Presentation of the Red Cross

A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

Internationally, the CRF operates in 16 countries alongside the National Companies and 2 regional platforms ( PIRAC and PIROI ), on the following themes: Health and Disaster risk management.

In the same way as in the trades it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action scheme. This results in an articulation of emergency, post-emergency, exit from the crisis and reconstruction activities aimed at best efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

POSITION CONTEXT

The French Red Cross (CRF) has been present in CAR since 1966 with an intervention in favour of refugees fleeing Sudan. Since 2004, the CRF works in CAR in the fight against HIV-Aids by supporting the Ambulatory Treatment Center (ATC) of the community hospital in Bangui and the UNIV of the CRCA for nutritional support. Since 2018, the FIU has been the principal recipient (PR) of the Global Fund’s HIV and TB grant and has been renewed by the national coordinating body (CCM) as the principal recipient of the HIV component / TB / Malaria grant 2024-2026. As a PR, the FIU is responsible for managing and coordinating the implementation of all HIV, TB, and other activities, malaria and COVID allocated to it in partnership with the MSP, and,CN/CNLS, CSOs and the CRCA. The project started on 1 January 2022 for a period of 3 years until 31 December 2026.

Central African Red Cross (CRCA)

The CRF is in CAR at the invitation of the Central African Red Cross (CRCA). The CRCA is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) since September 03, 1973, the CRCA is a recognized association of public utility. With the support of the movement’s partners, in May 2016, the national society adopted a strategic development plan with axes that promote resilience, health, first aid, etc, food safety and hygiene.

The anchoring of the CRCA in the communities makes it possible to optimize relations with the local authorities. This anchorage notably goes through the network of volunteers also making it possible to ensure a real sustainability of the activities of the project, even after the end of the latter.

Function

The operational assistant works closely with the/coordinator of the operational unit of the programme (UOP) in the operational management of the programme, in particular for the Community component and the COVID-19 programme. He/She supports it for the smooth running of activities in accordance with operational objectives (compliance with the project cycle, planning, monitoring and evaluation, reporting, team management, …). He/She will be based in Bangui with possible trips to the intervention areas of the program.

He/She works under the direct responsibility of the/coordinator.trice the UOP.

He/She directly supervises: the head of the community component, the head of the COVID program, the Construction Manager, as well as the management assistant of the FM program of the UOP.

Functional links

He/She collaborates closely internally with :

  • the HIV, TB and malaria programme team, the Technical Assistant to the OPU Coordinator, the evaluation monitoring team, the GAS Manager, the regional programme coordinator from Berberati and the OPU support services
  • the delegation’s coordination team in Bangui (logistical coordination, administration/finance, HR)
  • the headquarters of the CRF in Paris (Desk, coordinator of the FM grant at the headquarters of the CRF and the health department).

He/She collaborates externally with national programmes to combat HIV, tuberculosis and malaria, COVID coordination, etc, the sub-recipient(s) and implementing partners (CSOs) of the project and the technical and financial partners of the Ministry of Health working in the field of the fight against TB, HIV, Malaria and COVID, UNAIDS and UNOPS.

Responsibilities :

  1. Coordinates the organization, planning, implementation and monitoring of the activities of the UOP
  2. Supervises the follow-up of the activities of the community component, the COVID programme and the construction programme
  3. Supervises and coordinates the support and follow-up of sub-recipients and implementing partners of the Community component (CSO)
  4. Support for the administrative, logistical and financial management of the human resources of the UOP
  5. Management of the team under his responsibility.

Applicant profile

Training :

Holds a diploma in health sciences ( medicine, public health, pharmacy, nursing sciences ) or in social sciences or equivalent experience.

Linked to the function of assistant. e coordinator UOP :

  • Confirmed experience in coordination and management of health projects ( 5 years ), preferably in partnership with national authorities such as the Ministry of Health and/or Civil society organizations ;
  • Experience in the fight against AIDS and tuberculosis, and if possible malaria
  • An experience in supervising community activities and / or work experience with community organizations and / or those of civil society would be a plus ;
  • Excellent writing skills (synthesis, clarity, speed)
  • Knowledge of the management mechanisms of projects funded by the Global Fund would be a plus.
  • Excellent communication and negotiation skills.
  • Proven management capabilities of national and international, multidisciplinary teams.
  • Mastery of the computer tool (complete autonomy on Word and Excel)
  • Good analytical and synthetic mind

Practical information related to the position

Employment conditions

  • Status type : expatriate
  • Contract type : CDD of French law/precarity premium paid at the end of the contract
  • Salary : salary range, according to the classification of the position on the CRf grid and according to the experience of the candidate.e
  • End of year premium : equivalent to a 13th month pro-rata at the time of presence
  • Perdiem : daily perdiem which varies depending on the country
  • Leave : 5 weeks of paid leave / year and 21 days of recovery – Air ticket covered 100% by the CRf for home / mission trip for holidays at 6 months
