PURPOSE OF CONSULTANCY

A PAHO Consultant may be engaged on a full-time or part-time basis for the purpose of performing a specific time-limited piece of work for PAHO in a technical advisory capacity or consultative capacity. Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries ( including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc.

Internationally-hired consultant: An internationally-hired consultant is a person who is not living or residing in the country and who has been hired from outside the country where the work is to be performed. The work performed by internationally-hired consultants is regional or subregional in scope ( not country specific ). An international consultant will normally be hired for periods not exceeding a continuous duration of up to one ( 1 ) year, renewable for a second period of up to one ( 1 ) year, for the same tasks as described in the ToRs, within the same work plan and / or project. Upon completion of a series of continuous contracts that equal 24 months in duration.

Pay Band B-Middle level is applicable cases where the work is at a level equivalent to work at the P.3 / P.4 levels. This pay band should be used for work that requires a number of years of first-hand technical experience in the subject matter area of work

DESCRIPTION OF DUTIES:

Objectives of the Department

The objective of the Emergency Department ( PHE ) of the Pan American Health Organization ( PAHO / WHO ) is to increase resilience to emergencies and disasters. PHE assists Member States in strengthening the capacities of the health sector in prevention, risk reduction, preparedness, surveillance, early response and recovery for emergencies and disasters related to any natural, human-made, biological, chemical, radiological and other ( threats. Furthermore, when national capacities are overflowing, to direct and coordinate the international health response and contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations.

The International Health Regulations ( RSI ), approved by the 58th World Health Assembly in 2005 constitutes the legal framework that, among other aspects, defines basic national capacities, even at entry points, for the management of acute public health events of potential or real importance both nationally and internationally, as well as related administrative procedures.

The RSI ( 2005 ) aims and scope to prevent the international spread of disease, protect against that spread, control it and give it a proportionate and restricted public health response to public health risks, while avoiding unnecessary interference in international trade and traffic.

The Emergency Department ( PHE ) of the Pan American Health Organization ( PAHO / WHO ) is responsible for monitoring the implementation of the RSI to report to the PAHO / WHO Governing Bodies, including in strengthening these capacities and applying the ITN Monitoring and Evaluation framework in the Americas.

Organizational context

With the declaration of a Public Health Emergency of International Importance ( ESPII ) within the framework of the RSI ( 2005 ), PAHO/WHO monitors the implementation of the temporary and permanent recommendations issued by the WHO Director General.

Massive events are characterized by the concentration of people in a specific place for a specific purpose over a period of time. These events such as sports competitions, religious ceremonies, entertainment events, political rallies and cultural celebrations must be properly managed to avoid the risks of infectious diseases and put undue stress on health systems in host jurisdictions and potentially in jurisdictions of attendees upon returning home.

PAHO/WHO technically supports Member States of the Region of the Americas to incorporate the health component in pre-event planning until post-event evaluation to support authorities public health and others interested in managing large events safely and effectively for health.

Responsibilities:

Under the general supervision of the director of the Emergency Department and the direct supervision of the Regional Advisor of the International Health Regulations, the holder of this position is responsible for the following responsibilities, without being limited to them:

  •  Support monitoring of the implementation of the Temporary and Permanent Recommendations issued by the WHO Director General in the countries of the Region of the Americas, in the framework of the ESPII declaration.
  •  Support the authorities of the host countries of the Americas and the organizers of massive events, through training and implementation of the generic planning and evaluation tool for all risks.
  •  Keep the database of voluntary exercises of Voluntary External Evaluations / Joint External Evaluations, Simulations / Symbols and Post-action Exams ( EEV / JEE updated, SIMEX AAR ) carried out in the Region of the Americas as part of the RSI Monitoring and Evaluation Framework.

Education:

Especial: University degree in Health Sciences or Social Sciences Areas or Monitoring and Evaluation.

Desirable: Postgraduate ( Master’s or others ) in Epidemiology or Public Health with epidemiology courses.

Work experience:

Essential:

  • More than 5 years of experience in the Health Sector area.
  •  Experience in planning massive events or implementation / monitoring of temporary ESPII recommendations within the framework of the RSI or in the development of simulation exercises ( SIMEX ) in the context of the RSI.

Languages:

Essential: Excellent knowledge of Spanish. Desirable: Working capacity in English ( advanced level )

Additional skills:

  •  Management of MS Office, management computer tools or monitoring and evaluation.
  •  Experience in the implementation / monitoring of some of the competences of the International Health Regulations.

Ability to write technical and analytical reports.

Location:

The holder of this position must be based in a country in America. The owner is expected

of this position carry out your responsibilities remotely

Desirable: Availability to travel on missions to countries of the Region.

Estimated duration of the contract:

December 31, 2023. This consulting requires a full-time commitment.

Salary: Band B $ 5,166.00
