About this job:

We are looking for a consultant to carry out support functions for the Procurement Specialist ( EA ) of the Representation, in the supervision of acquisitions of IDB-financed projects in Honduras, among others.

You will work at FMP / CHO, which is part of the VPC / FMP department. This team is responsible for supporting the borrower, the executing units and the specialists in planning, supervising and monitoring the execution of the operations that the Bank finances in the country, in order to contribute to achieving the development objectives set out in the projects, through the continuous use of the Project Cycle Management instruments, in the operations of the Representation portfolio.

The IDB offers professionals with a high technical standard and proven capacity the opportunity to support the management of infrastructure investment projects in Honduras through identification, design, implementation, supervision, monitoring and evaluation of these.

This is what you will do:

The main functions of the procurement support consultant are as detailed below, without being exhaustive: Preparation, Design and Supervision of Operations:

  •  Support the work of the EA, carrying out the prior review of the requests for Mandatory Concepts ( technical opinion on the process ) that are assigned to the EA. Verify that the process is in the SEPA System, that the content of the file is complete, Including information on the process from start to finish, # of bidders, times, offers, etc. ∙ Prepare records of the reviewed processes.
  •  Update the capacity evaluations of the executing agencies for which variation of the risk associated with the procurement function is perceived, issuing, where appropriate, the corresponding report that includes recommendations for improvement.
  •  Keep the TEAMS Group of Specialists in Project Acquisitions updated, with all the news that may be in the area and that is pertinent to make them known.
  •  Participate with the EA, in meetings and support in complex process activities that are convened by the Project Team. Participate in meetings related to the implementation of the use of National Systems. Participate in meetings and support complex process activities, as well as the implementation of the use of National Systems.
  •  Technically support the process of continuous improvement of the procurement function and implement the products issued by the interdepartmental working groups. ∙ Support the EA of Honduras in the ex post procurement review process. ∙ Support the activities foreseen in the trust supervision plans, contributing to the preparation of the periodic reports of supervision and progress of the project.
  •  Review of proposals for plans for acquisitions of operations in execution and their possible modifications, in order to verify compliance with the Bank’s Procurement Policies, in the prior review process for the issuance of the corresponding mandatory concept.
  •  Participate in the missions of the project teams in which the EA was convened. Collaborate in the preparation of reports from the portfolio of projects in execution, based on the information contained in the procurement plans. Analysis of protests or nonconformities received at the Bank in the framework of procurement processes subject to ex-ante review managed by units or executing agencies.
  •  Support, when required, in the preparation of instructions, flow charts, formats to facilitate the advice and training of the Executing Agencies in project acquisitions.
  •  Provide technical support in the collection and preparation of procurement performance indicators, participating in meetings, conducting research, processing data extracted from studies, and preparing reports and graphic presentations. Analysis of qualitative information on the Bank’s operations from other sources ( PMR, sector studies, etc ).
  •  Provide support in the preparation and updating of User Manuals and Tools and Guides: i ) Identify improvements for documents, manuals, guides and tools and present proposals ( continuous ); ii ) Support the preparation of User Guides for Bidding Documents, Manuals, and tools that are developed to improve the procurement fiduciary service.
  •  Provide technical support in the preparation of control boards ( Dashboards ), in monitoring the implementation of the strategy, planning and budget, and corporate indicators in the procurement area and in the preparation of the audiovisual material necessary for the dissemination of activities.
  •  Provide technical advice in procurement consultations related to Technical Cooperations and other technical assistance operations.
  •  Support in facilitating training on procurement issues to Executing Units and external counterparts
  •  Develop other tasks that are identified by the supervisor for the operation of the area.
  •  Participate, together with the EA, actively in activities for the identification, preparation, execution ( implementation ), supervision and monitoring of projects, in compliance with the policies and procedures established by the Bank for contracting operations.
  •  Promote innovation in procurement management and ensure connectivity with customers, documenting time and cost savings.
  •  Support the preparation of guides and toolkits regarding the documents to be presented in the bidding processes.
  •  Support the service that the EA of the Honduran representation must provide, or any other where there is a need for business, in the activities that are requested

This is what you need:

  • Education: Master in economic areas, engineering, finance, project management. Postgraduate studies in topics related to consulting are valued.
  • Experience: Minimum experience of five ( 5 ) years in the performance verified in the procurement area as Coordinator, Specialist, Analyst or similar position in the area of acquisitions of public or private entity, applying IDB / WB Procurement and Contracting Policies preferably and / or CABEI, UNDB, EU or another multilateral organization with specific procurement policies. In this case, you will undertake to carry out the Bank’s Procurement Certification as soon as the contract is signed.
  • Languages: Mastery of Spanish, both oral and written. Fluency in the English language.

  •  Certifications: Project Management, – PMI or PM4R, and fluency in use of MS Project are highly desirable.

Requirements:

  • Citizenship: You are a citizen of Honduras or a citizen of one of our 48 member countries, with residence or legal permission to work in Honduras .
  • Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.

Type of contract and duration:

  • Contract Type : National Full Time Consultant ( CNS ).
  • Duration : 12 months ( up to 36 months ).
  • Labor location : On Site.
