Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States of’America. CRS works to save, protect and transform the lives of people in need in more than one hundred (100) countries, regardless of race, religion or nationality. The relief and development work of CRS is accomplished through’ emergency intervention, HIV control, health,’ agriculture,’education, and, microfinance and peacebuilding. CRS has been working in Cameroon since 1960. Responding to the country’s strategic needs, the first interventions aimed to reduce infant mortality and increase food security. These projects have strengthened local capacities in the areas of health care and emergency response, including,notably the Anglophone crisis in the North-West and South-West regions, the crisis in the Lake Chad basin in the Far North and the influx of refugees from the Central African Republic. In collaboration with local partners, CRS provides direct services and addresses structural barriers affecting populations living in vulnerable conditions. During the fiscal year 2023, CRS Cameroon reached and served 138,381 people in the 10 regions of Cameroon.attack on structural barriers affecting populations living in vulnerable conditions. CRS is currently developing a 24-month project to improve the living conditions of refugees in the Far North of Cameroon. This project, targeting young people and women, will propose integrated interventions in agriculture, non-agricultural livelihoods and market recovery. The aim is to increase agricultural incomes, diversify assets and reduce dependence on humanitarian aid by strengthening the adaptability and economic resilience of households. The/La Program Manager I – Means of Subsistancesmanage, coordinate and monitor all activities on the project’s agriculture, and the various related training courses. He/She will have to participate actively in the development and implementation of the monitoring and’ evaluation plans of the project, and, and bring your expertise to the development of indicators for the component to advance the work of CRS to serve the poor and vulnerable. His skills in project management and his knowledge of the medium-sustainability field will enable the country programme to provide good quality programmes and to work continuously to improve the impact of this project.

The position is based in the region of North Cameroon/Maroua.

Responsibilities of the position :

  • Manage and implement all livelihood activities throughout the relevant project cycles – project design, start-up, start-up, implementation and closure of the – project to enable efficient and effective implementation in line with quality principles and CRS standards, and, donor requirements and best practices. S’sensure that the project team and partner staff use the appropriate systems and tools.
  • Effectively manage skills and supervise. Manage the dynamics of the’ team and the well-being of employees. Coaching, strategically adapting individual development plans, contributing to the recruitment process of project staff and managing the performance of directly supervised employees.
  • S’ensure that’apprentissage accompanies the activities of the project throughout the cycle of the project. Assist in accountability by coordinating the activities of’evaluation of the project, in accordance with the MEAL policy.Proactively identify problems, report them to guide adjustments to implementation plans and schedules.
  • Represent the’organisation to the donors, working groups of the international NGOs, United Nations, etc, relevant local partners and relevant actors of local government and the community in the areas of livelihoods, agriculture, agriculture, and SILC (Savings and Internal Lending Communities) – CRS methodology for CECI – the’Epargne and Internal Credit Community.
  • Play the role of main technical person in the design of projects and the preparation of project documents in the respective program area, filling gaps and taking responsibility for growth, as needed.
  • Start and strengthen partnerships corresponding to the objectives of the project with an appropriate application of the concepts, tools and approaches of the partnership. Coordinate the identification of staff capacity needs and technical assistance from partner organizations and capacity building and interventions necessary to support the implementation of quality projects.
  • Assist in the preparation of’analysis reports on trends and disseminate the results. Study the project documentation to verify that the project file is complete, with all the requested documents and that’il is classified according to the requirements of the’agence and the donors.
  • Coordinate and monitor financial and material resources corresponding to project needs. Through planning and supervision, it is possible to ensure the efficient use of project resources.

Qualifications and experience:

  • A required Master’s degree, in international relations or in the fields of agriculture, natural resource management, statistics, economics or management would be a plus.
  • Minimum of 2 years of’ professional experience in coordinating or managing slightly to moderately complex projects, preferably in an international NGO.
  • Additional experience may replace some of the studies.

Language required/desired

Excellent oral and written communication skills in French required. Mastery of English an asset. Knowledge of other local languages like fulfulde Mafa; mandara or Kapsiki a plus

Qualifications, knowledge and skills

  • Relevant experience in grant management, especially from the government of the United States, is a plus.
  • The ability to contribute to the development of technical project documents is a plus.
  • Experience in working with stakeholders at various levels and in strengthening community partnerships.
  • Experience in contributing to’ development of technical project documents.
  • Desired skills and experiences in MEAL/SERA.
  • Experience in’use of MS Office software (Excel, Word, PowerPoint), online conference applications,’ information management systems.

Personal skills

  • Strong critical thinking skills and creative problem solving with the ability to’have healthy judgments.
  • Strong skills in relationship management and the ability to work effectively with culturally diverse groups.
  • Good written and oral communication skills and ability to write reports.
  • Proactive, resourceful, solution-oriented and results-oriented.

Travel needed : Be willing and able to travel up to 40% of working time**.**
