Artesans-ResQ (ARQ) is a newly founded humanitarian organization which provides medical transports for all injuries and patients including neonatal, pediatric, critical care, and burn patients. ARQ aims to not only help people in need, but also to make this offer of help effective, sustainable and with human dignity. Our commitment to this idea is reflected in the quality of our work and the long-term relationships we build with communities. Currently, ARQ is implementing its first project which focuses on strengthening Ukraine’s critical care/ICU patient transport capacity and is currently based in the Dnipropetrovsk region. The team wrosk closely with its partners, local, and national authorities, and within the greater MEDEVAC chain to provide critical care patient transports and ICU transport training.

Job Overview:

The Program Director (PD) will have responsibility for the overall management of Artesans-ResQ in Ukraine. Following a recent change in organizational structure, including the redefinition of several critical roles, the PD will ensure that staff are able to adhere to their respective responsibilities, including delegating tasks appropriately, and overseeing the operational functioning of the project. The PD will also monitor the well-being of staff and volunteers. This will require close communication with the Team Leads (TLs) and the Back Office (HQ) staff located outside of Ukraine. S/he will also provide support for the development of future programming, including strategy, budget development and managing relationships within Ukraine, with external partners and institutional donors.

Responsibilities:

  • Responsible for overall programmatic and operational planning: ensure project is delivered in accordance to proposal, properly resourced and budgeted, and complies with with contractual and legal requirement
  • Monitor project implementation and support TLs in making the necessary project adaptations.
  • Provide budget and finance management oversight, including the monitoring of expenditure, ensure appropriate burn rate, approves team’s spending requests, ensure expenses are booked and coded properly, and to take the lead on budget realignment process.
  • Establish systems and procedures as required, thus enabling field/HQ staff to effectively manage ARQ’s program and operational functions
  • Represent ARQ in donor, partner and subnational/national cluster meetings; engage relevant partners to review, and strengthen, the MEDEVAC system in and around Dnipropetrovsk oblast.
  • Support TLs in making logistical/administrative arrangements in the field, including travel and hotel arrangement, compound upgrade/maintenance, field finance management and documentation
  • Supervise project staff, providing direction and support to achieve high performance.
  • Ensure clear communication between field and HQ , providing updates on successes, challenges and lessons learned.
  • Support the Head of Program in monitoring and evaluate the project outcome, identification and pursuit of new funding opportunities

Chain of Command:

If the Program Director faces any challenges, they can laterally consult the Head of Programs or escalate to the CEO.

Qualifications and Experience:

Required

  • 3-5 years experience in project management, including overseeing projects in conflict settings.
  • 2 years management experience in complex security environment
  • Bachelor’s degree in relevant field of study such as project management.
  • Proven experience in strategic development and program design, planning, implementation, monitoring and evaluation
  • Experience with range of donors including USAID/BHA, UN Funds, EU and ECHO
  • Analytical and problem-solving skills and an ability to work independently and with a team needed.
  • Medical degree (Paramedic, Nurse, or Physician)
  • Experience using Microsoft office products.
  • Fluent in English.

Desirable

  • Fluent in Ukrainian.
