About this job

We are looking for a proactive, empathetic and organized person to be hired as a Procurement Trust Consultant for Panama. As a Trust Consultant, your main task is to provide operational support to the Procurement Specialist responsible for the Bank Representation projects in Panama in order to increase efficiency and effectiveness in the fiduciary function in procurement.

You will be one of the members of the IDB Trust Team in Panama, which is part of the Office of Financial Management Services and Procurement for Operations ( VPC / FMP ). This team is responsible for providing advisory services in the design and implementation of Bank-financed operations and guaranteeing effective fiduciary supervision. To this end, we focus on two main activities:

  •  Facilitate the design and execution of operations through expert advice and quality fiduciary services, and
  •  Support borrowing countries in strengthening their national trust systems in order to increase their use in IDB-financed operations.

This is what you will do

  •  The main responsibilities that contribute to the team’s objectives are:
  •  Support in procurement planning by reviewing the plans proposed by the executing agencies and providing recommendations to increase efficiency in the execution of operations.
  •  Preliminary review of no objection requests related to acquisitions in the framework of Bank-financed operations in the country.
  •  Ex post review of acquisitions, which includes determining the sample, conducting the review and preparing the report with findings and recommendations.
  •  Proactive and structured monitoring of the various planned and ongoing procurement processes to ensure compliance with the Bank’s basic procurement principles, raising alerts in case of deviations and proposing corrective and / or mitigation actions.
  •  Proactive and structured monitoring of protests that arise in the framework of procurement processes and their due response in accordance with Bank guidelines.
  •  Support in the early identification of fiduciary risks related to the procurement function and formulation of recommendations for their timely response.
  •  Support in the design and implementation of transversal and ad hoc training programs on procurement fiduciary issues for executing agencies and other key actors such as the Comptroller General of the Republic, Ministry of Economy and Finance, Government Innovation Authority, among others.
  •  Support in the process of implementing the Bank’s digitization strategy, particularly the Procurement Plan Execution System ( SEPA ) and Client Portal/ Trust interface to achieve more efficient interaction between the Bank and the executing agencies.
  •  Critical review of the standard documents issued by the Bank and of procurement templates designed for the use of executing agencies and proposals for their improvement continues.
  •  Apoyo en actividades de colaboración, intercambio de buenas prácticas e integración a nivel regional entre países de Centro América y República Dominicana.

Esto es lo que necesitas

  •  Educación: Se requiere de un(a) graduado(a) de ingeniería civil o arquitectura, derecho, administración de empresas o carrera afín, el título de maestría es requerido.
  •  Experiencia: Experiencia en contrataciones públicas o privadas preferentemente con enfoque en Organizaciones Multilaterales de Créditos. Deberá contar con experiencia mínima de cinco (5) años en la gestión, monitoreo y seguimiento de compras . Se valorará positivamente la experiencia previa en la gestión de adquisiciones financiadas por organismos internacionales.
  •  Idiomas: Dominio del idioma español.

Requisitos

  •  Ciudadanía: Usted es ciudadano de Panamá o ciudadano de uno de nuestros 48 países miembros, con residencia o permiso legal para trabajar en Panamá.
  •  onsanguinidad: No tiene miembros de su familia (hasta el cuarto grado de consanguinidad y segundo grado de afinidad, incluido el cónyuge) que trabajen en el BID, BID Invest o BID Lab.

Tipo de contrato y duración

  •  Tipo de Contrato : Consultor nacional a tiempo completo.
  •  Duración : 12 meses (hasta 36 meses).
