About the Role

As our Program Development Coordinator, you will play a pivotal role in enhancing CARE Yemen’s ability to address complex humanitarian needs. You will lead resource mobilization efforts, crafting compelling proposals and concept notes that align with our strategic objectives for FY25-26. Your work will directly impact vulnerable communities, ensuring that our programs are sustainable, innovative, and responsive to local needs.

Key Responsibilities

Proposal Design and Resource Mobilization

  • Lead Proposal Development: Craft persuasive proposals and concept notes to secure essential funding for new and ongoing projects.
  • Strategic Alignment: Ensure all proposals support CARE Yemen’s goals of gender equality, inclusive governance, and resilience.
  • Identify Funding Opportunities: Engage with donors, local organizations, and partner communities to uncover new funding sources and understand their priorities.
  • Effective Communication: Maintain strong relationships with CARE Member Partners, donors, and stakeholders to ensure alignment and support.

Program Quality and Donor Compliance

  • Quality Integration: Embed robust program quality plans in every proposal, ensuring compliance with donor requirements and humanitarian standards.
  • Stakeholder Engagement: Incorporate feedback from community members, local partners, and technical advisors to create responsive program designs.
  • MEAL Coordination: Work with the Program Quality Unit to utilize monitoring, evaluation, accountability, and learning feedback to enhance program impact.
  • Donor Reporting: Prepare and review accurate, timely donor reports that uphold CARE’s standards and promote transparency.

Program Representation

  • CARE Yemen Representative: Represent CARE Yemen in sectoral coordination meetings, workshops, and conferences.
  • Promote Achievements: Act as a spokesperson to highlight CARE Yemen’s strategies and successes to external stakeholders.
  • Enhance Visibility: Communicate program goals and impacts to elevate CARE Yemen’s reputation and strategic objectives.

Capacity Sharing

  • Build Capacity: Lead initiatives to enhance the skills of local partners and community leaders in project management and compliance.
  • Interactive Learning: Organize workshops and forums to share knowledge and best practices.
  • Foster a Learning Culture: Encourage a learning-oriented environment within CARE and among partners, integrating field insights into future programming.

Qualifications

  • Education: Master’s degree in international development, Community Development, or equivalent. A Bachelor’s degree combined with relevant experience will also be considered.
  • Experience: At least 5 years in development or humanitarian programs, with a deep understanding of the Yemen context.
  • Skills: Proven success in proposal development, program design, and donor engagement.
  • Networking: Strong familiarity with key development and humanitarian aid donors.
