How can you tell the difference ?

Develop the methodology and tools for managing and monitoring the environmental and social aspects of projects for UNICEF Burundi and according to the nature of projects and programs :

  •  Take note of UNICEF infrastructure and equipment projects / programs in preparation phase or in the process of being implemented, and develop the methodological approach for the UNICEF Burundi office in order to better integrate the environmental and social aspects into these programs ;
  •  Establish the list and characteristics of UNICEF Burundi projects and programs recommendable and relevant for the application of environmental and social safeguards ;
  •  Develop monitoring indicators and tools for managing the environmental and social safeguard aspect of infrastructure construction projects / programs according to their natures and the expected results ;
  •  Prepare training modules and conduct capacity building sessions for UNICEF colleagues and ( partners in the Study Offices, business executives and NGOs );

2. Preparation and monitoring of environmental and social impact indicators for infrastructure and equipment projects :

  •  Provide supervision of partners in implementation methodology ( Design offices, companies and NGOs ) on the planning and implementation of environmental and social activities;
  •  Participate in the validation of environmental and social impact studies of construction projects and carry out the environmental and social review process of project study files provided by implementing partners before starting the implementation of construction works or installation of equipment;
  •  Collaborate with design offices and NGOs to collect data on environmental and social impact monitoring indicators according to the monitoring framework in place and contribute to the drafting of monitoring report of the environmental and social specifications of the project;
  •  Sensitize project staff, project workers and beneficiaries to the complaints management and feedback mechanism
  •  record complaints / comments from stakeholders and beneficiaries and report them to the responsible team ( Ministry, UNICEF, Local Authority ) for a rapid response;
  •  Undertake surveillance activities, including on-site visits, inspections and spot checks on project sites and on the basis of Environmental and Social monitoring plans, the Environmental and Social Commitment Plan ( PEES ) and environmental and social management plans ( PGES ) to ensure that environmental and social safeguard procedures are in place;
  •  Ensure good circulation of key information from work sites on environmental and social aspects and report all accidents and cases of protection and fraud;
  •  Set up a standard for reporting activities made by implementing partners on environmental and social safeguards.

3. Participate in the preparation of reports and capitalization of projects / programs :

Prepare the elements to be included in the activity reports in good time;

  •  Participate in the preparation of capitalization documents for good practices in social and environmental protection, and in dissemination.

Others :

  •  Participate in project coordination and monitoring meetings with BISEM, DISE and other technical services involved in construction projects.
  •  Perform any other task at the request of the Supervisor in the implementation of the UNICEF construction program.

To be considered a defender of each child, you must have…

Education : At least one Baccalaureate in environmental sciences or related fields, or diploma in industrial engineer or equivalent ;

Work experience : At least two ( 2 ) years of professional experience in environmental and social safeguards applied to the infrastructure project and / or evaluation experiments and/or environmental and social impact management of infrastructure construction projects or installation of industrial or mining equipment ;

Language : a good command of the French written and spoken and a good communication ability. Practical knowledge of English would be an asset.

Good control in software office automation ( WORD ) for writing and reporting

Good control of the EXCEL spreadsheet, in particular for various calculations and data processing ( knowledge in Excel will be checked during the written test )

Having used database tools before is an asset

Having already used Geographic Information System tools is an asset

    The / Program Officer ( Environmental & social Safeguard ) will be responsible for supporting UNICEF Burundi in the establishment of an environmental and social management framework ( CGES ) of UNICEF Burundi programs, support in the planning of diagnoses and environmental and social impact studies of UNICEF Burundi projects as required, coordinate the implementation of environmental and social management plans within the deadline and ensure the monitoring report on the Environment and Social aspects according to the projects and for the UNICEF Office Burundi.
