Officer WASH (Guasdualito) At Danish Refugee Council


The Danish Refugee Council is one of the world’s leading humanitarian NGOs and works in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local populations / host communities. DRC is currently seeking two highly qualified WASH Officers for a 06-month contract (renewable based on funding and performance) based in Guasdualito, Edo. Apure, Venezuela.

About work:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions in best practices in hygiene and food security.

General purpose of the role:

Under the supervision of the Base Manager, the Water, Sanitation and Hygiene Officer (WASH) will be directly involved and will ensure the daily implementation of Water activities, Sanitation and Hygiene, especially in the intervention areas. You will also be responsible for water, sanitation and hygiene components, including planning, facilitating WASH implementation activities through the direct participation of partner agencies and authorities and the development of information and communication materials associated with hygiene/sanitation and awareness for people with specific needs (PDE), internally displaced persons and host communities in selected areas, in accordance with the culture and practices of the population.

Your main duties and responsibilities will be:

  • Lead assessment needs related to water, sanitation and hygiene in internally displaced persons and host communities in Sucre and in any other area, according to the instructions of the Base Manager and the technical management of the WASH specialist.
  • Assist in the identification and selection of beneficiaries with the help of local authorities and others derived from protective equipment, RecEc, in addition to ensuring that correct memoranda of understanding are established with relevant service providers / stakeholders.
  • Prepare the IEC work plan and materials in consultation with the Base Manager and the WASH Specialist, effectively manage WASH projects using the right tools to ensure projects are delivered on time, on budget, and with the expected quality. Work under the specialist direction of water, sanitation and hygiene.
  • Ensure that vulnerable and / or protected communities, including women, participate in each of the project cycles related to water, sanitation and hygiene activities.
  • Facilitate all training on water, sanitation and hygiene through the use of a participatory approach with high practical participation and also support WASH emergency preparedness and response activities.
  • Contribute to the development of training and orientation materials. Document the results and lessons learned from the implementation of the water, sanitation and hygiene program, including emergency preparedness and response, to promote knowledge sharing with partners and stakeholders in water, sanitation and hygiene.
  • Serve as a liaison with other relevant actors / NGOs, local administrators and internally displaced persons leaders for collaborative efforts, among others, to participate in the coordination meetings of thematic groups on water, sanitation and hygiene and, within the Danish Refugee Council (DRC), other sectors such as Economic Recovery (food security and livelihoods), Protection for proper coordination of activities.
  • Ensure that all relevant stakeholders have information on background, program, objectives, areas of work, the duration of the programs and activities in the field of the organization.
  • Complete the forms and the appropriate documentation of the WASH sector for the intervention projects, including the transport of GPS coordinates and the mapping of the activities / areas of the project, among others.
  • Conduct training / hygiene promotion campaigns, daily monitoring of field activities and ensure data collection from beneficiaries as needed.
  • Contribute to contingency planning for a possible emergency response in water, sanitation and hygiene, if necessary.
  • Guarantee the correct presentation of the office and professional ethics in the control of movements and guarantee the security of all documents.
  • Monitor and prepare weekly, monthly, quarterly, all procurement plan work plans for the program and annual progress reports on activities related to water, sanitation and hygiene programs, including documentation, beneficiaries and success stories.
  • In the absence of the Base Manager, support the WASH project with the close coordination of the Program Manager and the WASH specialist.
  • Perform any other relevant tasks as requested by line managers and water, sanitation and hygiene equipment.
  • Good use of information on water treatment techniques at home, as well as excreta disposal systems, waste management, among others.

Required

  • 2 years of experience in the field of WASH and others.
  • Strong understanding of basic training in water, sanitation and hygiene programming, participatory training methods, community mobilizations, and networking.
  • Bachelor of Public Health / Engineering in Public Health / Environmental Engineer or other equivalent professional.
  • Computer knowledge and statistical data management.
  • Effective and timely implementation of all the interventions described in the product and any other programmatic activity related to water, sanitation and hygiene.
  • Work experience and knowledge of the local destination.
  • Able to adapt to changing situations as needed.
  • Able to work under pressure and in adverse conditions.

Desirable

  • Master’s or specialization in International Relations, Water Supply and Sanitation Engineering, Hydraulic Engineering, Environmental or Water Resources Engineering, Civil Engineering or directly related field.

  • Knowledge of Venezuelan legal framework and international law.
