PURPOSE OF CONSULTANCY
A PAHO Consultant may be engaged on a full-time or part-time basis for the purpose of performing a specific time-limited piece of work for PAHO in a technical advisory capacity or consultative capacity. Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries ( including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc.
A national consultant is a locally-recruited national and / or a resident of the country where the work is to be performed. The work performed by a national consultant is local or national in scope and normally supports PAHO technical cooperation programs in the country. A national consultant will normally be hired for periods not exceeding a continuous duration of up to one ( 1 ) year, renewable, for the same tasks as described in the Terms of Reference, within the same work plan and / or project. Upon completion of a series of continuous or non-continuous contracts equaling 48 months maximum.
Pay Band B-Middle level is applicable cases where the work is at a level equivalent to work at the P.3 / P.4 levels. This pay band should be used for work that requires a number of years of first-hand technical experience in the subject matter area of work.. DESCRIPTION OF DUTIES:
Under the technical direction of the Advisor in the area of Health Systems and Services ( HSS ), responsible for the project and in general for the Representative of PAHO / WHO in Honduras, the scope of the work is as follows: Detail the work to be done:
- Accompaniment to second level care teams in the organization process and/or reorganization of hospital services to improve bed management and functional articulation with health services of the first level of care through the implementation of the referral and response system. This involves coordinating meetings, support to the technical teams of the prioritized hospitals for the preparation of plans and their follow-up with those responsible for the process in the Department of the First Level of Care in articulation with the Second Level of Care, as well as the selected Health Regions.
- Support the development of the capacities of professionals to improve the productive management of health services and their costs. This implies coordination with the PAHO team in charge of the subject, to carry out training on the use of the PERC tool for hospital planning and management.
- Accompaniment in the implementation of the processes of digital transformation of hospital services, through operational coordination in prioritized hospitals of initiatives related to the use of telemedicine and other technological tools that favor access to specialized care and continuity of care in network.
- Coordinated and collaborative work should be encouraged with the managers of the first, second level, achieving alliances and management agreements for the continuous care of patients throughout the service network in prioritized regions.
- Participate in PAHO / WHO institutional planning and programming processes, contributing their experience and knowledge in strategic decision-making.
- Establish mechanisms for monitoring and monitoring joint activities with counterparts and technicians from the relevant areas, ensuring adequate coordination and communication.
- Participate in meetings at national and international level that are relevant to the achievement of agreed products and services, fostering collaboration and the exchange of good practices.
Work methodology
The work should be coordinated with the management teams of the Networks in the Departments and of the prioritized Hospitals, as well as the healthcare and operational teams of the different specialized care units.
- Consulting requires the insertion of the professional in the work context of an international technical cooperation organization specialized in health.
- It should be incorporated as part of a work team made up of interdisciplinary and inter-programmatic national and international professionals at various levels or areas of complexities: local, national, so your availability to travel internally is necessary.
- Coordinate with counterparts from the second level of care of SESAL to support and monitor the implementation process of the Hospital Management Model.
- If documentation, data and other related products are generated during the consultancy, these must be attached in Word, Exel, and / formats/or file extensions that can be used and / or modified.
Expected products or services
- Reports of coordination and planning activities for technical support to health professionals in charge of hospitals and prioritized networks for the organization of hospital services, assessment of RISS and improvement plans in prioritized hospitals.
- Report on the development of processes related to monitoring the implementation of the Reference and Response System.
- Progress report on the development of the process of improving the management, organization and planning of human, physical and financial resources through the productive management of health services.
- Progress report on the implementation of actions related to digital transformation in the comprehensive network, including Telemedicine.
- Report of capacity building activities developed with their respective lists of participants, photographic archives.

Essential:
- Professional in health sciences, health services administration, biomedical or related engineering with a master’s degree in Public Health, Hospital Management, Project Management or related.
- Demonstrable experience in project management at the hospital level, including planning, management or hospital administration
Experience
Essential:
to. Minimum experience of 5 years in public health, hospital administration and management and / or quality.
b. Having worked at least 3 years in some dependency of the public health administration.
Desirable: c. Knowledge in the implementation of projects related to Integrated Health Services Networks at the level of the second level of care. d. Database management and software for project management. and. Knowledge of PAHO’s productive management methodology.
Languages
Spanish language command spoken and written ( indispensable requirement ) Intermediate English ( desirable requirement )
Knowledge of computer systems
Ability in the use of computer systems and the use of programs such as; Microsoft Office Word, Excel and Outlook. Knowledge of other computer programs: PowerPoint, Microsoft, SharePoint or other operating systems will be an advantage.

- The consultancy is of limited duration ( initially until December 31, 2023 ).
- The consultancy is classified in Band B, with monthly fee rank of L53,708.00.
- The consultancy is only available to applicants with Honduran nationality or current work permit.
