PIROI – Coordinator of administration, finance and human resources At French Red Cross


Context

The French Red Cross (CRf) has been implementing since 2000 a regional Disaster Risk Management (CRM) program from the « Regional Action Platform of the’Indian Ocean » (PIROI)) based in the’island of Reunion. In close coordination with the international components of the Red Cross and the National Societies members of the PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Reunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of natural and health-related disasters and the effects of climate change on the populations of the southwestern zone of the Indian Ocean’.

The 2021 – 2025 strategic framework of the PIROI includes the following four strategic axes :

  • Axis 1: The knowledge and skills of disaster management actors are improved regarding risks related to natural hazards, health crises and climate change.
  • Axis 2: The capacities of disaster management actors are strengthened in the management of risks related to natural hazards, health crises and climate change.
  • Axis 3: The populations of the southwest of the’Indian Ocean are better informed and prepared in the face of risks related to natural hazards, health crises and climate change.
  • Axis 4: Populations affected by a disaster related to natural hazards receive emergency assistance’ meeting their priority needs and contributing to their recovery.

General description of the position

Under the responsibility of the head of delegation, the/the holder of the post is responsible for the financial implementation of the programs for which he/she reports. He/she is the guarantor of the proper use of the funds from which PIROI benefits.

In the accomplishment of the’ of all his tasks, he/she complies with the guidelines of the’ of all donors (European Union, Territorial Communities, MAE, AFD, …), as well as’s CRf procedures and the legislation in force in the countries concerned.

The/coordinator is also in charge of the monitoring and development of the human resources management policy.

The/the holder of the post has the following objectives :

  • Objective 1 : Coordinate administrative and accounting management
  • Objective 2 : To manage budget management
  • Objective 3 : Support the’ emergency operations as defined in the Regional Operational Device (DROP) and field programs
  • Objective 4 : Coordinate human resources management

The/the holder of the post may be required to make trips to the region, including in an emergency.

Description of tasks / Responsibilities

Objective 1 : Coordinate administrative and accounting management

  • Oversee monthly accounting seizures and closures,’archiving and transmission to the FIU headquarters of all accounting documents
  • To monitor and validate financial flows and disbursements in accordance with internal procedures. Making payments and ensuring the proper collection of subsidies and/or repayments
  • Oversee audits (Prepare and make available all relevant or requested documents in the event of internal or external’audit. Is the PIROI reference during audits, coordinate the’operation with all departments)
  • Ensure compliance with the financial procedures of donors within the delegation but also with the partners of the CR/CR Movement
  • Consolidate and prepare the financial reports of the PIROI funders in accordance with their requirements
  • Ensure the’interface with banking institutions

Objective 2 : To manage budget management

  • Support the head of delegation in the establishment of the financial and budgetary strategy of PIROI
  • Advise the Head of delegation in the budgetary management of the delegation and optimize costs
  • Participate in the preparation of budgets in the context of requests for funding.
  • Produce financial and budgetary documents for donors in accordance with internal and external procedures and shall ensure consistency between activities and the financial resources required
  • Coordinate the monthly/annual update of the’ set of budgets of PIROI, in connection with the operational and support teams and under the control of the headquarters
  • Consolidate monthly the state of consumption of the different budgets
  • Anticipate the estimated disbursements of the various contracts
  • Organize with the logistics department the planning of purchases and commitments and S’sassure of a fluidity of the transmission of information
  • Communicate and make available to support services, the Head of delegation or headquarters, on request, the relevant budgetary/financial information

Objective 3 : Support the’ emergency operations as defined in the Regional Operational Device (DROP) and field programs

  • In the event of an emergency’ provide the necessary support in its field of competence for the assembly of operations and the smooth running of response activities
  • Carry out, if necessary,’ support missions in the/affected countries/territories(s)
  • Validate in agreement with the Head of Delegation, the applications for financing of the National Societies (SN). Ensure the payment of advances and monitor the interim and final financial reports of the partners
  • Formalize and’ ensure compliance with the rules and procedures defined in the partnership agreements linking the FIU to the partners
  • Propose and update tools to ensure the proper use of funds granted by PIROI to partners. S’sensure of their good understanding and implementation with SN beneficiaries
  • Participate in the’ identification of training and skills building needs of counterparts of SN partners of PIROI. Co-facilitate training in administrative and financial management for SN partner teams

Objective 4 : Coordinate human resources management

  • Coordinate the management of human resources of PIROI with the’team, in compliance with the HR guidelines
  • Deploy, monitor and update the delegation’s human resources management policy in coordination with the Head of Delegation
  • Coordinate the administrative and contractual follow-up of staff
  • Coordinate the’recruitment activity and drive the recruitment process with the’team
  • Understand and decline the HR strategy of the Red Cross on its perimeter
  • Determine projects or actions to be implemented according to this strategy and the expectations of the operational staff
  • Contribute and support the teams in the implementation of the evolutions of HR tools

Skills and knowledge required

  • Rigor, initiative and adaptability
  • Analysis and synthesis capacities
  • English and French compulsory
  • Control of the pack office, knowledge of SAGA
  • Knowledge of the procedures of the main donors ( FEDER / Interreg, AFD,
  • Knowledge of CRF procedures
  • Organizational rigor, good editorial and synthesis capacity

Training and Experiences

  • Management control training, finance, general administration, management or Master type accounting
  • At least 5 years of experience in humanitarian organizations or solidarity in Admin/Finance positions
  • 2-3 years management experience of’teams
  • Experience in the field of’humanitaire
