Solidarités International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for over 40 years in covering vital needs, it supports emergency and then reconstruction programs.

The Solidarités International (SI) project in France helps people in precarious situations living in precarious housing sites (such as shanty towns or squats) around Toulouse, Lille, Nantes, Marseille as well as in Ile-de-France and Mayotte. The difficulties of the target populations are characterized by the barriers they encounter in accessing essential services (in particular cleaning and hygiene products as well as access to water) and by severely degraded housing conditions that do not allow for decent living conditions due to a very degraded environment. SI meets the needs of the targeted populations by installing infrastructure for access to drinking water, sanitation infrastructure and the distribution of hygiene kits.

THE MISSION

After interventions in 2006, then from 2012 to 2015, following heavy flooding and the influx of Malian refugees, SOLIDARITES INTERNATIONAL is once again opening a mission in Niger in 2020. Faced with the deterioration of the security situation, it is committed to new actions to improve water, sanitation and hygiene (WASH) services in several departments.
The mission in Niger is made up of a coordination base in Niamey, as well as two operational bases (Gothèye and Banibangou). The Abala sub-base depends on the Baninbangou base.
The SI Niger mission currently has 87 employees, including 9 expatriates based in Niamey and on the bases.
The development prospects of the mission in 2024/2025 remain optimistic with the approach of several donors. In particular USAID – BHA – SDC – UNICEF – ECHO, etc. The mission is working to diversify the organization’s portfolio in Niger.

DESCRIPTION OF THE OFFER

BASE TEAM SIZING / COORDINATION

  • Niamey Coordination: 1 SERA manager
  • Base 1, Banibangou: 1 EHA Program Manager (50% in Banibangou / 50% Abala); 1 SERA agent spanning Banibangou and Abala, under the responsibility of the SERA Manager.
  • Under Abala base: 1 EHA Activity Manager and 1 Shelter Activity Manager under the responsibility of the EHA RP.
  • Base 2: Gotheye: 1 EHA Program Manager – 1 SERA agent under the responsibility of the SERA manager

GENERAL OBJECTIVE OF THE POSITION

  • The Program Coordinator, as a technical referent on the mission, contributes to the development of the programmatic strategy of the Solidarités International mission in Niger, by proposing an intersectoral strategy and sectoral strategies in the field of Food Security and Livelihoods, and Water, Hygiene and Sanitation, shelter. He/she is in particular responsible for the quality and relevance of the technical and methodological approaches proposed and ensures the adequacy between the activities, the needs of the populations, the mission, regional and association strategies.
  • He/she coordinates the project cycle and is involved in all phases of project management. He/she contributes to the process of capitalizing on and improving Solidarités International’s EHA/SAME/ABRI methods and techniques. The mission’s program coordinator also ensures coordination with operational and institutional partners as well as participation and representation in sectoral or technical exchange platforms (SAME, ABRI, EHA clusters in particular, RRM, etc.), at the national level.

SPECIFIC ISSUES AND CHALLENGES

  • Support and supervise the existing EHA team and future SAME.
  • Carry out EHA/SAME diagnostics for project writing and mission positioning.
  • Develop the intervention methodology and ensure IS expertise in EHA / SAME.
  • Assist in the establishment of the SAME sub-department and the development of expertise in the field of monetary transfers and support for agricultural and livestock production sectors and develop legitimacy in these sectors among communities and partners.
  • Promote innovations in the areas of SAME, EHA and monetary transfers (mobile telephony, digitalization of cash).
  • Contribute to the development of future SAME/EHA project proposals.
  • Develop the mission’s SAME/EHA strategy to go beyond emergency and recovery activities (Nexus programming).
  • Represent SI at the SAME/EHA cluster level and with operational partners and RRM coordination in particular.

YOUR PROFILE

REQUIRED DIPLOMA

  • Advanced degree or equivalent professional experience in one of the following fields, or in a related discipline: Water, sanitation, public health, environmental, community development, SAME, Master in international relations, development and humanitarian action, political science …

EXPERIENCE IN THE HUMANITARIAN SECTOR

  • 5 years

EXPERIENCE IN EQUIVALENT POSITION

  • 3-4 years

TECHNICAL SKILLS

  • Strong technical experience in design coordination, implementation and management of integrated multi-sector EHA-Shelter and FSL projects/programs with a community engagement/involvement approach including humanitarian and NEXUS/Resilience programs.
  • Excellent analytical skills and ability to think strategically for broad multi-sector programmes in challenging crisis contexts, including the ability to specifically analyse issues in relation to gender, accountability and protection mainstreaming.
  • Ability to influence/negotiate and defend technical options and multi-sectoral intervention strategies (including the Public Health, EHA, SAME component, etc.) with program teams, donors and other partners in the field;

TRANSVERSE SKILLS

  • A person of integrity with strong personal values, aligned with our mission and particularly committed to gender equality and women’s rights.
  • Ability to demonstrate openness and willingness to learn more about the application of gender, women’s rights and diversity mainstreaming in all aspects of development work.
  • Well organized, with good attention to detail and a strong ability to prioritize tasks to meet tight deadlines and organize work in a complex environment.

TECHNICITY

Very good command of EHA / SAME programs in particular, in the development of project proposals and methodological expertise in the implementation of distribution programs and monetary transfers and coupons [Cash and Voucher Assistance (CVA)], context analysis, market study, creation of methodological tools for the management of projects and the development of intervention strategies.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2860 gross per month (2600 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 550.

  • Located on the banks of the Niger River, Niamey is a peaceful place. Far from the tumult, the noise, and the bustle of the big African capitals, it will immerse you in a relaxed atmosphere and a warm environment. Gateway to the Sahara, Niamey is a true cultural crossroads where different nationalities rub shoulders.
  • In Niamey, there are facilities for practicing sports: tennis, indoor sports, football for example. Bookstores are available in the city center of Niamey.
  • The GH of Solidarités International is located in a quiet area, it is spacious and includes 5 independent rooms with air conditioning. Internet and cable access at all times. A generator ensures back up in case of power outage.

SECURITY CONSTRAINTS

  • Niger experienced a military coup on 07/26/2023. Despite the lifting of sanctions by ECOWAS heads of state against Niger following the coup, the border with Benin remains closed. Leading to an increase in the prices of food and other goods and services.
  • In addition to the constraints related to the recent military coup, security (and access) management will be the main difficulty in implementing programs in the Tillabéry region, Abala, Gothèye and Banibangou departments. Access for our teams in areas where the security context is volatile and constantly deteriorating. In view of this major challenge, SI is recruiting a Humanitarian Access and Security Manager under the responsibility of the Country Director, who will provide a better understanding of the context and thus facilitate SI’s actions.
