Who are we ?

Inter Aide is an association specializing in the implementation of concrete development aid programs, carried out with particularly deprived families living in rural areas.

In 2024, Inter Aide manages 51 programs spread across seven countries (Ethiopia, Guinea, Haiti, Malawi, Madagascar, Mozambique and Sierra Leone). Inter Aide has been working with rural communities in Madagascar since 1994.

In recent years, all AEPHA (Access to drinking water and Improvement of hygiene and sanitation) activities were carried out by the local NGO Soakoja as an operational partner of Inter Aide. To enable Soakoja to specialize in water services and the profession of delegated manager of drinking water access facilities, it was decided to open a specific EHA construction and animation program. An Inter Aide team will therefore directly implement these activities in close coordination with Soakoja and the territorial stakeholders of the targeted municipalities in the districts of Fénérive-Est and Vavatenina.

These actions aim to provide a response to the basic needs of the populations of different rural communes of these districts in the area of ​​access to drinking water, hygiene and sanitation.

The mission:

Your mission is to coordinate, organize, develop and evaluate the activities implemented within the framework of the project, relying on a local team. You will be based in Fénérive-Est and will make very frequent trips “into the bush” in the different intervention zones, including the neighboring district of Vavatenina. You will report directly to the Sector Managers based in France and coordinate your interventions in close collaboration with the teams of the NGO Soakoja on site as well as with the coordinator of Inter Aide based in the capital.

More specifically, you will be responsible for:

  • To coordinate, organize and monitor the implementation of the EHA program in the field and with partners
  • To recruit a local team (project assistant, animation coordinator, technical coordinator, municipal support officer, etc.) and to train and supervise this team (management of local human resources, organization of workshops, team evaluation, monitoring of employment contracts)
  • To implement with your animation team awareness and training activities for municipalities and communities on WASH issues
  • To carry out technical studies with your technical team: develop related plans and specifications
  • To manage collaboration with local construction service providers and to organize and monitor the completion of the work (technical team)
  • To strengthen the skills and involvement of local authorities in the EHA field and to collaborate with local institutional actors
  • To coordinate the implementation of interventions with technical partners (Soakoja)
  • To participate in monitoring and improving the governance of water services
  • To participate in the reflection around the program strategy (with the Sector Managers and Soakoja), the maintenance of rural works, and the professionalization of water services
  • To monitor the missions of potential expatriate collaborators in coordination with Soakoja
  • To monitor and evaluate the progress of the program, then feed the databases
  • To ensure operational reporting (to Sector Managers) and financial and administrative reporting of the program
  • To manage the field logistics of the program
  • To set up the Inter Aide office in the town of Fénérive-Est
  • To organize the monitoring and local maintenance of vehicles

New areas of intervention may be identified within the framework of the collaboration with Soakoja and the extension of its management-monitoring-maintenance services for drinking water facilities.

Profile sought:

  • You have training in hydraulic project management and/or engineering with hydraulic technical skills and/or in construction
  • You have at least 3 years of professional experience in these fields, preferably in a developing country
  • You have previous experience in team and budget management and an ability to delegate
  • You are independent, dynamic, rigorous
  • You have interpersonal, listening and negotiation skills
  • You have an interest in technology and a practical sense
  • You enjoy field work and have the ability to live in a rural area
  • You know and are interested in IT and data management

The conditions:

  • VSI status for 24 months, renewable
  • Compensation of €1,400 per month + land allowance
  • Full social security coverage + repatriation insurance
  • Round trip plane ticket at the start and end of the mission, from home to the mission location
  • Annual return flight ticket from the mission location to headquarters
  • Possibility of departure as a couple
