This initiative encompasses key sectors including the judiciary, policing, elections, and parliament. By promoting the rule of law, the UNDP aims to enhance stability, governance, and human rights in the region, fostering a fair and inclusive society where citizens have equitable access to justice and reliable institutions that uphold democratic values and principles.

NAIG Project

The Nauru Accountable and Inclusive Governance (NAIG) Project aims to support key democratic institutions in Nauru which are responsible for ensuring effective, inclusive and accountable political governance, namely the National Parliament and the National Elections Commission (NEC), while at the same time implementing specific programming directed at promoting the more informed and active participation of the general public in Nauruan governance and politics, and targeted work to promote gender equality ensure that women of all ages are more engaged in politics and public life.

There are three branches of government in Nauru – the executive, legislature and judiciary; this Project seeks to improve the functioning of the legislative branch, not just through direct capacity building of the National Parliament, but also by working with the NEC, which is the body responsible for ensuring the free and fair election of members of the legislative branch. The Project also contributes to strengthening rule of law, by working with the justice institutions in the executive as well as with the legal profession and judiciary.

Nauru Justice Initiative

The Justice initiative is anchored in Output 3 of the NAIG Project and seeks to bolster the key elements necessary for a just and equitable society. It focuses on strengthening the rule of law by ensuring that legal frameworks, legislation and practices are robust, transparent, and effective whilst also working with judicial officers, legal practitioners and justice institutions to provide a provide people-centered and rights-based justice services to the citizens of Nauru.

Furthermore, the justice component recognizes the importance of promoting legal literacy, advocacy, and training on human rights for specific groups within Nauru. It places special emphasis on women, young people, individuals with disabilities, and refugees. By offering support in these areas, the project fosters a greater understanding of human rights among these groups and empowers them to advocate for their rights effectively. This activity not only contributes to the rule of law but also enhances overall justice in Nauru by ensuring that vulnerable and marginalized individuals have access to legal resources and are equipped to protect their rights.

The project has five outputs:

  •  Output 1: Strengthen National Electoral Commission capacities and electoral processes
  •  Output 2: Strengthen National Parliament capacities to ensure inclusive, accountable governance
  •  Output 3: Strengthened capacities of justice sector practitioners and institutions to deliver people-centred, rights-based justice services to all people
  •  Output 4: Strengthen the engagement of women in politics and public life
  •  Output 5: Pilot and roll out national civic education initiatives

National Project Officer

UNDP is seeking to engage a dedicated national project officer based in Nauru to provide crucial support towards the implementation of justice activities under the Nauru Justice Project and contribute to the overall delivery and implementation of project activities with a particular focus on providing strategic advice on initiatives related to rule of law, legal practices, justice and human rights in Nauru.

This officer will play a pivotal role in supporting the Project Manager, NAIG, monitoring project activities, tracking progress towards delivery, and offering strategic guidance specifically pertaining to Nauru’s laws, legislation, and practices in the legal sector. By engaging a national project officer, the project aims to ensure effective project management, localized insights, and a tailored approach to address the unique needs and challenges faced by Nauru in strengthening its legal institutions and promoting access to justice.

Duties and Responsibilities

The National Project Officer will report directly to the UNDP Project Manager in Nauru, while also receiving valuable strategic oversight support from specialists located in Suva, Fiji. This collaborative structure ensures effective coordination and guidance throughout the project implementation process. The UNDP Project Manager in Nauru will provide day-to-day supervision and local context expertise, while the specialists in Suva will bring their specialized knowledge and strategic insights to support the officer’s work in Nauru. This combined approach enables the UNDP to leverage both local knowledge and regional expertise, maximizing the project’s impact in strengthening legal institutions and promoting access to justice in Nauru.

The national project officer will be responsible for the following key functions: Ensure effective and efficient implementation of the projects by supporting overall project management

  •  Support in developing the strategies for different components outlined in the project and ensures that gender sensitive approaches are integrated;
  •  Provide strategic and substantive leadership, support and advice in the effective and efficient implementation of projects, through project planning, monitoring and oversight;
  •  Support in coordination with different project partners for implementation of project activities;
  •  Support financial and substantive monitoring and evaluation of the projects for achievement of results and ensures capturing of gender disaggregated results.
  •  Support Project Manager to prepare donor reports regularly on activities, outputs and outcomes as per UNDP rules and regulations and ensure that gender dimensions are highlighted in all products; and
  •  Ensure the achievement of outputs/results in line with the approved work plans through the day-to-day planning, management coordination and implementation of activities;

Coordination of project events, trainings and workshops

  •  Support Project Manager in the coordination of project related events, trainings and workshops;
  •  Provide budget estimates and support for the organization of international, regional and national conferences, meetings, seminars, study visits, exchange programs and workshops by liaising with national authorities, as well as administrative and financial departments, regarding hotel reservations, DSA payments and preparing documents such as agendas, lists of attendees and certificates.

Monitoring and evaluation and reporting

  •  Provide strategic, support and advice in the effective and efficient implementation of projects, through project planning, monitoring and oversight;
  •  Apply UNDP programming tools and policies as explained in the Results Based Management principles;
  •  Consult with project manager on project progress and provide information and advice as required to contribute to the CO initiatives.

General Administrative support

  •  Draft correspondence and communication for specific aspects of the project;
  •  Administrative tasks, office systems and filing procedures related to the project management carried out timely and accurately.
  •  Perform other duties, as assigned.

Support strategic communication and building partnerships for successful project implementation

  •  Maintain close coordination with assigned project partners, helping at ensuring synergies;
  •  Coordinate project implementation with relevant Government, UN, and other development partners’, as required.
  •  Identify challenges, opportunities, priorities and needs for the development and implementation of the medium term implementation strategy.

Required Skills and Experience

Education:

  •  Advance University degree (Master’s degree or equivalent ) in law, International Relations or Politics and Diplomacy is required. or
  •  A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  •  Minimum two (2) years (with master’s degree) of work experience in relevant professional area OR minimum Four (4) years of work experience in relevant professional area with a Bachelor’s degree
  •  Experience in working with law, human rights, international relations or social cohesion will be considered as strong advantage
  •  Demonstrated prior experience in report writing
  •  Prior experience of good understanding of Nauru legislation and Laws would be an advantage
  •  Good understanding of justice stakeholders in Nauru
  •  Good understanding on current practices in Nauru for legal practitioners

Language Requirement:

  •  Fluency of the English language is mandatory
