UNDP plays an important role in supporting health outcomes by helping countries to tackle the social, cultural and economic determinants of HIV and health, in partnership with United Nations agencies and other organizations. This is done as part of UNDP’s core work to reduce the inequalities and social exclusion that cause HIV and health problems, promote effective and inclusive governance for health and build resilient and sustainable health systems. UNDP also contributes through its coordinating role by bringing together multiple partners and resources at the national and local levels.

As a historic and trusted partner of the Global Fund ( FM ), the added value of UNDP is to provide an integrated set of development solutions to strengthen institutions to provide health services. Through its contributions as interim main recipient ( PR ) and technical assistance provider in more than 53 countries since 2003, the provision by UNDP of integrated policy support, the implementation and development of capacities in countries has produced significant health and development results in difficult operational environments. Proactive risk management and investment in sustainability are the cornerstones of the UNDP portfolio management approach and the provision of’technical assistance to national counterparts during all implementation phases, strengthening of legislation, policies and regulatory frameworks, and capacity building in key functional areas, including financial management and health information, systems management, procurement and the supply chain. UNDP was identified as interim PR for the HIV and Tuberculosis program funded by the Global Fund in Congo for the period from January 1, 2021 to December 31, 2023. UNDP will implement the program in close coordination with national partners, including disease control programs, the CAMEPS central purchasing office, NGOs, technical partners and agencies of the United Nations system. Program management will be in accordance with UNDP rules, policies and procedures, grant agreements and agreements between UNDP and the FM, in collaboration with national stakeholders, and in close coordination with the FM ( including the local agent of the Fund ), the CCN ( National Coordination Mechanism ), technical partners and United Nations agencies,the GF / HIST support team and the UNDP program and operations units.

In order to ensure planning, programmatic and operational management and project supervision in order to achieve its goals and objectives, a dedicated ( UGP ) project management unit has been created and will be managed by an International Project Coordinator. A Logistician Partner is recruited by the UNDP and will work under the supervision of the Purchasing Specialist and the Logistics Chain.

3. Functions and responsibilities

The Logistician Associate will perform the following tasks : A / – Purchases

  •  Assist the Purchasing Management Specialist in the effective implementation of the purchasing plan for health and non-health products ;
  •  Support the preparation of calls for tenders, requests for quotations, quotes, etc., in accordance with international and national ( purchasing procedures,
  •  Support the Purchasing Management Specialist and the GAS team in relations with suppliers and the UNDP procurement team in Copenhagen ;
  •  Execute the preparation of requisitions in Atlas.

B / – Supply chain

  •  Ensure that storage spaces have appropriate conditions and are available before orders arrive ;
  •  Ensure the preparation and obtaining of the administrative documents necessary for the customs exemption of products, the immediate removal, as well as the clearance of files ;
  •  Carry out formalities relating to the removal of products as soon as they arrive in the country ;
  •  Ensure adequate storage of products in the central store and peripheral warehouses ;
  •  Carry out periodic checks in storage stores to verify compliance of storage conditions with the required standards
  •  Coordinate, participate, support in physical inventories at central and peripheral level ;
  •  Supervise the distribution of products financed by the Global Fund in stores and processing sites and ensure the return and archiving of documentation ;
  •  Support the preparation of transport plans ;
  •  Supervise the transport of health inputs ;
  •  Report to the supervisor any deviation relating to storage, inventory management and distribution of inputs ;
  •  Propose improvement measures ;
  •  Support and supervise the preparation of orders according to schedule ;
  •  Ensure that requisitions are made on schedule and follow up on them ;
  •  Support programs for the validation of orders in collaboration with the specialist in health product management ;
  •  Support capacity building initiatives in the supply chain ;

C / – Miscellaneous

  •  Support the country office as part of the audit procedures ;
  •  Any other task requested by the supervisor.

4. Institutional arrangement

The Logistics Association of the project will work under the supervision of the Specialist in Purchasing and Logistics Chain Management and under the control and direct supervision of the project coordinator.

5. Minimum qualifications

Theoretical education min.

  •  Degree in management, logistics or equivalent.

Minimum number of years of experience

  •  At least 4 years of relevant logistics experience ;
  •  Knowledge of supply chain principles
  •  Experience in a public health organization would be an asset ;
  •  Experience in inventory management would be an asset ;
  •  Distribution monitoring experience would be an asset ;
  •  Experience in inter-institutional technical coordination desirable.

6. Travel

a ) The UNDP will cover for live candidates outside the department of Brazzaville, the person’s travel expenses to the place of employment, as well as his return to his home after his services are completed.
