What we do …

INTERNATIONAL SOLIDARITY(SI) is an association of’international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to vital needs, drinking, eating, eating, eating, S’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, of, food security and means of’. Present in 26 countries, the SI teams – 3,200 people in total composed of’expatriates, national employees, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

The mission

After interventions in 2006, then from 2012 to 2015, following heavy floods and the influx of Malian refugees, SOLIDARITES INTERNATIONAL opens a mission in Niger in 2020. Faced with the deterioration of the security situation, she is engaged in new actions to improve water, sanitation and hygiene (EAH) services in several departments.
The mission in Niger consists of a coordination base in Niamey, as well as an operational base (Gotheye). The sub-bases of Abala and Banibangou depend on the base of Gotheye.
The SI Niger mission currently includes 87 employees, including 9 expatriates based in Niamey and on the bases.
The prospects for the development of the mission in 2024 /2025 remain optimistic with the’ approach of several donors. Notably USAID – BHA – SDC – UNICEF – ECHO, etc. The mission works to diversify the’organisation portfolio in Niger.

Offer description

General objective :

  • The field coordinator, under the direction of the Country Director, proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated. He/she verifies and ensures that projects are carried out in accordance with the International Solidarity Charter, in compliance with all internal and contractual procedures. It mobilizes the material and financial resources necessary for the smooth running of programmes and supervises the management of resources. He coordinates the teams in place and is responsible for their safety in the area assigned to him.
  • Le/La CT Gotheye will have the management of’an operational base and two operational sub-bases in the Tillabery region. Under his direct responsibility, 2 EHA Program managers, One Log/Admin, two Liaison Agents and two SERA agents

Main Challenges :

  • Accompany and supervise the’ team on-site program for the completion of the ongoing activities;
  • Effectively coordinate activities at the level of the 3 entities (Gotheye Base – Banibangou Subbase and Abala Subbase)
  • Accompany teams in the context of EHA / SAME diagnostics for the’writing of projects and the positioning of the mission;
  • Propose, develop and adapt an operational strategy within its area of intervention
  • Ensure the safety of teams and assets in its area of intervention through constant communication with administrative authorities in the context of field movements
  • Resource management (ensure that human, financial and logistical resources are mobilized to carry out projects in its area of intervention) PAr a rigorous monitoring of the OFU and LFU
  • Internal/external communication and coordination within its area of intervention: Representing SI at the SAME/EHA cluster level at the regional level and with operational partners.

Priorities for the first 2/3 months :

  • Ensure continuity of the quality of activities and the opening of new projects.
  • Take-over of the tools for controlling the base and the sub-bases (OFU – LFU – APU-IC).
  • Launch and support evaluations that will inform the development of the 2025 program’: diagnostic SAME and EHA.
  • Actively participate in the restructuring of the set up of the base and starting from the mission;
  • Participate in mission-level efforts to expand to hard-to-reach areas, with the strengthening of’access policy.

Your profile

Training :

  • Higher university degree with at least 3 years of experience as a humanitarian worker ;

Experiences in the humanitarian sector

  • 3-4 years

Experience in an equivalent position

  • 3-4 years

Technical skills

  • Strong technical experience in the design coordination, implementation and management of integrated multi-sector projects/programs EHA-Abris and SAME.
  • Excellent analytical skills and ability to think strategically for broad, multi-sectoral programmes in challenging crisis contexts, including the ability to specifically analyse gender issues, accountability and cross-border protection.
  • Ability to influence/negotiate and defend technical options and multisectoral strategy of intervention (including the component Public Health, EHA, SAME ..) with the program teams, donors and other partners in the field.

Cross-cutting skills

  • Person integrates with strong personal values, aligned with our mission and especially committed to gender equality and women’s rights.
  • Ability to demonstrate’ openness and willingness to’Learn more about the’application of the transversal integration of gender, women’s rights and diversity in all aspects of the work of development.
  • Well organized, with good attention to detail and a strong ability to prioritize tasks in order to meet short deadlines and organize work in a complex environment.

IF will offer you the following conditions

An employee position : According to experience, from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of 550 EUR.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

CONDITIONS OF LIFE :

  • The accommodations and offices are connected, and each expat has his private room (2 expats on the basis).
  • Wearing a professional mobile phone with credit is mandatory at any time to be able to answer or call in case of an emergency.
  • The coverage of the telephone network is quite good as well as the connection to the internet (3G).
  • The possible trips on foot during the day (in the city) and travel by car from 18h.
    Curfew from 21 hours

Security constraints

  • Niger suffered a military coup on 26/07/2023. Despite the lifting of sanctions by ECOWAS heads of state against Niger following the coup, the border with Benin remains closed. Rising prices of food and other goods and services.
  • In addition to the constraints related to the recent military coup, the, management of security (and’access) will be the main difficulty in implementing programmes in the Tillabery area departments of Abala, Gotheye and Banibangou. The’access of our teams in areas whose secular context is volatile and in perpetual degradation. In view of this major challenge, SI is recruiting a Humanitarian access and security manager under the responsibility of the Country Director, which will allow’ to have a better understanding of the context and thus facilitate the actions of IS.
