DRC PRESENTATION.

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach to refugees, asylum-seekers, internally displaced persons, returnees and migrants.

DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in southern country. With the start of large mixed migration flows to Colombia due to the Venezuelan crisis, DRC launched an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and Northern Colombia in Norte de Santander.

GENERAL DESCRIPTION OF THE CHARGE:The main objective of the Monitoring, Evaluation, Accountability and Learning Officer (OMERA) is to support the leader of the Monitoring, Evaluation Team, Accountability and Learning in the implementation of the strategy to monitor and evaluate the quality of programs according to internal indicators, donor indicators and monitoring and evaluation principles. It will carry out operational activities to monitor the indicators, report and control the means of verification, It will support community data collection and accompany field teams on field activities. Under the supervision of Team Leader MERA, you will have to articulate with the teams (Monetary Transfers, Emergencies and Protection) of the base assigned to implement monitoring activities within the framework of the MERA strategy

Main Responsibilities:

Implementation of the DRC’s MERA strategy:

  • Support the implementation of the MERA strategy for DRC humanitarian programs.
  • Support the development of data collection tools and methodologies for DRC humanitarian programs, guaranteeing the quality of the information collected.
  • Apply the DRC guidelines regarding GDPR and data protection in the assigned area, specifically for data related to MERA-GI.
  • Apply ethical and accountability frameworks and principles, including CHS, in accordance with DRC guidelines.

Monitoring:

  • Participate and contribute (as needed) in project launch meetings, follow-up meetings and closing meetings, in order to share progress, good practices and challenges of the assigned projects.
  • Ensure high data quality by ensuring accurate data collection, entry and loading, as well as basic information analysis.
  • Ensure the proper use of the verification means established for each DRC humanitarian program.
  • Carry out quantitative and qualitative data collection activities at the field level, related to the development of activities and performance indicators of the programs.
  • Carry out a monthly review of the implementation of activities, through the indicator monitoring boards (IPT).
  • Support the design of monitoring tools to be used during activities.
  • Make field visits to monitor activities.
  • Review of the physical and digital means of verification according to the guidelines established for each project.
  • Regularly review the project or assigned project indicators and generate the necessary communications.

Report and information management:

  • Submit weekly, monthly, provisional or final reports, as needed, to the national MERA unit, program team and / or office management.
  • Support in the construction of inter-agency reports as necessary.
  • Responsible for managing and ensuring the quality of the assigned databases, which will be delivered as a means of verifying the different programs.
  • Consolidate digital, revised and approved means of verification to deliver to donors.

Accountability:

  • Enter and manage requests, complaints and feedbacks in a timely, secure and responsible manner at the local level, in the same way, it will guarantee the availability of the material and tools for the implementation of the Petitions, Complaints and Feedback Mechanism (MPQR).
  • Ensure that activities comply with the principles of Accountability to DRC communities.
  • Guarantee that the beneficiaries are treated with respect, confidentiality and informed consent, within the framework of the development of activities.
  • Support activities and / or accountability processes to communities.

Learning and evaluation

  • Lead the process of collecting and systematizing lessons learned and good practices, according to the guidelines of the MERA strategy.
  • Promote capacity building in programmatic teams
  • Actively participate in internal evaluation processes to DRC programs.
  • In the case of external evaluations, accompany the evaluators at the local level and provide the inputs for the evaluation.

Management and articulation:

  • Retrofeed teams on findings in the reporting cycle.
  • Articulate with the implementing teams to solve the news related to the means of verification.
  • Liaise programs and operations to ensure prompt follow-up of feedback and complaints received.
  • Provide technical support to field teams, in the management of software or data collection systems, when necessary.

EXPERIENCE :

  • Minimum 2 years of related work experience.
  • Desirable at least one year of specific experience in humanitarian assistance programs related to MERA functions.
  • Experience in the production of surveys with statistical and qualitative relevance including the information collection process.
  • Experience working in multicultural environments.
  • Excellent management of MS Office, especially Excel.
  • Good database management and administration, including data visualization applications (Power BI).
  • Management of information collection systems (KoboToolbox, Survey Monkey, CommCare, ODK).
  • Ability to think critically and apply critical thinking at work.
  • Learning interest.
  • Good verbal and written communication skills.

EDUCATIONAL LEVEL: Professional in Economics, Industrial Engineering, Statistics, social sciences or some related professional field. Desirable Specialization or Master in Project Management, Political Science, Economics, Statistics, International Cooperation, Humanitarian Assistance, or other similar fields
