Organisational Setting and ReportingThis post is located in the Central and Southern Africa Division of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA/DPO). The Division is tasked with monitoring and reporting on major developments in the countries under its purview, and recommending actions for addressing the related challenges, risks and threats. The Political Affairs Officer reports to the Director of the Central and Southern Africa Division and the Deputy Director for Central and Southern Africa (political, non-mission and regional work and special political mission backstopping) through the Senior Political Affairs Officer/Team Leader for the Great Lakes and Southern Africa.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

  •  Gathers, selects and analyses information contained in communications and publications received from different sources, including the press;
  •  Keeps abreast of and maintains an up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the countries and thematic mandates for which the staff member is responsible;
  •  Monitors national and regional level political developments in order to provide early warning advice to senior UN officials;
  •  Provides technical and substantive back up in the implementation of mandates of the office, branch or unit;
  •  Maintains contacts and liaise with other sectors of the UN, international organizations and governments on coordination and policy matters;
  •  Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations;
  •  Participates in fact-finding and other missions to countries within assigned area of responsibility;
  •  Participates in provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and /or special missions;
  •  Prepares meeting and background notes, and analytical papers on sensitive and high profile matters for the SG/DSG/USG with officials from countries within the region;
  •  Performs other related duties as required. Work implies frequent interaction with the following: Staff in DPPA, DPO, DDA and UNDP, and the economic commissions; Staff in the field; Department of Global Communication; Legal staff; Permanent Missions and members of delegations to the UN; Staff of specialized agencies, representatives of non-governmental organisations, regional intergovernmental organisations, academic institutions and civil society. Results Expected: Carries out assignments to completion, including required consultations, with skilful analyses of complex problems and timely action, coherent decisions and clear communication.

EducationAdvanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work ExperienceExperience in working in the Great Lakes region or on Great Lakes region issues is required. Experience in working on conflict or post-conflict situations is required. Experience in backstopping a United Nations Special Political Mission at UN Headquarters is required. Experience in working in the United Nations or other similar international organization is desirable. A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in spoken and written English is required. Fluency in spoken and written French is desirable. Knowledge of another official United Nations language is an advantage.
