Organizational framework
Operational and monitoring support will work for the FAO Regional Office for Latin America and the Caribbean ( RLC ). The Organization will hire a consultant to provide experience, skills and knowledge for specific initiatives that are short-term in nature, ranging from ) a few days or weeks to a maximum of 11 months. The possibility of an extension is subject to satisfactory performance and depending on the resources and needs of the Organization. Assignment may involve full or part time functions.
Hierarchical dependency
The Operational Administrative / Financial Specialist and Project Monitoring will work under the direct supervision of the Chief Field Program Officer ( unit leader ) in conjunction with various relevant actors in the group.

Tasks and responsibilities
For assigned regional projects, provide administrative and operational support to the organization of tasks, Work Plan and the preparation of regular documentation administered by the Delegate of the Budget Holder, the Technical Coordinator and the project work team;
- Support the planning, organization, execution and evaluation of the activities foreseen in the Work Plan of the assigned projects; including programs and projects with financing from the European Union
- Maintain the electronic document archive in accordance with FAO standards;
- Execute administrative processes related to the preparation and accompaniment of contracts for the acquisition of equipment and services, including the payment of personnel, purchases of materials and equipment, letters of agreement, etc.
- Organize workshops and meetings, including the organization of travel and missions, the processing of travel authorizations, air tickets, insurance and travel reimbursements, in accordance with the rules of the Organization
- Prepare the selection processes for project personnel contracts, which includes management from vacancy preparation to hiring and subsequent management.
- Support in the control of the budget and financial management of the assigned projects, executing payments as requested by the Budget Holder / BH Delegate, prepare budget reviews and reconcile project accounts in compliance with FAO standards;
- Keep the Organization’s corporate database ( FPMIS ) updated with respect to project information, including: ( progress reports, delivery projections, quarterly report on project execution, Publications made by projects
- Maintain other documentation such as: letters of agreement, contracts or agreements concluded to achieve the products of the projects, Registration of missions carried out by technical departments to provide technical support for the projects ( title, mission duration, Mission reports, Consultants hired by projects ( titles, gender, duration of consulting ). Seminars, workshops, etc. organized by projects ( reports, duration, location, participants
- Accompany the resources designated for each operational plan by country or Regional ( as appropriate ) through FAO corporate systems, as well as the resources authorized to FAO representations in the countries ( FBAs );
- Carry out periodic monitoring tasks – together with project staff – in monitoring tasks, activities and commitments using corporate monitoring and evaluation tools;
- Carry out other tasks related to the operational management of regional projects.
THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:
Minimum requirements
- At least three years of Administrative and Operational Experience, with a focus on finance and project management
- Practical knowledge of Spanish ( Level C ) and limited knowledge of English ( Level B ). For PSA only one level C language can be required.
- University Degree in Finance or Administration will be considered an advantage
