UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF), and acting as the Principal Recipient for the Global Fund in Myanmar. UNOPS provides procurement, infrastructure, and project management services to a wide range of organisations in the country, including international development partners, other UN agencies, NGOs, and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Access to Health Fund

The Access to Health Fund aims to improve Health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems.

The Access to Health Fund is supported by the United Kingdom, Sweden, the United States, Switzerland, Canada, Australia and Norway. The other multilateral financing institutions also provides a dedicated fund to Access to Health with the similar vision of reaching essential health services to marginalized and vulnerable populations in conflict affected and hard-to-reach areas.

Under the overall leadership of the Senior Program Manager, with the support of the Communications Manager, the Partnership Analyst will support the Senior Program Manager of the Access to Health Fund in the implementation of activities related to partnership coordination, project management, reporting and communications under the Fund.

The Partnership Analyst is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the direct supervision of the Senior Program Manager (Access to Health Fund), the Partnership Analyst will coordinate communications tasks and assist the Senior Program Manager as needed in donor and implementing partner relations.

Key responsibilities include: Reporting, Communications, Information and Knowledge Management

  •  Coordinate, prepare and quality control programme-specific annual and progress reporting requirements and coordinate these reports with the Access to Health Fund overall reports (content, writing, editing, layout, publishing) to deadline and specifications, including: Narrative Reporting, Environmental Social Monitoring Framework (ESMF) Reporting, Gender Action Plan (GAP) Reporting
  •  Manage the delivery of other donor reporting requirements including ad hoc requests
  •  Oversee communications activities and ensure synergies between related aspects of the Access to Health Fund and other stakeholders, including close coordination and support for the Access to Health Communications Team
    •  Coordinate with the Communications Manager of the Access to Health Fund and Communications Analyst to implement the Communications Strategy
    •  Ensure implementation of visibility requirements for implementing partners
    •  Maintain relations with donors through regular communication and reporting
    •  Manage communications products, including the preparation of factsheets and materials needed for workshops, seminars, briefings, and events
    •  Identifying and obtaining feature stories and other materials to facilitate global/regional advocacy;

Coordination and Partnerships

Coordinate with the Programme Team and development partners to produce project deliverables in a quality and timely manner, support information sharing, and ensure alignment and synergies across Access to Health Fund geographies and thematic areas.

  •  Coordinate implementation of Gender Action Plan, including establish Gender Group and oversee activities;
  •  In partnership with the Gender and PSEA team, ensure project activities have mainstreamed the UNOPS PSEA Minimum Requirements
  •  Coordinate implementation of safeguarding requirements, including coordinating with the Infrastructure Unit
  •  Work closely with Programme and Strategy colleagues to ensure coordination, information sharing, alignment and synergies across Access to Health Fund geographies and thematic areas
  •  Support development of risk register, including identifying and mitigating risks to support implementation of project activities and progress towards programme outcomes. Develop, implement, and update mitigation plan(s) for identified risks.
  •  In partnership with the Health for All Team, and together with Senior Programme Manager, ensure that programme activities are aligned to the Access to Health Fund cross cutting themes, which include gender equality, accountability, disability inclusion, conflict sensitivity, emergency response
  •  Coordinate programme visits and monitoring
  •  Coordinate with local organizations and implementing partners
  •  Keep the Access to Health Fund and its key partners abreast of developments in the relevant geographic area

Assist in any other other functions as assigned by the supervisor.

Education/Experience/Language requirements

Education

  •  Master’s degree in communication, media studies, journalism, international relations, public/media relations, public relations, management, development or any other related field is required.
  •  A Bachelor’s Degree in combination with 2 additional years of relevant experience may be accepted in lieu of the Master’s Degree.

Work Experience

  •  Two years of experience in communications, programme management or coordination is required.
  •  Excellent interpersonal relation and communication skills and ability to maintain strong relations is required
  •  Excellent English writing and editing skills skills is required
  •  Experience in report writing is required
  •  Experience in project management and coordinations is an asset
  •  Experience in donor relation is an asset
  •  Previous relevant work experience such as journalism/press, public health, public/media relations, marketing, international relations, writing/editing (including grant/proposal writing), research or any other related fields is required.
  •  Previous working experience in a similar position with UN, NGO or private organisations would be an asset.
  •  Experience in personnel management is an asset.
  •  Strong organizational and multitasking skills is required

5.Language

  •  Fluency in both written and spoken English is a strong requirement.
