Partnership and Local Humanitarian Leadership (LHL) Adviser At Oxfam


JOB PURPOSE:

The Partnership & LHL Advisor role is part of the PST team, in the Global humanitarian Team. Job Purpose is to drive high quality responses by contributing to high quality partnerships and local humanitarian leadership (LHL) ways of working, working alongside and jointly with Oxfam country teams, regional structures and other GHT Advisors, to contribute to and achieve high quality and effective emergency responses.

Together with Oxfam teams and partners, the role aims to contribute to improved quality of humanitarian programming (including the impact of partnerships) and increased Strength, Voice and Space of local actors in leading humanitarian action. The role will be accountable for enhancing, mainstreaming, and supporting partnership and LHL capacity and ways of working consistently across responses through supporting program and business support teams in meeting Oxfam’s Partnership and LHL ambitions, commitments and ways of working.

The Partnership & LHL Advisor role will contribute to research and development that informs the humanitarian community internally and externally through learning and best practice development in Partnership and Local Leadership.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Provide technical support to country programmes and regional platforms (45%)

  • Provide technical support to countries and regions to translate Oxfam’s Partnership and LHL ways of working, commitments and ambitions into effective humanitarian programming, influencing and strategy development, adapted to specific contexts.
  • Advise programme and business support staff and managers on improving humanitarian programme quality by ensuring principled, diverse and effective collaborative relations between Oxfam and partners throughout the programme cycle (assessment, planning, implementation monitoring and evaluation).
  • Support country, response and project teams to identify, assess, mitigate, manage and solve partnership related risks and challenges in Oxfam humanitarian programs

Organisational Capacity Development (25%)

  • Collaborate closely with peer advisors, countries and regions to learn from, and further embed, Partnership and Local Humanitarian Leadership in sector strategies, priorities, and ways of working.
  • Provide support to country offices and programs in assessing and strengthening partner organisations’ capacity, systems, and processes in support of responses and Local Humanitarian Leadership.
  • Further develop and deliver Oxfam’s approaches to capacity development in support of emergency responses that are aligned to strengthening the capacity, voice and space of local and national humanitarian actors to take on an increased and more prominent role in humanitarian response.

Knowledge sharing, learning and growth of the Partnership & LHL agenda (10%)

  • Identify and create opportunities for peer-to-peer learning and exchange between Partnership and LHL staff and focal points, key SMT staff, the confederation, and with external networks and allies.
  • Promote learning on Partnership and LHL from existing partnership and LHL models to further advance the Oxfam localisation agenda and push its roll-out by providing support to more innovative approaches to partnership-centric and locally-led, and feminist humanitarian responses.
  • Develop initiatives for and lead on assigned projects for the development and transfer of Partnership and LHL best practice in humanitarian programmes

Contribute to learning and influencing the humanitarian sector as a whole (5%)

  • Collaborate with Oxfam affiliates and other partners to further develop the LHL/Localisation learning agenda through piloting innovative approaches in support of Partnership and LHL agenda (such as Increased and more flexible funding to local responders, capacity sharing, networked response approaches, feminist local humanitarian leadership, refugee leadership, and more).
  • Represent Oxfam at external fora on areas of work, influence the sector and contribute to broader influence of humanitarian sector as a whole.

Oversee and manage Partnership & Local Humanitarian Leadership Humanitarian Support Personnel and other surge capacity to humanitarian programmes (15%)

  • Line manage Humanitarian Support Personnel and on occasion others such as consultants.
  • Budget holder for two HSPs and decision maker on deployments to responses.
  • Maintain and ensure capacity and competency of the partnership and LHL HSP emergency register in collaboration with HR

EXPERIENCE, KNOWLEDGE & COMPETENCIES:

Essential:

  • In-depth knowledge and proven practical experience in Humanitarian Partnership management, including project delivery and in an international humanitarian complex crisis context.
  • Experience & knowledge of the international humanitarian sector and understanding of humanitarian standards, principles and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards.
  • Experience in providing advisory support to both senior managers and programme staff, and well developed ability to facilitate learning, knowledge management and innovative capacity development schemes.

Desirable:

  • Ability to work in Spanish and/or Arabic
  • Ability to represent Oxfam at a strategic level and in high profile environments, including strong self awareness and excellent inter-personal communication, facilitation and partnership building skills.
