Context :

CRS Sudan will implement an emergency food security program to respond to acute food security shocks in Sudan. The project will serve as a food pipeline for affected populations in Central and West Darfur.

Job Summary:

You will oversee all operational activities related to the CRS Logistics Hub in Abéché, Chad, in close coordination with the Sudan Operations Teams in Port Sudan and Geneina, and with the Chad Operations Team in Ndjamena. You will ensure that assets are physically protected in the warehouse(s) and en route to distribution points, and that they are properly accounted for in accordance with CRS and donor regulations.

Job Responsibilities:

  • Manage all primary distribution point warehousing and storage facilities and all necessary equipment and supplies, ensuring that they are secured and maintained in excellent physical condition and in quantities consistent with established safety, security, maintenance and health requirements for storage and safeguarding. Ensure optimum use of space and resources.
  • Work closely and coordinate with Logistics Manager, Clearing Manager, Transportation Manager and service providers to effectively and efficiently plan and implement the receipt, storage and dispatch of goods and assets in accordance with delivery schedules. Supervise and control the outsourced guarding and cleaning service.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically adapt individual development plans and ensure performance management of direct reports. Monitor and evaluate performance to ensure adequate capacity to successfully support high-quality programming.
  • Coordinate and supervise the handling of incoming and outgoing goods and commodities, inspect and verify receipts and shipments against waybills to accurately report quantities, shortages, damage, loss or impropriety.
  • Implement inventory control systems for proper handling and accounting of goods and commodities. Conduct cycle counts to verify inventory accuracy and conduct regular inspections to minimize risks. Support full physical inventories as necessary. Obtain spoiled goods inspection results from government offices and comply with required formalities and documentation for disposal of unfit goods in accordance with CRS/Sudan and donor requirements.
  • Approve and authorize all Country Program financial transactions in an accurate and orderly manner with receipts, disbursement of money, recording with original documents and submitting to Logistics for review and recording transactions in the financial system.
  • Represent CRS in activities related to area operations (government, INGOs, CRS partners and others) and gather security information and disseminate it to all relevant parties.
  • Ensure the maintenance of warehouse records (stock register, inventory cards, loss reports, waybills, etc.) and filing systems for tracking, control and reference. Coordinate and supervise the recording of data in appropriate systems. Prepare accurate and timely reports relating to inventory, stock control and warehouse activities.
  • Facilitate CRS program and business unit needs to obtain necessary support during their visit for monitoring and project issues in the region, manage risk and compliance staff assigned in the Country Program to obtain Country Program administration services.

Training, experience and skills required;

  • Bachelor’s degree preferred. Professional certification in supply chain, accounting or finance preferred.
  • At least four years of experience in supply chain management within international NGOs and/or complex/large-scale programs in emergency humanitarian response environments.
  • Knowledge and understanding of inventory management and control principles.
  • Experience in personnel management and skills conducive to a learning environment, including training experience.
  • Proficiency in MS Office software (Excel, Word). Experience with database management systems (e.g. MS Access) is a plus.

Required/Desired Languages ​​– Fluency in English and French, both oral and written, is essential.

Travel Required – Candidate must be able and willing to travel within Chad up to 30%, including to remote work locations.

    • Experience working with funds from large institutional donors such as USAID/BHA and WFP.
    • Experience in implementing management systems, improving processes and providing high-level management beyond day-to-day supply chain activities.
