Cesvi is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development actions. The very name CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on promoting the protagonism of its beneficiaries in favour of their own progress, so that international aid is not reduced to a temporary charitable action, but rather promotes authentic sustainable development of the most needy populations.

Cesvi in ​​Venezuela

Since 2019, Cesvi has been working in Venezuela with initiatives in the field of protection of children, adolescents and women in highly vulnerable conditions, including survivors of sexual abuse and exploitation. As of 2021, Cesvi began implementing projects financed by the Country Humanitarian Fund in communities in Caracas.

During 2022, Cesvi will implement the project “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health and humanitarian assistance to the most vulnerable people and communities affected by the crisis. Cesvi will carry out its activities in the State of Falcón, based in Coro, and will travel to other municipalities in the state.

To meet these objectives, a high-level technical team is required, capable of providing effective responses to the populations served during case management. To this end, Cesvi is seeking a Protection Officer to guide and implement the process and design of action plans aimed at providing a timely and effective response to women survivors of GBV, SGBV, and children and adolescents at risk of protection.

Objectives of the Position

The National Protection Manager is responsible for organizing and following the implementation and monitoring of all protection activities, directly supervising the field teams in the protection area, in collaboration with the Project Manager and the Protection Manager. The role includes training of local and partner staff when requested, operational support for the development of the CESVI strategy, and contributing to the drafting of proposals and reports in the protection area.

Job Description

Ensure programmatic coherence and quality
– At the request of the Protection Manager, support the design of protection interventions.
– Organize and monitor all protection activities in the country, and produce interim and final narrative reports in collaboration with the field team and the Project Manager.
– Bring together the Project Manager and the MEAL team, ensure the monitoring of indicators, with support for the development of monitoring tools when necessary.
– Identify the resources and materials needed for protection activities based on the project budget, in collaboration with the protection team in Caracas and in coordination with the Project Manager.
– Contribute to the continuous updating of the mapping for the identification of existing services available in the territory related to protection routes, basic and specialized services, GBV response and prevention, and children at risk and victims of trafficking.
– Support in the articulation and activation of routes of the institutional offer and in the referral of cases to specialized services provided by local actors.
– Maintain the confidentiality of personal data managed in the exercise of the function and ensure that they are stored securely.
– Ensure the implementation of CESVI and donor policies and procedures.

Human Resources Management
– At the request of the Protection Manager and in coordination with the Administration Coordinator – selection and training of local staff, in compliance with applicable procedures and the safe recruitment procedure.
– Supervise the field protection managers in the country as a technical line.

Development of Cesvi’s presence in the country
– Maintain an active network of Protection actors in humanitarian response and public authorities.
– Participate in advocacy spaces to contribute to the protection of the rights of the population of interest to the mission.
– Represent Cesvi in ​​the sectoral clusters when requested, sharing periodic updates with the protection team and the Head of Mission.
– Contribute to Cesvi’s strategy in the field, from supporting the opening of new Cesvi offices in the country to accompanying the departure for the projects.
– In collaboration with the Caracas team and the field teams, lead the organization of needs assessments and monitoring missions, supporting the identification of opportunities and risk factors related to the area of ​​​​their competence.

The parties may also jointly define new activities that may be necessary or useful for the correct and timely execution of the mission.

Candidate specifications

Essential Requirements

-University degree in Law, Social Work, Psychology, Human Development, Social Sciences or related fields.

– Minimum 2 years’ experience in similar positions and knowledge of GBV and/or child protection issues.

– Experience in the humanitarian field and/or in territories with complex contexts and limited resources.

-Ability to express synthetic and structured written expression in Spanish

– Proactive and proactive attitude.
– Ability to work independently.
– Ability to develop productive working relationships with colleagues, partners, local authorities and other stakeholders.
– Leadership skills

– Ability to express oneself in English orally and in writing.
Techniques:
– Solid command of Microsoft Office Package.
– Handling of information management tools

Desirable Requirements

**-**Specialization in Human Rights, gender, care for victims of trafficking, protection of children and adolescents.

-Previous work with a population of children and adolescents, survivors of GBV and human trafficking.

-Work experience in the CESVI implementation territory (Falcón, Zulia, Amazonas)

-Knowledge of the project cycle.

-Knowledge of the Humanitarian Structure in the country
