Context:

Under the overall supervision of the Director, Department of Mobility Pathways and Inclusion (DMPI), and the direct supervision of the Head, Immigration Border Governance Division, and in coordination with Unit Heads, the Policy Officer (IBG) will be accountable and responsible for the coordination of IBG policy development related to institutional priorities, strategic initiatives, and the provision of technical guidance and expert support for IBG programmes and resources for regional thematic specialists (RTSs), in addition to overseeing knowledge management and reporting activities for the Division.

Core Functions / Responsibilities:

  1. Coordinate IBG policy initiatives focused on the development, consolidation, and expansion of regular pathways for migration. This includes coordination with the Regular Pathways Secretariat and the implementation of IOM’s Strategic Plan, as well as inputs for internal and UN inter-agency requests and priorities such as the Sustainable Development Goals, the UN Network for Migration, and other processes, as needed.
  2. Facilitate internal coordination and development of strategic policy advice on specific migration management issues and trends for the IBG Division, and in collaboration with other Divisions within DMPI and beyond, including with an emphasis on emerging and cross-cutting issues such as analyzing regional and national immigration policies and practices and capacity development for government officials.
  3. Prepare briefings and provide thematic guidance to Regional and IOM Country Offices to support the implementation of the Global Compact for Migration (GCM), including coordination with IBG representatives in terms of promoting the interlinkages with the UN Migration Network and related Working Groups as requested, in line with Objective 5 of the GCM.
  4. Provide substantive support to the IBG HQ thematic units for the development and roll-out of strategic documents and initiatives, including thematic strategies and outreach activities, in coordination with relevant Regional IBG Specialists, under the coordination of the Head of the IBG Division.
  5. Engage in consultations and coordination with the relevant Divisions and RTSs to promote institutional policy and programmatic coherence, as well as clarity and consistency of messaging towards external partners and stakeholders.
  6. Contribute to the development of internal knowledge management practices covering both migration policy, internal policies, and IBG programmes by responding, or channelling, queries from HQ Divisions, Regional and IOM Country Offices, and external counterparts. This includes informing IBG staff globally on the roll-out of institutional updates and guidance materials.
  7. Advise IBG programme and project managers on the Strategic Results Framework and results-based management processes (timelines, requirements etc.), and when required support the drafting of reports to be submitted to the DMPI Director, Executive Office (EO), and other relevant areas as needed.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Law, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in liaising with Government authorities, other national and multilateral institutions and donors;
  • Experience in the field of migration issues, including operational and field experience, project development and management;
  • Experience working in a multilateral system, preferably UN context, along with familiarity with the UN system, its agencies, funds and programmes;
  • Demonstrated experience and good skills to foster collaborative approaches between a wide range of actors;
  • Experience in public policy making, advocacy and intergovernmental decision-making;
  • Experience in report writing and project implementation;
  • Experience in organizing and chairing seminars/events in collaboration with UN and/or non-governmental organization (NGO) partners;
  • Experience with strategic planning and demonstrated expertise in reporting and delivering presentations; and,
  • Experience in the thematic areas relevant to IBG, such as:
    • Policy and operational frameworks for regular migration pathways;
    • Migration and border governance practices;
    • Immigration and Border Management
    • Admission and stay frameworks;
    • Visa policies and procedures;
    • Complementary pathways for migration;
    • Family reunification programmes;
    • Humanitarian admission channels;
    • Counter migrant smuggling and irregular migration;
    • Legal identity;
    • Readmission

Skills

  • International standards and practices in the above, and related, areas of migration management;
  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities; • Excellent leadership, coordination, and information management skills;
  • Detailed knowledge of the UN System, NGOs and other international organizations/institutions;• Knowledge of migration data, labour migration patterns in the relevant region and ability to negotiate with government authorities;
  • Strong conceptualization, analytical and writing skills; and,
  • Strong communication, organizational and interpersonal relationship skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
