Team summary

The programme planning and implementation team in the DRC oversees the implementation of Search programmes and projects in its country offices, including, in accordance with the policies and procedures of Search and Donors and the ROI of the DRC. The program planning and implementation team works across the entire project lifecycle, from the start-up phase to the full close. This includes the design of work plans, the implementation of activities, the production of reports, etc, financial management and staffing management The program implementation team works with other departments, including finance, institutional learning, programs, and, global affairs and partnerships,human resources and information and communication technology in the country and in the region.

Responsibilities

  • Leading risk management and mitigation in program implementation.
  • Develop policies, tools and models for the implementation of programs.
  • Provide technical support for the implementation of the programme.
  • Leading capacity development and training.
  • Regularly coordinates its activities with colleagues and consultants on site and in the field and tactfully solves problems.
  • Has multiple and regular contacts with donors and external partners of a high level. Is known and visible from the outside.
  • Represents, as appropriate, selected programmes or projects and other organizations, including international and local donors, suppliers and partners.
  • Interact with national office and regional staff.

Contributions

  • Create and maintain an up-to-date dashboard of key compliance indicators for the entire Search grant portfolio.
  • Analyze the potential risks associated with current practices for implementing Search programs and make recommendations to mitigate the risks.
  • Compile and make usable the tools, appropriate advice and guidance to help Search program managers best comply with relevant Search donor policies and procedures as well as its own standards.
  • Create and disseminate relevant training tools and advice for all Search donors, relevant to our current grant portfolio.
  • Advise and train program teams on donor compliance requirements and strengthen systems, policies and procedures to ensure compliance.
  • Create quarterly reports for Search management that highlight areas of potential risk, recommendations for improvement, and metrics to measure change.
  • Directly monitor the compliance of a strategic portfolio of grants, in collaboration with regional and national teams responsible for the implementation of these grants.
  • Provide technical assistance and advice to program managers across the entire geographic portfolio of Search.
  • Conduct final cost review and ensure that budget documents are approved by respective senior managers prior to submission of proposals. It can participate in the assembly, final production and quality control of project proposals.

  • Provide financial support for the development of cost-related responses to donor review questions/requests after submission.
  • Conduct brainstorming sessions to develop action plans and corrective plans to be disseminated throughout the organization for better program implementation.
  • Leading the start and close of key and strategic grants across the entire Search portfolio and placing teams in a better technical position to implement and monitor compliance.
  • Collaborate with other team members in the development of standard operating policies and procedures on program implementation processes.
  • Integrate the values of the organization in all its work.
  • Other tasks that are broadly consistent with the key contributions above, as assigned.

Training & experience
Generally BS/BA with a minimum of 15 years experience.

Working conditions and physical requirements
Usual conditions of the office environment ; ability to travel abroad at least 20 %.

Responsibility for oversight and budget
Manages several direct subordinates and/or consultants and manages several functional areas and associated budgets.
