Overview:
IBTCI is proposing to serve as the Program Implementation Team Lead for the CDC in Maputo, Mozambique. The Program Implementation Team Lead would provide technical assistance (TA) to CDC-Mozambique in the areas of HIV and TB service delivery, to ensure that funded programs are implemented in line with CDC and PEPFAR goals and objectives, in order to meet annual targets and reach HIV epidemic control.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Provide technical assistance in the planning, implementation, monitoring and evaluation of HIV and TB clinical programs in Mozambique, including for HIV prevention, adult care and treatment, and maternal and child health, including through improved partner management and continuous quality improvement processes.
- Recommend/promote/facilitate the maintenance and improvement of standards of HIV and TB services for patients and beneficiaries in Mozambique.
- Provide cross-office coordination for program management, including providing TA and mentorship to provincial activity liaisons who are assigned as points of contact for CDC implementing partners, coordinating quarterly partner performance review cycles, annual partner planning processes and coordinating intensive site-supervision and monitoring processes.
- Participate in training programs for Government of Mozambique and implementing partner staff and other activities designed to enhance staff skills in HIV and TB services.
- Assist CDC/DGHT Mozambique and PEPFAR Mozambique implementing partners with the development of proposals and work plans for implementing HIV and TB clinical programs.
Conduct site meeting and visits to CDC/DGHT Mozambique and PEPFAR Mozambique implementing partners to assess, monitor, and evaluate implementation of HIV and TB programs against goals and objectives. - Develop program evaluation strategies, methodologies and indicators for monitoring HIV and TB programs in accordance with standard guidelines and protocols.
- Facilitate dissemination of scientific evidence and findings of program assessments, monitoring, and evaluation of HIV and TB programs to GRM officials, interagency working groups, and CDC/DGHT Mozambique and PEPFAR Mozambique implementing partners.
- Make recommendations for future project design, strategy, project management and measure of impact to assist with program planning and Country Operation Plan development.
- Provide updated technical information to partners. Respond to requests from Non-Government Organizations, health Care and treatment organizations and medical professionals for information and technical assistance on HIV and TB programs and strategies.
- Work with partners to promote the dissemination of appropriate HIV and TB messages and design innovative approaches to enhance HIV and TB services in Mozambique.
- Analyze program data related to HIV and TB programs and make recommendations for program improvement. Conducts or provides support for analyses of program data. Provides technical support to CDC technical staff and CDC implementing partners in all phases of the analytical process for projects intending to use analysis of data.
- Directly supervise two or more locally employed staff members and provide annual performance plans and evaluations.
- Other duties as assigned.
Deliverables
- Annual performance plan to be submitted within 10 business days after the period of performance.
- Local employee staff annual performance plan and work development plan to be submitted within 30-days after the period of performance.
- Monthly progress report, due by the 5th workday following the end of the month (12 reports) to include detailed description of activities, meetings attended, deliverables provided.
Qualifications
Minimum Requirements:
- Minimum of 7 years of experience in HIV or TB public health system is required.
- Minimum of 5 years of experience working in Mozambique is required.
- Fluency in writing, speaking, and reading of English and Portuguese (Level III) is required.
Education: Medical Degree and a Master’s degree in public health is required.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position has supervisory responsibilities.
Travel: Up to 10 trips in country for an estimated 6 days each. 1 trip to U.S. for an estimated 5 days. Travel needs during option periods will be evaluated at the time of task order renewal.
Work Authorization: Candidate must be able to obtain work authorization in Mozambique.
