OSINT Data Analyst, LES 7 (Ukraine) At International Commission on Missing Persons


Background Information

ICMP is a treaty-based intergovernmental organization, based in The Hague, the Netherlands, that helps governments and other authorities to locate missing persons from conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. Ukraine Project

The authorities of Ukraine have requested immediate assistance by the International Commission on Missing Persons (ICMP) to account for missing and disappeared persons. ICMP will assist in finding missing persons, regardless of nationality, religion, role of the missing person in armed conflict, and will seek the cooperation of governments in such efforts as part of securing the rights of families of the missing and contributing to reinstating peace and stability.

  1. ICMP will support Ukraine in accounting for missing and disappeared persons, including through initiating a large-scale data collection program to investigate disappearances and the whereabouts of missing persons through measures including the following:
  • Implementing an outreach campaign in Ukraine with direct participation by those most affected by crimes currently being committed to obtain on a large-scale report of missing persons from families, including information about the missing person, the circumstances and location of their disappearance, photographs and other supporting data;
  • Advancing the reporting of locations where missing persons may be found, including mass graves, other illicit burial sites and surface locations, and places of detention, using ICMP’s Site Locator application for mobile phones;
  • Deploying ICMP’s MyFace application, which makes it possible to submit reports of missing persons seen alive and add information relevant to photographs displayed on ICMP’s website; and
  • Working with Ukrainian authorities on the ground to collect data for direct import into the ICMP data processing system, including documentary and other evidence of human rights violations, war crimes, crimes against humanity and genocide.

The OSINT Data Analyst is responsible for crowdsource the collection of Open-Source Intelligence in the process of accounting the missing persons in the context of the Ukraine conflict. Particularly focusing on the issue of missing and deported children in Ukraine. Together with the OSINT and Data System team, the OSINT Data Analyst will participate in developing standard operative procedures to power the data collection effort, including a strategy for engaging the wider community into collection, processing, and analysis of publicly available missing person data. Finally, the OSINT Data Analyst will support the development of new statistical and OSINT tools to ensure that the data collection methodology is carried out effectively and with the highest quality.

Under the overall guidance and supervision of the Director of Data Systems and Data Coordination and Head of Data Analysis Unit, the OSINT Data Analyst duties and responsibilities will include, but will not necessarily be limited to, the following:

  1. Support the development of a framework to investigate missing and deported children in Ukraine. Including selecting the necessary OSINT tools and methodology. (50%)
  2. Conduct data verification and data cleaning of information collected and received on missing persons in Ukraine. (15%)
  3. Compile new data sets and analyze various findings, and to present detailed statistical and research insights. (10%).
  4. Select and developing the necessary OSINT tools and methodology. (5%)
  5. Support ICMP data collection campaigns and to support the relevant partners in this process. (5%)
  6. Report and to contribute to the preparation of relevant internal and external reports and correspondence. (5%)
  7. Research new technologies and potential improvements of data analytics methodology (5%).
  8. Other related duties as assigned. (5%)

Qualifications

  • A Bachelor’s degree in data science, Computer Science, Information Technology, Security, Criminology, Economics, Information Systems, Statistics, Applied Math, Business Administration or related field.
  • At least seven years of relevant work experience, ideally including experience working in an international organization.
  • Proven experience in conducting open-source investigations in Ukraine or Russia, applying a wide range of open-source techniques and methodologies.
  • Demonstrable knowledge of statistics and mathematics and experience using statistical packages for analyzing datasets.
  • Strong analytical skills with the ability to collect, organize, analyze, disseminate and present large amounts of data with attention to detail and accuracy.
  • Problem-solving, organization skills and ability to think algorithmically.
  • Experience in geospatial analysis, including geolocation, chronological location and satellite imagery analysis.
  • Good knowledge of Ukrainian and Russian social media and other country specific sources of information.
  • Practical experience working with highly sensitive material and an ability to demonstrate the requisite skills in storing, sharing, and working with such material.
  • Experience with writing and analyzing SQL Queries and advanced excel techniques.
  • Ability to write document requirements and specifications.
  • Experience working with database and case management tools, such as ETL and OSINT.
  • Experience with data manipulation and visualization programmable language, such are python, R or VBA to support the development of new OSINT tools.
  • Experience working with data visualization tools.
  • Experience working with various data mining techniques, data modeling principles and database structures.
  • Proven understanding of how to interpret an organization’s needs and how to draw these needs from raw information and data.

Mandatory Requirements

  • Professional fluency in written and spoken English, Ukrainian and Russian.
  • Proficiency in Microsoft applications, including Word, Excel, Teams and PowerPoint.
  • Proven ability to interact positively with colleagues regardless of culture, nationality, or gender.
  • Ability to travel at short notice and to work flexible hours, including weekends and evenings.
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

Benefits

This is a full-time fixed term position with a competitive base salary based in Ukraine at the LES 7 level on the ICMP Ukraine salary scale, generous paid leave, and extensive health insurance benefits for the incumbent and any eligible dependent.
