The vacancy is located in Bogotá with trips to the project’s areas of action. The position belongs to the area of family farming and inclusive markets.

Hierarchical dependency

Under the general supervision of the FAO Representative in Colombia, the Program Officer, the technical supervision of the senior specialist in Family Farming and Inclusive Markets; and direct supervision of/the project coordinator and the internal operations coordinator.

Field of specialization

Support the design and implementation of the project monitoring and evaluation plan.

Tasks and responsibilities

In particular, the professional in Monitoring and Evaluation will perform the following tasks:

  •  Present a detailed work plan specifying the tasks to be carried out, as well as the means of verification to be delivered, in accordance with the tools defined by the Representation.
  •  Accompany the planning and implementation of the strategy, consolidation and verification of information produced by the project, which contributes to compliance with the Operational Plan, verification of technical milestones and support in the required reports.
  •  Ensure the correct implementation of the project monitoring plan.
  •  Monitor compliance with the results and impact indicators, maintaining coherence and viability with the Logical Framework, the Operational Plan and the project goals.
  •  Systematize and process the information produced by the project.
  •  Process the information necessary to feed the databases and indicators proposed under the project
  •  Define the methodology for capturing information from the field and its inclusion in the information system of the Representation.
  •  Define the mechanisms for generating early warning of arrears and proposed solutions to said arrears, based on the guidelines of the Representation.
  •  Prepare the project monitoring and evaluation plan, according to the format available for this purpose.
  •  Apply the tools and instruments necessary for the implementation of the project monitoring and evaluation plan.
  •  Collect project information by technical teams, which is defined in the project monitoring and evaluation plan.
  •  Analyze the information designed for each of the results and products to be achieved by the project ( baseline, progress evaluation survey, etc ).
  •  Socialize the project Monitoring and Evaluation plan, with the respective teams.
  •  Present the progress of the project based on the defined indicators.
  •  Request information for preparation that the internal and external ( progress reports ) be delivered on time by the technical teams and review that they respond to the defined indicators.
  •  Review and analyze the monitoring reports, related to compliance with the activities carried out by the project’s technical team.
  •  Do the review with the teams to ensure compliance with the activities planned in the Operational Plan.
  •  Support the technical teams in the correct and punctual development of the project Monitoring and Evaluation plan.
  •  Feed the information system of the Representation ( Data bases, digital file, Alignment and report matrices, among others, etc ), in order to systematically and continuously monitor the activities carried out, as well as the products and results of the different results of the project.
  •  Identify and generate the respective alerts on the possible limitations and difficulties that may arise in meeting the goals, which allow for timely action and corrective action in activities.
  •  Make the final structuring and filtering of the information generated from the project in the formats and applications that are necessary.
  •  Support the preparation of progress reports to resource partners, as well as the corresponding bimonthly and final reports.
  •  Support the updating of the project, in accordance with the procedure defined by the operations committee for this purpose.
  •  Keep absolute reservation in relation to all the information you handle on the occasion of the activities of the process or program in which you provide your services and of the Entity in general, that it be disclosed to you on the occasion of this contract. The Contractor must take care of the information to which it has access, avoiding its destruction or improper use. Likewise, it is not allowed to give access or display files, documents or files to unauthorized persons.
  •  Participate in the meetings of the Representation Monitoring group.
  •  Provide the required information on the progress status of the project, which will be presented in the different committees.
  •  Digitally archive and according to the instructions in the program area, the means of verification produced by the project.
  •  Carry out its activities, in accordance with the parameters and guidelines established by FAO.
  •  The consultant must consult, study and appropriate the PROTOCOL FOR THE REPORT OF CASES OF EXPLOITATION AND SEXUAL ABUSE OF COMMUNITIES ( delivered by Human Management ) and report immediately, according to it, the cases that are known to you. FAO Colombia has zero tolerances for any practice of sexual exploitation and abuse.
  •  Promote the generation and dissemination of good gender practices in accordance with FAO’s gender equality policy.
  •  Draft, document and present reports of results of execution of the planned activities.
  •  Facilitate the documentation and systematization of lessons learned.
  •  Delivery of reports that account for the progress of activities, indicating the achievements obtained and the aspects to be improved in the development of the assigned activities.
  •  Timely diligence at the time of withdrawal from the organization, the charge delivery certificate and, in the event of supervisory functions, follow up on the correct delivery of the position of the personnel in charge.
  •  Any other work related to the project that was required by the general coordinator, that is related to the nature of the position.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional in systems engineering, industrial engineering, environmental engineering, agro-industrial engineering, agricultural science, economics, administration with specialization in related areas.
  •  Minimum 5 years of experience in management, implementation, monitoring or evaluation of sustainable rural development projects.
  •  Practical knowledge of Spanish ( C level ) spoken and written.
  •  Colombian nationality.
