ALIMA PRESENTATION

THE ALIMA SPIRIT : The raison d’être of ALIMA is to save lives and treat the most vulnerable populations, without any discrimination in identity, religion or politics, through actions based on proximity, innovation and the alliance of organizations and individuals. We act with humanism, impartiality and respect for ethics universal medical. To access patients and patients, we are committed to intervening in a neutral and independent manner.

CARE – INNOVATE – TOGETHER :Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 countries of’Africa. In 2022, we developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All these projects are in support of national health authorities through nearly 511 health facilities (including 47 hospitals and 464 health centres). We work in partnership, including with local NGOs, as soon as possible to improve access and transfer of skills that ensures the sustainability of our actions to our patients. In addition, to improve the humanitarian response, we conduct operational and clinical research projects, including,in particular to combat malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM :More than 2,000 people are currently working for ALIMA. The field teams, as close as possible to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention’. These receive the support of the 4 desk teams and the’ team of the emergency department and openings based at the operational headquarters of Dakar, Senegal. The teams of Paris and New York are actively working on fundraising and’ at the representation of’ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of’ other organizations such as BEFEN Medical NGOs, Health ALERT, SOS Doctors, KEOOGO, AMCP-SP, and others, DEMTOU-Humanitaire, the research organizations PAC-CI, Inserm, the Universities of Bordeaux or Copenhagen and many others.

LOCATION OF THE POST : The position is based in Central African Republic (CAR).

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: In the course of his duties, the incumbent of the position will be required to visit the programs and be in contact with children and/or vulnerable adults. Therefore, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the’ impossibility of providing a criminal record or a certificate of good life and morals is noted, a declaration on the’honneur will be requested.

ALIMA IN CENTRAL AFRICA

Present in the Central African Republic since October 2013,’ong ALIMA has extended its interventions in several health regions of the country. Since the first half of 2024, ALIMA has been piloting 9 projects in 4 health regions (RS1, RS4, RS3, RS6 and RS7), 6 health districts (Bocaranga Koui, Ngaoudaye, Bimbo, Boda, etc, Obo and Zemio; Bamingui, Paoua , Carnot) and in perspective Berberati.

Projects in progress :

Health & Nutrition : Project to rehabilitate the health system in the health district of Haut-Mbomou, it provides care for vulnerable populations in Zemio and Obo.

Health and nutrition : Responses to emergencies to ensure access to health care for displaced populations and hosts affected by the crisis in Upper Mbomou in Zemio, Bambouti, Djemah, etc, Mboki and Obo (Emergency Response to ensure access to health care for IDP and host populations affected by the crisis in the Haut-Mbomou prefecture).

Health and Nutrition : ’ project Emergency medical and psychosocial assistance, prevention and community-based response of GBVs for the host and displaced populations of Haut Mbomou (funding from FH).

Health, Nutrition and SSR : Project to strengthen the resilience of the local health system and the’commitment of communities in order to improve the’offers quality health care and services with focus on SMI/SSR. (NDICI funding in the health districts of Bimbo and Boda).

Health and Nutrition : Medical assistance project for host and displaced populations in the Bamingui sub-prefecture (Bamingui Bangoran Health District).

Health & MRR : ’ emergency medical and nutritional assistance project for displaced populations and hosts affected by the crisis in the health districts of Nana-Gribizi, Bocaranga-Koui and Ngaoundaye.

SSR : Improved access to sexual and reproductive health information and services in the health districts of Bimbo, Boda, Bocaranga and Bogoua (project funded by UNFPA – ECHO).

Health: Partnering to implement Gavi’s 2021–2025 Strategy (Gavi 5.0) to reach zero-dose children with immuniz ation services in fragile and conflict settings in the health districts of Boda, Bimbo, Carnot, France, Paoua and Kemo.

SSR : Wakobo Ti Kodro – SSR Research Project (Integration of traditional matrons in the monitoring of at-risk pregnancies in the health district of Bimbo with the help of a mobile/tablet application).

FUNCTIONAL AND HIERARCHICAL LINKS

You have under your responsibility the pharmacist manager and in turn the stock managers

MISSION

You are responsible for the’ analysis of the needs for medicines and medical equipment, and watch over the quality of the products used and their availability in the field. You are the.la :

  • Guarantor of the good management of medicines throughout the mission
  • Bridge between our activities and the issues of medicines related to the national pharmacy policies
  • Responsible for strengthening the HR skills of our pharmacies as well as those of supported health structures
  • Responsible for defining the drug circuit in accordance with donor requirements

MAIN ACTIVITIES

1. General supervision of pharmacies Country

  • Provide technical support in the organisation of distribution units (central and/or project storage) and consumption units: layout of premises, storage and classification of products, storage conditions, etc, hygiene…
  • Set up and supervise the appropriate use of pharmacy management and monitoring tools (stock sheets, order sheet, Saga stock, reporting Saga stock, etc..).
  • Provide technical support and ensure proper management of distribution and consumption units: inputs, outputs, receptions, deliveries, stock rotations, consumptions, expiry dates, etc, theoretical and physical inventories, expired drugs, etc.
  • S’insure of regular inspection, completion/filling and trunks/cases of’urgence.
  • S’ ensure that temperature, humidity and light exposure are appropriate to drugs in the pharmacy, according to the’ applying standard procedures.
  • S’ensure of the good behavior of the cold chain, according to the ALIMA standards.
  • Ensure a monthly monitoring of the state of stocks (risk of rupture, rupture, overstock, dormant stock, products close to expiry, etc, ’ inventory deviations) and give feedback from the monthly reports of pharmacies to the medical coordination
  • Regularly travel to projects to ensure supervision and follow-up of pharmacy-related activities on the grounds
  • Train pharmacy management personnel on the knowledge and management of drugs, materials or items commonly used or ordered by project inventories.

2. Management of’sprocurement of medicines and equipment

  • Ensuring the existence and proper functioning of’a’s supply circuit for medicines and medical equipment (procedures, timetables, etc.)
  • Elaborate internal medical orders: as much in terms of periodicity (taking into account geographical, security, security constraints, operational and financial) as needs (according to the average monthly consumptions analyzed with stock rotations and epidemiological factors).
  • Ensure a clear and consistent distribution circuit/system between the different units (distribution /consumption), including the’assignment of responsibilities among the staff involved.
  • Encourage interdepartmental communication and exchange of’ information on the state of Central stocks and on projects, pharmacy management and monitoring of activities, and, for better management and use of medical stock.
  • Collect and record all data and indicators for the purpose of the mission’s reports (monthly, quarterly, annual).
  • Follow up real and theoretical consumption (according to Saga stock) and in the development, consolidation, planning and follow-up of international medical orders, including the budgeting part with finance and logistics, as well as taking the necessary measures during delivery delays, risks of stock shortages, etc.
  • Establish applications for’ import authorization (products requiring one) and supervise the’ procurement from national authorities and assist logistics, if necessary, in the procedures for customs clearance of medical orders.
  • Ensure that the final version of the orders is transmitted to the land (delays, quantities, etc..).
  • Follow-up of current orders (reception, backorders).

3. Management of distribution units (central pharmacy, project pharmacies)

  • S’ensure of the correct storage and’identification of the articles according to the ALIMA standards.
  • Ensure storage conditions according to ALIMA standards (hygiene, temperature, ventilation, storage, safety), special attention given to dangerous products, those requiring a cold chain and narcotics.
  • S’assure of the correct use of stock records (input/outputs/inventories/signature to each line etc..).
  • Supervise and/or participate in regular physical inventories (every quarter/before the end of donor contracts /and always before the preparation of orders) complete and mandatory.
  • Establish an inventory report (with initialled and archived copy) after each complete inventory and take advantage to value the stock.
  • Continuously monitor products with an expiry date of less than 6 months, report to the Medical Coordination and make proposals.
  • S’ensure of the constant maintenance of the register of psychotropic and narcotic drugs ; of the register of expired products
  • Track monthly donations, loans and repayments of products between projects or to third parties.
  • Ensure the follow-up of the expiry dates of the articles, the state of completion and the rotation of emergency rooms, first aid kits and pharmacies of offices and / or houses expats according to the respective pre-established frequency.

4. Country support

  • Stay properly informed about national import regulations as well as any possible change in procedures.
  • Know national standards for the destruction of perishable medical articles and advocacy for adequacy to international standards.
  • Communicate regularly with logistics, administration and finance on medical supply.
  • Set up the information, validation and reporting circuit within the medical supply chain in connection with the Medical and Logistics Department.
  • Set up the’regular meeting organization, to improve communication and sharing of’ information essential for operations.
  • Report regularly to the Medical Coordination (at least monthly and whenever considered necessary) the situation of the pharmacy: state of play, expiry of medicines, consumption, etc, prevention of stockouts, etc., by means of the monthly pharmacy report

5. Capacity building and team leadership

  • Define, with the help of the direct managers of the people concerned, the training needs of the teams involved in the management of the pharmacy, in line with the objectives of the project.
  • Participate in the training of the members of the teams in charge of the management of pharmacies in the projects by the’ accompaniment in the work.
  • Participate in the selection and monitoring of staff responsible for pharmacies.
  • Collaborate in the clear definition of tasks and the regular updating of pharmacy managers’ Post Profiles.
  • Attend the’assessment of the technical and’ capacities of the agents involved in the management of pharmacies.

EXPERIENCES AND COMPETENCES

Formation
You hold a Diploma, Master level or equivalent in (in Pharmacy), you have professional experience of’ at least 2 years on a similar position, in a context of medical intervention humanitarian, experience in the management of’team and’supervision. You have a good capacity for’analysis, teamwork in multicultural contexts and’organization.
Languages
Good written and oral expression in french and english.

CONDITIONS

Duration and type of contract : CDD of French law – 6 months with possibility of extension.

Taking post : August 2024.

Salary : Level 9 of the Expat grid + EXPERIENCE + PARTIEM
