About this job

The Country Office in Argentina requires hiring an Operations Support Consultant to carry out a wide variety of operational functions primarily intended to support design, the execution and monitoring of the Bank’s portfolio projects in the country.

The Operations Support Consultant to be hired will be part of the Representation Services Unit, which integrates the operational support offered by this Country Office to operations through Project Teams, and develops initiatives related to strengthening their management capacity. In this sense, the Operations Support Consultant will have the guidance and support of the Project Heads / Sector Specialists, Acquisitions and Trustees in relation to the tasks entrusted to them with the respective projects.

This is what you will do

The Operations Support Consultant must have training and experience in project management, which will allow it to efficiently develop the following functions and responsibilities related to the programming cycle, preparation, execution, supervision and closing of Operations:

  •  Support Project Teams in the review and analysis of operations management documents: Multiannual Execution Plans, Annual Operating Plans and Procurement Plans.
  •  Monitor the activities carried out within the framework of the projects, verifying their consistency with the aforementioned plans, proposing recommendations for improvement and alerting possible delays and difficulties.
  •  Advise the Executing Organizations in the elaboration of their Multiannual Execution Plans, Annual Operating Plans and Procurement Plans.
  •  Advise the Executing Agencies, in coordination with the Bank’s trust team, on the correct application of the Bank’s procurement policies; review ex-ante and/or ex-post the documentation generated by the Executing Organizations related to their processes of acquisitions of works, goods, consulting and services to ensure compliance with Bank policies. Likewise, collaborate with the Project Heads in the definition of courses of action and response to formal communications related to project acquisitions.
  •  Support in monitoring the contractual clauses established in the Loan Contracts, monitoring them through the Bank’s control systems; analyze the documentation related to contractual requirements that the Executing Organizations present and process the corresponding actions in the systems, including the preparation of the Bank’s response to the requests received. Likewise, coordinate actions with the Executing Organizations in order to ensure timely and adequate compliance with the requirements established in the Financing Contracts or Agreements and that the information in the control system of the Bank is permanently updated.
  •  Provide support to the Executing Agencies for the correct application of accounting records and the use of the Bank’s disbursement instruments in order to ensure proper financial administration of projects; carry out the review of the disbursement requests submitted to the Bank by the Executing Agencies, verifying ex-ante and/or ex-post the correct accounting of expenses and supporting documentation so that they are subsequently validated in the Bank’s disbursement system; analyze the documentation presented to the Bank by the Executing Organizations related to the financial administration of projects ( accounting, budgets, transfers, bank routes, etc.) and make recommendations for decision-making by the Specialists responsible for the projects;and prepare the Bank’s communications related to the financial transactions of the projects.
  •  Assist Project managers in conducting risk assessments, the preparation of mitigation plans and monitoring of the execution of the activities included in said plans.
  •  Establish and maintain a permanent, fluid and mutually supportive relationship with the Executing Agencies and their staff, under the guidance of the Project Heads, in such a way that the problems that arise during the execution of the projects are solved expeditiously, establish early alerts that reflect delays or deviations in execution and carry out the actions that are necessary to overcome these situations. Additionally, This relationship must allow all the documentation that the Executing Organizations send to the Bank in relation to the execution of the projects to be free of significant errors or omissions that may delay their processing.
  •  Support Team Heads and Trust Specialists in the activities necessary to achieve the results of operations under their responsibility, providing support in conducting technical and financial-accounting inspection visits.
  •  At the request of the Chief of Operations, prepare progress reports to facilitate monitoring and monitoring of portfolio projects, of the implementation of the Country Strategy and other aspects related to the Bank’s operations in the country.
  •  Participate in portfolio and project supervision meetings, as well as Bank operational coordination convened by the Representative or Chief of Operations.
  •  Ensure the permanent updating of the Bank’s computer systems to carry out its tasks making proper use of them; maintain the physical and electronic files of the projects generated as a product of their functions in accordance with the Bank’s regulations on the matter.
  •  Make informative presentations on activities, strategies and procedures related to operations.
  •  Carry out and collaborate in other tasks in order to ensure the delivery of the IDB Group’s operational program.
  •  Interact and support in coordination with other units of the Representation ( Administration, Services Unit, IT ) in carrying out activities related to the supervision of operations and requiring the joint participation of other sectors ( events, meetings, supervision missions, reception of visits, communication and external relations actions ).

This is what you need

  • Education: Master in Business Administration, Public Accounting / Auditing, Engineering, Social Sciences and / or related
  • Experience: Minimum 5 years of experience carrying out project management in the public sector with local or international financing. Knowledge of national procurement rules and policies will be valued, preferably from Multilateral Financial Organizations or Bilateral Cooperation Agencies
  • Languages: Spanish and English, oral and written proficiency is required. It is preferred to have additional knowledge of French and Portuguese.

Key skills

  • Skills: Microsoft Office domain ( Word, Excel, Power Point, Outlook ). Database management ( Access ) and Microsoft Project. Specialization in Project Management tools ( PMI or similar ) will be assessed.
  • Planning, Organization and Execution : Prioritize actions to maximize efficiency and achieve goals in time as well as in form. Proactivity to fulfill commitments within the established deadlines. Coordinate work efficiently with other individuals.

  • Communications: Ability to engage with others, adapt to their needs, interests, communication styles. Ability to express ideas and facts in a clear, organized and precise way, both in writing and orally. Experience in writing management reports.
  • Teamwork: Vocation of service and willingness to work in defined hierarchical structures, as well as in multidisciplinary teams. Ability to adapt and respond to work situations under pressure.
  • Initiative and search for results: Act with initiative and independently in response to job demands. Demonstrates motivation to produce quality work and act promptly to achieve the Bank’s objectives.
  • Service vocation: Ability to understand the relationships of those involved in the Bank. Work with the different involved to solve problems and face challenges.

  • Citizenship: You are a citizen of Argentina or a citizen of one of our 48 member countries with legal or residence permits to work in Argentina
  • Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.
