UN Women, the United Nations entity for gender equality and the empowerment of women, was created to accelerate progress towards the fulfillment of their rights around the world. UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) supports UN member states in implementing international standards for achieving gender equality and cooperates with governments and civil society in the development of laws, policies, programs, and services necessary to effectively implement these standards. The organization’s actions are also aimed at implementing the global Development Agenda for the period up to 2030 – the Sustainable Development Goals (SDGs) for the benefit of women and girls, as well as promoting their equal participation in all aspects of life.

UN Women in Kazakhstan is currently implementing a project on building capacity of women and girls living with HIV under the joint UNAIDS Unified Budget, Accountability, and Result Framework (UBRAF). The proposed project aims to enhance the well-being and empowerment of women and girls living with HIV in the Karaganda and Pavlodar regions. Through a comprehensive approach of interactive capacity building and follow-up activities, the project seeks to address critical areas including gender equality, human rights, prevention of gender-based violence, access to social services and benefits. By providing these essential skills and support mechanisms, the project aims to promote independence, resilience, and social integration among the target audience. The program will also engage local government institutions (Centers for the Prevention and Control of AIDS), CSOs, and crisis centers for meaningful exchanges aimed at exploring existing challenges and gaps and identifying strategic solutions that are tailored to the unique needs of women and girls living with HIV.

In this context, UN Women is planning to host a 1-day workshop with key stakeholders, including local health officials, NGOs, community leaders, and individuals directly involved in providing services to women with HIV to engage in constructive discussions and collaboratively develop a roadmap that outlines strategies and actions to overcome challenges and improve service access for women living with HIV in the Karaganda and Pavlodar regions. The workshop is expected to be held in an offline format in September 2023 in the city of Karaganda and Pavlodar.

In view of this, UN Women is seeking professional and experienced National Trainer/Facilitator with proven expertise and experience in the context of HIV/AIDS to deliver sessions on gender sensitivity and lead collaborative discussions to develop a roadmap with concrete strategies, action steps, and timelines to address identified challenges.

Duties and Responsibilities

The Trainer/Facilitator shall undertake the following tasks and duties:

  •  In collaboration with UN Women team and National Consultant develop customized training sessions (relevant to local context) focused on addressing the unique needs of women living with HIV: gender sensitivity, stigma reduction, empowerment, and effective communication when working with women living with HIV.
  •  Deliver and facilitate customized training sessions in the cities of Karaganda and Pavlodar and lead collaborative discussions with key stakeholders to identify existing challenges and barriers to service access and develop a roadmap with concrete strategies, action steps, and timelines to address identified challenges.
  •  Develop detailed report with finalized comprehensive roadmap document outlining strategies, action plans, and timelines for improving service access for women living with HIV.

The National Trainer/Facilitator is expected to work home based with travels within Kazakhstan cities (Karaganda and Pavlodar).

All deliverables must be certified and approved by UN Women.

The assignment should be carried out within up to 4 working days.

Financial assessment: The evaluation of the submitted financial proposals will be made based on the following formula: C low / C x 300, where: C is the price of the evaluated offer; and

300 is the maximum financial point you can get.

The winner is the candidate who scores the highest score on the total score (according to the results of the technical assessment + financial assessment). The maximum possible score for the technical evaluation is 700 and 300 for the financial proposal.

Candidate selection: The contract will be offered to the candidate with the highest score in the cumulative evaluation.
