2. Purpose of consultancy

The consultant will be part of medical team to take care of staffs and partners deployed during emergency responses

3. Background

During the recent 21st Century, the African region continues to face several humanitarian crises—such as man-made disasters, natural disasters, and major infectious disease outbreaks- and remains vulnerable.

Multiple types of crises often occur simultaneously and take a significant toll on human life and the global economy. The WHO Africa Regional Office deploys large numbers of personnel in various parts of Africa, and it is the mandate of the Staff Health and Wellbeing Services to support deployed personnel with adequate medical and psychological support while deployed in complex environments and continue to support them with all the necessary information and strategies for staff and self-care.

With the regular stressors intrinsic to the humanitarian aid work environment, the Staff Health and Wellbeing department desires to ensure that adequate assessments and medical preparedness strategies are thoroughly evaluated to ensure the personnel work and live in environments with adequate medical support to prevent extreme illness, stress and burn-out, which is crucial to sustained beneficiary support and organisational success.

This support comprises a dedicated team of medical practitioners (MedEvac Coordinator, Occupational Health Nurse, and Staff Counselor) to ensure professional and timely delivery of all Primary Health Care, Resuscitative Emergency Trauma and Medical stabilisation, CasEvacs and MedEvac, Occupational Health & Safety, and psychological care outcomes in line with standard WHO policies and procedures.

The position requires a highly skilled medical professional with occupational health, emergency response and nursing experience.

4. Deliverables

The incumbent is assigned all or part of the following responsibilities, which are performed according to the needs and agenda.

Clinical Duties

  •  Working closely with the Medical Officer and Stress Counsellor to ensure support for clients’ needs by visiting the “walk-in” clinic, providing screening, care & advice accordingly, or facilitating referral to the UN Examining physician or an outside physician as indicated.
  •  Ensure the preparedness of staff travelling on missions or re-assignments, including administration of vaccines, instructions on the use of malaria and other prophylactic measures, and provide other travel-related advice as required and deliver briefing & debriefing consultations to the WHO personnel.
  •  Provide pre-hospital emergency nursing care, medical assessment and treatment and coordinate with other medical teams.
  •  Providing health education and participating in addressing work environment, occupational health and safety issues, and, together with management, addressing unsafe and unhealthy work conditions and practices.

Medico-Administrative Duties

  •  Develop, implement , and evaluate nursing objectives and guidelines for medical care delivery in the SHW “Walk-in” clinic.
  •  Participate in establishing, implementing, and evaluating health promotion and occupational health programs to ensure quality medical care delivery to WHO staff.
  •  Maintains medical equipment and supplies inventory, including comprehensive vaccination and medication management.
  •  Ensure a proper collection of statistics related to nursing functions.
  •  Ensure the implementation of the agreement between SHI and CIGNA with the local facilities as needed.
  •  In collaboration with the MedEvac Coordinator, develop and practice Medevac plans.
  •  Keep records of reports and assessments for easy reference and to capture and institutionalise lessons learned.

5. Qualifications, experience, skills and languages

Educational Qualifications

Essential:

A first-level nursing degree (Bachelor’s or equivalent).

Current unrestricted Registered Nurse registration and license to practice in the home country.

Current BLS, ACLS, PALS, and ATLS Certification.

Desirable:

An advanced university degree (Master’s or equivalent) in nursing or related fields from a recognised institution.

6. Experience

Essential:

A minimum of 2 years of progressively responsible nursing experience is required with international exposure in health services in national or multi-national organisations in the private or public sectors.

Desirable:

Experience in occupational health .

Experience in the development and management of health program .

Exper ience in international health .

7. Skills/Knowledge: Excellent knowledge of and skills in current occupational nursing requirements, treatments, procedures, and practice. Knowledge and experience in emergencies, including first aid and basic life support skills.

Knowledge of travel medicine, including the ability to advise on vaccination, malarial prophylaxis, and appropriate disease-prevention services and counseling.

Knowledge and respect of medical confidentiality.

8. Languages and level required (Basic/Intermediate/Expert): Essential: Expert knowledge of English and/or French.

Desirable: Intermediate knowledge of English or French as the other language.

9. Location

On site: On emergency field

  •  Travel

The consultant is expected to travel.

  •  Remuneration and budget (travel costs are excluded): a. Remuneration: Band level A: USD 5,480 – 6,980 per month

b. Living expenses: A living expense is payable to on-site consultants who are internationally recruited): currency and rate will be communicated depending on Duty station.
