evaluation Officer based in Algeria, the Project Specialist in charge of Monitoring, Evaluation, Accountability and Learning will be recruited and will be responsible for designing and implementing the project monitoring and evaluation system, and will ensure the coherence and complementarity of this system with those integrated to the sub-grants to the design of which he/she will contribute. He/She will be responsible for supporting the CTP in the management of programmatic and operational risks, by ensuring monitoring aimed at updating the risk matrix and proposing appropriate mitigation measures. He/She will work with the Grants Officers and the Monitoring and Evaluation Officer based in Algeria to identify the capacity building needs of the SRs, and establish the related training and coaching plans. He/she will ensure the collection and analysis of data relating to the project, with a view to fulfilling the accountability obligations incumbent on the project, in accordance with UNDP policies and procedures and the agreement with the FM. Finally, he/she will support the deployment of a health information system based on DHIS2.

2. Scope of Works

  1. Ensure the design, implementation and updating of an integrated monitoring and evaluation system for the entire project **, including by supervisor and in coordination with the M&E Officer in Algeria: **
  • Based on the project performance framework and in accordance with the FM guidelines in the area of ​​monitoring and evaluation, implement a monitoring and evaluation system.
  • Draw up a detailed monitoring and evaluation plan for the two countries;
  • In close collaboration with sub-recipients, prepare and negotiate performance frameworks for sub-recipients based on the project performance framework.
  • In collaboration with sub-recipients, develop specific tools for data collection, ensuring that they comprehensively capture the information necessary for accountability;
  • Ensure the standardization and harmonization of data collection tools and associated guides;
  • Ensure that project monitoring arrangements comply with sub-grant agreements and FM directives;
  • Ensure detailed documentation of progress and results and ensure joint Tunisia/Algeria reporting to the Global Fund;
  • Ensure accurate and regular measurement of progress towards the targets defined within the performance framework and coordinate the compilation of data;
  • Identify potential implementation difficulties and bottlenecks and recommend appropriate strategies to resolve them;
  • Develop the terms of reference for the final evaluation operational research and surveys;
  • List the recommendations and instructions issued by the various governance structures, the FM, the LFA and the CCMs, as well as those resulting from evaluations, and monitor their implementation;
  • Provide technical orientation, coaching and regular performance feedback to the M&E Manager in Algeria.

2- Contribute to the efficient and compliant implementation of project activities in Tunisia:

  • Support the PMU’s activity planning process, including the development of work plans, and monitoring their implementation;
  • Provide technical assistance for quality assurance of the implementation of the monitoring process, results framework and project management arrangements to ensure a results-based management approach;
  • Contribute to risk assessment, by supporting the CTP to develop and monitor a risk management matrix and plan;
  • Prepare programmatic sections of PU/DR reports.
  • Collaborate and coordinate with other UN agencies, government agencies, NGOs and other organizations on monitoring and evaluation issues;

Contribute to surveys and other data collection exercises (eg IBBS)

3- Contribute to effective coordination with the SRs in Tunisia as well as the strengthening of their capacities:

  • Provide technical support to the SRs to strengthen their management and implementation of their activities, as well as their monitoring and evaluation systems and ensure their coherence within the overall project M&E system;
  • Ensure compliance of sub-grants with HACT (Harmonized Approach to Cash Transfers) procedures;
  • Establish a framework and procedures agreed with the SRs to regularly report to UNDP on the progress of programs (implementation of activities and reporting of indicators in accordance with the grant monitoring and evaluation frameworks and the performance);
  • Conduct an assessment of the M&E capacity of SRs, and develop and lead the implementation of a capacity development plan including coaching for the adoption of appropriate monitoring tools;
  • Follow up on the implementation of recommendations from assessments/spot checks and audits and, under the direction of the M&E Specialist, contribute to the preparation of OAI and SR audits, meetings with auditors and implementation in timely follow-up recommendations;
  • Review SR management information systems and agree on changes or resources needed to ensure program and data quality standards are followed and met, review the quality of existing data sources, including their completeness and their timeliness, and identify areas to strengthen in collaboration with the government, partners and programs;
  • Carry out monitoring missions on activities implemented in the field by the Sub-Recipients (SR) and by UNDP;
  • Provide technical assistance to SRs in results-based management.

4- Ensure the facilitation of capacity building of Tunisian national partners for the establishment of an information system in the

field of health :

  • Monitor the deployment of DHIS2 and agree on any changes or resources required to ensure the system is fully functional and data quality standards are monitored and met;
  • Assess the monitoring and evaluation needs of national counterparts and provide capacity building support, resulting in effective participation in Global Fund monitoring and evaluation activities, such as workshops, verification on-site data and verification of PUDR in disadvantaged areas.
  • Collaborate and coordinate with national partners, UN agencies, government agencies, NGOs, technical partners and other organizations to populate and sustain the system;

5- Facilitate the strengthening and sharing of knowledge in the area of ​​monitoring and evaluation, with emphasis on achieving results

following:

  • Identify and formulate lessons learned and document best practice evaluations and studies to be incorporated into project reports for both countries;
  • Maintain cooperative relationships with all key stakeholders, including the National Coordination Mechanism and sub-recipients; policy makers and partners/donors in Tunisia.
  • Participate in meetings with stakeholders in Tunisia at the request of the CTP;
  • Participate in external evaluation missions of the Global Fund by facilitating access to M&E data as needed and in coordination with the M&E Officer in Algeria.
  • Actively participate in UNDP and other relevant external networks to promote UNDP programs and work in health and development (e.g. conferences, community of practice, Yammer) and represent UNDP in relevant technical meetings, working groups at national, regional and global levels and brings together lessons learned to apply to programs in coordination with the M&E Officer in Algeria.
  • Contribute to the establishment of regional and global reports on HIV/AIDS data for both countries in coordination with the M&E Officer in Algeria. Any other activity assigned by the Principal Technical Advisor

3. Institutional Arrangement

The Project Specialist Monitoring and Evaluation, Accountability and Learning will be supervised by the CTP, will supervise the based Monitoring and Evaluation Officer. in Algeria, and will work in close collaboration with the Administrative and Financial Analyst, two (2) Administrative and Financial Associates, two (2) Grants Officers, the Purchasing Analyst, and the Purchasing and Inventory Management Manager.

Minimum training requirements
