The United Nations Office for Project Services ( UNOPS ) is a United Nations body responsible for infrastructure, procurement and project management ( Resolution 65/176 of 2010 of the General Assembly ). Our mission is to help people improve their living conditions and countries to achieve peace and sustainable development. The three priority areas of UNOPS correspond to: i ) Sustainable Infrastructure: UNOPS designs, builds, repairs and maintains infrastructures in some of the most challenging environments in the world. Its activities focus on the development of transportation, education and health infrastructure, among other areas. ii ) Public acquisitions: UNOPS is a central procurement resource of the United Nations system and Governments.Emphasizes efficient, transparent and sustainable delivery of goods and services. iii ) Project management: UNOPS manages more than a thousand humanitarian projects a year, development and peacebuilding for different partners, guaranteeing quality, effectiveness and results that meet the highest standards.

UNOPS work seeks environmental, social and economic sustainability, which contributes to the progress of equity and the common good of the countries in which it operates, thus promoting the improvement of the living conditions of the most needy people. UNOPS has a presence in 23 countries in Latin America and the Caribbean. Services, products and technical assistance comply with the principles of public administration of transparency, fairness, integrity, free competition, impartiality, morality, effectiveness, efficiency and respect for national institutions.

In Nicaragua, UNOPS supports the Government in the implementation of a project to respond to Hurricanes Eta and Iota, with financing from the World Bank. This project will be implemented in various areas of the country, particularly in the regions of the North and South Caribbean Coast, which is why several project sites are planned ( Bilwi, Puerto Cabezas, Bluefields, among others ). The objective of the project is to recover critical public infrastructure ( such as rodovias, houses and others ), in addition to assisting the recovery of livelihoods of the affected population in terms of agri-food production, diversification, transformation and valorization and artisanal fishing. Project assistance will include, among others, capacity building, development and / or review of investment studies, designs and definitive studies,procurement strategies, bidding processes and contracting, as well as the management and supervision of infrastructure works.

To efficiently and pertinently fulfill the commitments made within the framework of this project and component / Result III: Recovery of Livelihoods, UNOPS has structured a Project management team, which with the support of/the Senior Capacity Development Officer ( Economic ) guarantees the implementation and monitoring of the activities and standards established for the deliveries of this component.

Functional Responsibilities

  •  Collaborate with the Project Manager in the elaboration of the project plans for the implementation of Result III, and follow up on them.
  •  Coordinating technical teams ( including allied cooperation agencies ), assigning tasks and work packages at the technical intermediate level, this role has direct supervision that makes coordination more complex.
  •  Inform project management of issues that may affect the achievement of its results, with special attention to issues related to social and economic sustainability, institutional and environmental of the same.
  •  Comply with and enforce UNOPS standardized directives, internal policies and procedures for the development of project activities.
  •  Support the Project Manager in the management of budgets, cash flows and acquired obligations.
  •  Prepare and deliver training workshops to the technical teams of the projects in the area of their specialty as required by the Senior Project Manager.

Education / Experience / Language requirements

to. Education

  •  Higher university degree ( equivalent to master’s or similar ) belonging to any of the social, human or fishing or agri-food engineering sciences is required.
  •  The master’s degree can be replaced by a university degree ( equivalent to Bachelor ‘s ) in areas relevant to functions and an additional two years of experience.

b. Work experience

Selection criteria:

  •  2 years of experience in the formulation and implementation of rural development projects ( minimum 4, without master’s degree ).
  •  Experience in the implementation of agro-industrial, fishing or aquaculture projects in Nicaragua or territories of similar complexity is required.
  •  Experience in production, transformation and marketing processes of the agro-industrial sector will be valued.
  •  Experience in organizations of the United Nations system will be valued.

c. Language

  •  Fluid command of the Spanish language is required.
  •  Intermediate knowledge of English is desirable.

Contract type, level and duration

Contract Type: ICA – Individual Contractor Agreement

Monthly Regular Contract: This contract is established in the regular monthly Contract modality, that is, a continuous presentation of services is required during the contract period, making the payments associated with the contract at the end of each calendar month. Contract Level: ICS 9, equivalent to LICA 9 locally and IICA-1 internationally.
