General context of the project

Burkina Faso has enjoyed a period of political stability from independence to the popular uprising of 2014. After the popular uprising of 2014, the country entered a period of democratic transition and elections were held in 2015 and 2020. In January 2022, a coup prompted the country’s president to resign and ended the period of democratic transition. In January 2022, a military regime was established. During 2022, political and social instability in Burkina Faso continued to deteriorate and in September 2022 a group of military personnel took power and established a new military regime. In this context of political and social instability, the insecurity crisis in the Sahel region has worsened and spread toother regions of the country – notably the Eastern, Northern, Central-North and Mouhoun Loop regions.

General objective of the position

Support the head of mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies.

Lead the development of new concept notes and project proposals in collaboration with the assistant regional director and senior management team.

Oversee, coordinate and provide quality support to project managers and program managers to develop and implement the program as part of the mission.

Main responsibilities and tasks

Strategy & representation

  • Support the Head of Mission and the MTS in the development, implementation and evaluation of the strategy, programme and quality of the mission’s projects, in accordance with the strategy, policies and national guidelines of INTERSOS. Provide updated information, contributions and recommendations for new and ongoing interventions in the country.
  • In coordination with the technical referents, the Deputy Regional Director leads the design and development of new potential funding opportunities and new concept notes /project proposals by writing the narrative and contributing to the preparation of the budget, ensuring collaboration with all support departments (HR, Logistics and Security).
  • Conduct regular background analyses (socio-economic situation of the country, trends, donor needs and gaps) to identify funding opportunities. Is responsible for the correct study of the data collected in the field and the detection of the needs of the population, the study of the context, the translation of strategic macro-objectives into concrete actions and the analysis of the consequences of an intervention of INTERSOS, the evaluation of risks and constraints and the definition of priorities
  • In coordination with the head of mission, establish and maintain collaborative relationships with relevant donors, project stakeholders, local partners and other agencies working in the region. Establish strategic partnerships with local organizations and stakeholders to the extent possible.
  • In collaboration with the Head of Mission and technical referents, proactively participate and represent INTERSOS in meetings with donors and relevant stakeholders.
  • Support the WTS in maintaining productive working relationships within the various coordination forums (clusters, working groups, etc.) at the national level

Implementation, reporting and quality control

  • Oversee and maintain work plans and related financial plans for projects with input from relevant program managers and team members. Prepare quality narrative reports reflecting the progress and status of projects in a transparent, timely and professional manner.
  • In coordination with all other departments, ensure the smooth running of operations and support the implementation of the programme
  • Provide advice and support to project managers and program managers in the areas of project management and project cycle, work planning, activities, budget management and all aspects of operational and management. Support for the planning and monitoring of the implementation of activities, budget monitoring and the achievement of results
  • Monitor the progress of each project. Oversee, plan, monitor, evaluate and ensure the quality of work and the achievement of high standards in design, implementation and evaluation
  • Lead the launch planning and final review meetings for each project
  • Ensure the application of the INTERSOS procedures and compliance with the policies, procedures and procurement of funds for reporting and implementation, in collaboration with the head of mission and the deputy regional director
  • Contribute to the timely processing of all donor comments on proposals, in liaison with relevant staff and Headquarters.
  • Collaborate with finance, logistics, human resources, MEAL, MTS and security departments in the development of new proposals.
  • Ensure that contractual obligations and reporting deadlines are known and met by all departments.
  • Inform relevant staff about the issues identified and seek headquarters advice on potential solutions that will enable funders to comply with the requirements of the law.
  • With the support of the financial coordinator, oversee the management of budgets in accordance with the funder and INTERSOS guidelines, supporting budget and program revisions if necessary.
  • Organizer of regular meetings of the program
  • Monitor expenditures through monthly program review meetings and financial expenditure reports prepared by the Finance department.
  • Support the head of mission and the MEAL department in the implementation and implementation of the MEAL plans and activities of the projects
  • Provide oversight and feedback on the monthly project assessment tool (PAT)
  • Ensure regular updating of IMP project headings
  • Ensure quality reporting to donors
  • Ensure timely submission to headquarters and donors

Management of human resources

  • It is responsible for leading, supporting and overseeing program managers and project managers, building their capacity and ensuring regular evaluation through the tools of the internal review process (IRP). Provide coaching, identify training needs and evaluate the staff under their line of command supervision
  • In collaboration with the HR department and the Head of Mission, support the recruitment of new employees
  • In collaboration with the HR department, ensure that program managers/project managers comply with INTERSOS rules and regulations and adhere to INTERSOS’s fundamental charter, values and code of ethics

Required profile

Education

  • Graduate degree in international business, development, international political economy or in another relevant field

Professional Experience

  • Minimum of five years of experience in humanitarian contexts

Professional requirements

  • Ability to manage a large team
  • Strong knowledge of proposal development and financial management
  • Experience working with major grants and international donors
  • Desirable experience in integrated project management
  • Essential knowledge in computer science (Word, Excel and Internet)

Languages

  • Mastery of French compulsory
  • Mastery of English is an asset
