As a Program Development Officer (PDO), you will support the program team in developing and implementing its activities. You will serve as a key point of contact for subgrantees, managing all aspects from initial negotiations with pre-selected partners to final reporting. This role includes preparing funding announcements, overseeing the selection and finalization of proposals, preparing funding contracts, and collecting both narrative and financial reports. The PDO will ensure thorough follow-up throughout the implementation phase and provide comprehensive final reporting on all activities.

Key Responsibilities:

  • Contribute to the design and development of program activities, ensuring they are relevant, feasible, and aligned with program objectives.
  • Conduct research and analysis to inform program design and development, including assessments of the political, social, and economic context in which the program operates.
  • Collaborate with the monitoring and evaluation team to ensure the effective tracking and reporting of program progress and results.
  • Coordinate closely with other members of the program team to ensure the effective and efficient implementation of program activities.
  • Prepare open and closed calls for grants, collect responses, and filter them for final approval.
  • Lead grant development with potential subgrantees on the proposal documents and budget.
  • Prepare subgrants contracts in coordination with compliance officers.
  • Supervise field officers and manage site visit schedules.
  • Approve periodic reports (weekly, monthly) and final reports.
  • Coordinate with the capacity building coordinator on delivered training and report on progress.
  • Submit vetting information to the vetting portal.
  • Prepare regular (weekly/monthly) reports to the Program Development Manager.
  • Attend meetings with the project team and funding authorities upon request to update on the development of grants and new partnerships.

Qualifications We Are Looking For:

  • Bachelor’s degree in international development, political science, or a related field.
  • Minimum of five years of experience in program development, preferably with USG programs in conflict-affected environments.
  • Experience in capacity building, providing technical assistance, and working with civil society organizations.
  • Fluency in English is required; proficiency in Arabic is strongly preferred.
  • Strong analytical and research skills, with a demonstrated ability to develop and implement effective programs.
  • Excellent communication and interpersonal skills, with a demonstrated ability to build effective relationships with diverse stakeholders.
  • Hard-working, proactive, and able to prioritize and manage a demanding workload.
